Karnataka’s Garuda Force Wants Chopper for Quick Response

Friday’s swoop on terror suspects has sharpened the focus on strengthening the Garuda force, the anti-terror unit of Karnataka. The force, which needs to give quick and effective response to any terror strike, has asked for a helicopter to enhance its capability.

The strike force, raised in 2010, comes under the Internal Security Division of the state and is equivalent of the National Security Guard (NSG). A senior serving Army officer directly supervises the training.“A proposal was sent to the Home Ministry sometime ago seeking a chopper for training and operational requirement of the force,” a senior officer in the anti-terror unit told Express.

A senior officer in the state Home Department too said they have written to the Centre. “No decision has been taken yet on buying the helicopter,” the officer said.

The Garuda unit was formed after Karnataka failed to get an NSG unit that was sanctioned for other big cities after the 26/11 terror strikes in Mumbai.

“Given the heavy traffic on city roads, it is difficult for the force to reach the spot in a short time. The team is well-trained and equipped with modern weapons required for anti-terror operations. A chopper will help them reach the spot quickly,” the officer said.

Former DG&IGP S T Ramesh concurs. If the proposal gets the Centre’s nod, the strike unit in Karnataka will be the first to have a chopper for training and operations. In fact, the Mumbai police too have asked for a chopper, but are yet to get it. “The proposal for a chopper to ATS was sent to the Home Ministry a few years ago, but we are yet to receive any response,” Ahmed Javed, Mumbai Police Commissioner, told Express.

Currently, the force has to take the help of the Indian Air Force if they need to be airlifted to a location outside the state capital, where they are located now. “That involves some procedures and it also takes time. The government has to consider the request for the chopper on priority,” the official added.

The demand for the chopper, sources said, came up for discussion during a recent meeting of senior police officers chaired by Home Minister G Parameshwara.

Another perfect illustration of how babudom is placing national security at risk in India. The kind of lone wolf attacks seen in Brussels, Paris, Nice, Dhaka etc etc are becoming the norm and it would be foolish to assume India can/will be immune. Sadly it is likely to be a case of when and not if and one has to ask, is India as prepared as it can be? IF the attack happens in Delhi (or JK) then MAYBE but anywhere else in India and the situation will be a total (and bloody) mess. Rapid response of well trained (and equipped teams) is the need of the hour, the longer these animals are allowed to go unchallenged (which they will be by everyone but the NSG and local specialist teams) the more havoc they will cause and blood they will spill.

In a country where the "beat" cops are untrained and unarmed (to a large degree) the focus should be on giving the very few units capable of dealing with this kind of incident the very best and that includes rapid mobility but instead the opposite seems to be happening.

With the above issues and the population density found in Indian cities/towns, India is likely going to suffer the worst single ISIS (gunman) attack ever seen.

Of course, when the worst does happen there will be ZERO accountability, the induvidual units/forces will be blamed/scapegoated and the babus will continue to sit with their thumbs up their a$$es.

After 26/11 you would've thought (with respect to this issue) lessons would have been learnt.....

Bangalore City Police have connected all their patrol vehicles via a new Panasonic tablet for better communication to police control rooms.
Bengaluru City Police’s mobile squads will be capable of faster response thanks to new tablets being installed in their vehicles. Called Hoysalas, Banglalore City Police’s patrol vehicles today consist of 222 units of Maruti Suzuki Ertiga’s.

The Home Department has now fitted all the 222 Maruti Suzuki Ertigas with 7”, all weather tablets that will interface patrol vehicles with Police control room more efficiently than ever before.

As was seen earlier, Hoysalas had to be continuously on the move, while introduction of tablets will see these vehicles now stationed at designated locations. 1,600 locations have been detailed with tablets signalling to them where an emergency has occurred which requires police intervention.

The tablets installed are Panasonic Touchpad FZ-B2 tablets. These are placed on the dashboard of each Bengaluru Hoysala patrol vehicles. The tablets are waterproof, shockproof and dustproof. Police control room will send a call for emergency to the tablets after it receives a call. All necessary details with regard to the crime, priority level and location will be relayed to the tablet in the vehicle while the officer will have to tap ‘On Action’ button signaling that the patrol squad is on its way while the ‘Scene’ button signals that the squad has arrived at scene of crime.

Bengaluru Hoysala patrol vehicles will then return to its designated position where it will await another call from the police control room. Details of the crime, photos and other details can be uploaded on the tablet which can be stored in the case filing system.
