India already has the technology to make nuclear reactors, so it went to make nuclear subs first. In future, with ToT from Scorpene deal, India will make its own conventional subs.
Sorry xixihaha but the level of secrecy maintained in the ATV project bars us from any valid information to share with you.
But I believe that the model in the inauguration ceremony was without any reactor due to precautionary measures.

The scientist echoes a report in Defence Professionals Daily, a German online publication, which says Arihant 'currently is little more than a floating hull' without nuclear propulsion or weapons systems. The scientist, who did not want to be named as he was not authorised to speak to the media, was clarifying media reports implying that Arihant is propelled by nuclear power and that India has become the sixth nation to operate nuclear subs.
'I think the media did not correctly report what was told to them by the Bhabha Atomic Research Centre (BARC), or the officials deliberately did not want to be explicit beyond a point,' he said.

even if you negate the first quote, contest for the second quote, Mr. Nataraja Sarma had clearly stated that it would be more convenient to check the seaworthiness without the reactor critical.
what do you think of a launch of a submarine with out being slipping it into sea waters or without the dock being flooded.
Technically such a launch means not a full fledged launch of the vessel but a formal/official launch

Final test of K-15 ballistic missile on Tuesday
Work on the missile started around a decade ago under a highly classified programme earlier called Sagarika (Oceanic). Development ran parallel to the Indian navy's 25 year programme to build its own nuclear-propelled submarine, the ATV. In the last few years, the missile remained behind a veil of obsessive secrecy with the government refusing to confirm or deny its existence. Variously dubbed 'the naval missile' and the 'navalised Prithvi', it was successfully tested to incremental ranges six times. The last successful test to its full range was in April last year.
exactly my thoughtsThere is a reactor in the sub. You cannot build a Nuclear Submarine without the reactor. If that is the case, then the hull will have to be cut open to install the reactor. Not possible...waste of time and money.
The scientist probably means the hull which we saw during the ceremony was probably a mock up of the real one. Then I doubt the IN would have made a big deal out of that.
The reactor is there and so is the fuel. But, it is still a year or 2 away from going critical.
