No COBRA commandos are not deployed in J&K. They are there just for training and familiarisation. Jungle MARPAT is worn by CRPF Officers or CRPF QAT and sometimes regulars too.

I heard about these Rail Police Commandos. This is a excellent idea and needs to be expanded across India by Ministry of Railways but How are there Equipment and Training?

No he is not. CRPF like majority of Indian Security Forces sometimes wear mismatch uniforms. Digital Camo is used by CRPF Officers and QAT. A basic CRPF Soldier wears horizontal Lizard Pattern Camo.

BSF needs serious upgrading of there Equipments. Out of the CAPFs they look the least equipped to fight in small security actions and even less in a war like situations. Aesthetically I hate BSF Uniform and Camo they look every old and outdated compared to other Indian CAPF and even more so against when compared with adversaries of India. BSF needs to look like a modern fighting force instead of looking one of those Cheap Third Rate militias you see fighting in Africa or Middle East. I don’t understand why is it so hard for BSF to change there equipment and uniforms like what other CAPF forces did in the past months.

This is a good development. The result is that for local incidents, the police can rely on a tactical unit. Example recent encounter in Punjab where they called in SOG:

The big test will be whenever the next big spectacular terror strike hits us. How will the local commandos respond?

Tactical SWAT units are not trained for unconventional guerrilla warfare.
But these coras commandos, CRPF cobra commando are specifically trained for this.
Not to mention, SWAT teams are trained for urban warfare and ant-terrorist / hostage rescue missions.
