No it wasn't. That was a largely overblown media hype of something that never happened. US never did nor will it ever do made an offer to sell one of its non nuke aircraft carriers. The aircraft carriers are some of US's most prized and zealously guarded secrets. Based on the Russians' false promises, yes it was the best deal at that time.
