That's for construction. The Mumbai dock is for repair purely.

In CSL Its a stepped dock with an overhead gantry crane and intermediate dock partition. Can be dual used simultaneously for building on one end and repair on another or for building multiple smaller hulls simultaneously.

However for such a venture 310m is a bit small...equivalents ard the world are usually in the 400m-600m range. One of the biggest such is in Lisnave, Portugal whose famous No.20 & No.21 docks which has a total 870m lenght subdivided into 2 segments of 450m and 420m each. Both have 75m width also. In the past the built ultra large tankers there but now its purely a repair facility

Wouldn’t it be better if a dry dock was created for building ships rather than repair. Scheduled repair can be done in that dock by proper planning as was done with vikram recently as vicky was floating outside.

Depends, this facility is being built for the Indian Navy. Indian Navy doesn't want to outsource all repair and upgrade facilities to PSU or private shipyard. Among the two main reasons that I can think of is, to not loose the expertise among cadre, secondly secreacy and scheduling.
Our Nuclear Submarines are built at a IN owned facility called SBC ( ship building center). So it's possible that this facility can be used for building ships. But if it were to be, I think the ship would be highly specialized one.
You can think of the facility as analogous to BRD ( base repair deport) of IAF.
While Mirage upgrade are carried out by HAL, Mig 29s were upgraded by BRD. Similarly SU 30 MKI is overhauled by both BRD and HAL Nasik.

Well there is no secrecy in open docks. Particularly this big size and aircraft carriers with satellites monitoring from high above. Maybe secrecy inside ships? For small ships there are other dry docks. One thing i would agree that to depend on PSU would suck. That way navy has a point. If navy uses this dock to make AC themselves that would be good. I think that would reduce build time.

Make in India: Indian Navy gets first private sector-made warships – Shachi and Shruti offshore patrol vessels

New Naval Offshore Patrol Vessels: In a boost to Make in India drive for the defence sector, Indian Navy's two new Naval Offshore Patrol Vessels (NOPVs) have been launched at Pipavav Shipyard in Gujarat. These are the first set of warships that have been manufactured by the private defence sector for the Indian Navy! Names Shachi and Shruti, the NOPVs have been made by Reliance Defence and Engineering Limited. We take a look at some interesting facts about the new patrol vessels of the Indian Navy:

The new ships will help the Indian Navy in its surveillance activities across India's vast Exclusive Economic Zone. The ships, Shachi and Shruti will also perform tasks such as fleet support operations, maritime security of offshore assets, anti-piracy patrols, coastal security operations, and protection of shipping lanes.

Shachi and Shruti patrol ships are armed with 76mm Super Rapicd Gun Mount system along with two 30mm AK-630M guns. These are meant to provide medium and short range offensive and defence capabilities to the Indian Navy.

The armament is remotely controlled through an electronic Fire Control System, says the Indian Navy. These ships are fitted with diesel engine driven propulsion systems and can attain speeds up to 25 knots.

The ship's operations are controlled by an Intelligent Integrated Platform Management System. This has interfaces for all operational activities onboard the ship.

The ships are part of a 5 ship project for the Indian Navy. The new ships will soon be commissioned into the Indian Navy.
