A major accident involving collapse of a 250 tons capacity Goliath Crane at the Public Sector Garden Reach Shipbuilder & Engineers (GRSE) at Kolkata has completely damaged the hull shop thereby putting to risk the ongoing P 17 A program to built seven stealth frigates.

The P17A warships are India’s most advanced and stealthy frigates. Three out of the seven ships are being built at GRSE and remaining at at Mazagon Dock Limited, Mumbai (MDL) for the Indian Navy.

Sources said the accident happened on 17 April 2018 but was kept under the wraps by the management. It involved collapse of one goliath crane of 250 ton capacity, 47 meter lift covering the Module Hall, Dry Dock and inclined berth at GRSE.

This accident would cast a direct impact on P 17 A Program. Large store adjoining the Building Berth has been severely damaged and is now unusable, further impacting the work at the Shipyard.

To add to the above, new goliath cranes have a time period of 30 months from issue of tender to installation and commissioning.

The Project 17A-class frigate is a follow-on of the Project 17 Shivalik-class frigate for the Indian Navy.

The construction of the first ship started in 2017 and the first ship is expected to delivered by 2022. The anticipated cost for each vessel is above ₹4,000 crore(US$613 million) and the total deal is expected to be worth more than ₹6,400 crore(US$980 million).

Not only has the crane got damaged beyond repair, sources said that it has to be written off. This, they added has resulted in blocking of Dry Dock and Building Berth Gates. Each of these weighs about 170 ton and can be lifted only by 250 ton crane.

The Module Hall where P 17 A block were being fabricated has been totally destroyed and has become unusable.

Thus not only the ongoing programs will suffer but this may also impact the contract under negotiation with the MoD for Anti Submarine Warfare Shallow Water Crafts.

An internal enquiry is under way to establish the cause of accident and establish responsibility.
To me it seems like a sabotage. Some insider must have got lured for pennies. Could be the hand of any enemy to slow down the defence production.

We're these of Chinese origin? If yes, don't make the mistake again.

Government need to provide security to these companies that make defence equipment it almost seems suspicious how three such event have happend this year itself.
Don't we have CISF guarding these vital installations?

The collapse of a giant crane at State-run Garden Reach Shipbuilders and Engineers Ltd (GRSE) a fortnight ago could pose a risk to its ongoing contracts and the ability to take up new orders, most of which are funded by the Indian Navy and the Coast Guard.

On April 17, a ‘Goliath’ crane of 250-tonne capacity collapsed due to heavy winds of 100 kmph at GRSE’s main works unit in Kolkata. There were no casualties. The incident has been kept under wraps by the company management as it comes days after GRSE filed papers with markets regulator SEBI to sell shares in an Initial Public Offering (IPO).

The collapsed crane, according to a shipbuilding expert, is damaged and will have to be written off. The structure has blocked the dry dock and the building berth gates.

The module hall where blocks for the P 17-A class frigates are being fabricated was destroyed in the mishap and has become unusable. “This has a direct impact on the P 17-A frigates-building programme. A large store adjoining the building berth has been damaged and is now unusable, further impacting the work at the shipyard. A new Goliath crane has a time-period of 30 months from issue of tender to installation and commissioning. Thus, not only will the ongoing programmes suffer, but this will also impact the contract under negotiation with the Ministry of Defence (MoD) for anti-submarine warfare shallow water crafts,” said the expert, who has knowledge of the incident.

This could not be independently verified by BusinessLine.

The company, according to sources, has ordered an internal enquiry to establish the cause of accident and fix responsibility.

GRSE could not be reached for comment immediately as its office was closed on Labour Day.

It will impact production, but it will not stop it because they can get mobile cranes and smaller cranes,” said a shipbuilding executive. “It is always more efficient to build vessels in bigger blocks with Goliath cranes that are used to move bigger blocks or join bigger blocks. If this is gone, then they will have to rely on smaller cranes and instead of 200-ton blocks they will have to make 50-tonne or 100-ton blocks. The yard will not grind to a halt, but productivity will come down,” he added.

“Whatever data is available in the media, that is amply covered,” a GRSE official said, abruptly ending a phone call made by BusinessLine.

GRSE, a Miniratna company controlled by the MoD, has orders worth ₹208,033.60 million. As much as 98.63 per cent of shipbuilding orders are from the Indian Navy and 1.37 per cent from the Coast Guard. Of engineering orders, 13.28 per cent are from the Indian Navy. In the engine division, 75.22 per cent and 5.41 per cent comprises orders from the Indian Navy and Indian Coast Guard respectively. The data was obtained from IPO papers filed by GRSE with SEBI.

The order book includes firm contracts for manufacturing and delivery of fourteen ships comprising one anti-submarine warfare corvette, five landing craft utilities, five fast patrol vessels and three P17-A class frigates.

GRSE has also been declared the lowest or second-lowest bidder for other projects, for which contracts have not yet been signed, including construction and delivery of four survey vessels for the MoD and eight anti-submarine warfare shallow water craft for the Indian Navy.

GRSE has three core shipbuilding facilities, two engineering units and a diesel engine plant.

Work will go on but will take until 3rd/4th Frigate to get upto speed.

Considering that the crane had smashed through atleast two three housing structures it's a miracle no one died.

Would be pain in ass to move the damaged crane.

I think this might be a good opportunity for L&T to step in and say, "hey we can build P17A frigates faster than GRSE" and quote a reasonable price. Hope they take the opportunity.

And no, doesn't look like sabotage to me. Remember Betwa getting upturned while being undocked. That happened while under the supervision of Navy personnel. So, mistakes happen and a slightly off balance weight distribution can lead to catastrophe.

Wartime standards require withstanding of much stronger blast waves. This is poor standards
Nopes. It was a freak accident.
You cant harden every nut bolt on street for wartime. Nothing is permanent hardproofed.

People can sabotage electric lines, Fibre optic internet cables, rails, ports etc. A million ways to do that.
Germany and Japan went on producing hardened Battleship and Tank mammoths, only to fail at replacing the stuff the way Amrikis and Russies did it.

Only way to do is how FAST you can replace the loses. It involves both manufacturing the item, training people how to use it and install it. And Chinis seem to have mastered this somehow.

Our fire brigades have tough time to douse building fires. Wonder what happens when cities are spewed with fire during war. That is where preparation needs to begin.

ISI is more active then RAW. Two incidence with both of a strategic value to nation cannot be laid off as random events. It's sabotage and a very well planned one.

ISI have way more financial resources than RAW. It's a common sense. They get their share from national budget as well and even gets their share from Dawood Ibrahim's annual income as well.

Rightly said, but an investigation would solidify these assumptions. The Telangana ISIS incidents, the Pune ISIS sleeper cell incident.

Mods do we have a separate thread related to "Possible ISI activities"? Looks like they are much more active these few years.

GRSE already makes 100 ton cranes via Bokharo Steel LTD. So work will go on. However this gives other firms massive boost.
