Delhi Police uses chopper for first time to monitor traffic
New Delhi, Jan 16: For the first time in its history, Delhi Police today used a helicopter to conduct aerial surveillance of the city's traffic movement and snarls.

New Delhi, Jan 16: For the first time in its history, Delhi Police today used a helicopter to conduct aerial surveillance of the city's traffic movement and snarls.
Assistant Commissioner of Police (Traffic) R K Meena and Inspector Ombir Singh monitored the traffic situation from the

Bell L-4 206 helicopter of the public sector Pawan Hans Helicopters Limited (PHHL) flown by its two pilots, Deputy Commissioner of Police (Traffic) Mukesh Kumar Meena said.

The chopper circled areas of north, north-west and west districts between 12 pm and 2 pm, he said.

The sortie was carried out despite foggy conditions over the National Capital.

The helicopter, equipped with night-vision devices, would be used on "trial demos" for a fortnight from today and would conduct surveillance during the republic day celebrations.

Earlier, Delhi Police used to take the help of army and air force for use of helicopters for aerial surveillance during the R-Day and Independence Day celebrations.

The Bell helicopter is fitted with forward looking infra-red (flir) cameras besides other sophisticated surveillance equipments to carry out the job even at night and can pick up objects at very long distances, police sources said adding it was earlier used by the customs department for anti-smuggling operations.

Use of choppers by police has not been in vogue in the country, unlike in several other nations. For the first time, police would get a feel of how effective it was to maintain surveillance over the vast national capital territory by a chopper.

Maharashtra seeks MI-17 chopper, continuation of CRPF in Naxal areas
Maharashtra Chief Minister Devendra Fadnavis on Monday sought from the Centre more paramilitary forces and large MI-17 helicopter for smoother combing operations in Naxal-hit areas of the state.

Mumbai: Maharashtra Chief Minister Devendra Fadnavis on Monday sought from the Centre more paramilitary forces and large MI-17 helicopter for smoother combing operations in Naxal-hit areas of the state.

Fadnavis met Union Home Minister Rajnath Singh in New Delhi at a meeting to take a stock of the problems faced by Naxal-affected states, and sought continuation of CRPF, among other things.

"Central Reserve Police Force deployed in Naxal areas was to be replaced with Indo-Tibetan Border Police. I requested the HM to stop the deployment of ITBP for now because the whole idea of deployment is to ensure police presence in maximum possible areas," Fadnavis told PTI.

"One battalion of CRPF has six companies. We currently have five battalions which means 30 companies. In ITBP's case one battalion has five companies. So the number of companies will decrease by five. The HM assured that CRPF will be deployed for now, and when the ITBP takes over, we will get five extra companies."

Fadnavis said he also requested Singh for an MI-17 helicopter for smoother combing operations in Naxal-hit areas.

"We have one PawanHans helicopter. It is small. The area infested with Naxals is large. Hence we requested for a larger helicopter," he said.

He also asked Singh to fast track approvals for Rs 417 crore proposal of construction of Wadsa-Desaiganj to Gadchiroli railway line, and Gadchandur to Adilabad line, a Rs 350 crore proposal.

"It is with the Railway Ministry as revised administrative proposal. I have been assured that the proposals will be accepted at the earliest," he said.

The Chief Minister also asked for quick approval of establishment of cell phone towers in affected areas.

Soon drones, helicopter to supervise security in J&K
JAMMU: The Jammu and Kashmir is mulling to strengthen security grid across the newly created Union Territory as the police is going procure Unmanned Aerial Vehicles (UAVs) and more CCTV cameras.

“More than one hundred UAVs or Drones of different specification and thousands of CCTV cameras worth Rs 116 crores are being purchased soon while process is also on for hiring helicopter on lease,” The Daily Excelsior reported.

Official said that after receiving bids for the UAVs of different specifications, technical evaluation is going on and the procurement order is likely to be placed to the successful bidders by the end of this month.

More than 100 UAVs of different specification will be purchased and placed at the disposal of Sub-Divisional Police Officer level across Jammu and Kashmir for dealing in law and order as well as anti-militancy operations, sources added.

Cost of each UAV will depend upon its specification, such as pay load, accuracy, flight time etc while experts will train a batch of officials to operate these Drones, sources further explained.

Pertinent to mention that the J&K Police so far used to seek assistance from Army units for using Drones. The Army has been using UAVs for a few years in different parts of the Valley and on the Line of Control to track the militant movements in forest areas. The Army has also used small UAVs during encounters in different parts of Kashmir, especially in South Kashmir.

However, after the procurement of UAVs, the J&K Police will become more tech savvy and better equipped to handle not only anti-militancy operations but also the protests which trigger law and order problem.

Further, sources said, the J&K Police has also invited tenders for the procurement of CCTV camera worth Rs 116 crores. The invited tenders are likely to be opened this week and after technical evaluation, purchase order shall be placed to the successful bidder, sources added.

These CCTV cameras will be installed at all the sensitive locations for round the clock surveillance to avoid any sabotage by the anti-social elements, sources explained.

In addition to the procurement of UAVs and CCTV cameras, sources said that the J&K Police has also initiated the process for hiring a helicopter on lease for its use in aerial reconnaissance as well as during medical emergencies and evacuation.

While the tenders were floated in October last, its date has been extended for the second time because of poor response from the bidders. Only Pawan Hans Pvt Ltd had participated in the e-tenders invited from reputed and registered aviation companies having a minimum fleet of three airworthy transport helicopters, preferably light weight, single engine/aircraft or helicopter of equivalent performance. After December 31, 2019, the last date for submission of tenders has now been extended to January 21, 2020.

The entire exercise for enhancing surveillance system is part of Police modernization programme for which Rs 5000 crores have been sanctioned under Prime Minister Development Package (PMDP).Under the PMDP, the J&K Police has also invited e-tenders for the purchase of five Bullet Resistant Ambulances for evacuation of border firing victims. One such ambulance each shall be deployed at Jammu, Samba, Kathua, Rajouri and Poonch, which have been facing the onslaught of cross-border firing, sources informed.

Technical evaluation of the tenders is going on and the exercise is likely to be completed with placing order for the procurement within days, sources informed and added that a number of Bullet Proof vehicles and other equipments have already been purchased under PMDP.
