It's actually better than 10 cm positional error for military systems.ISRO Releases IRNSS Interface Control Document to Jumpstart Commercial Applications - Via Satellite
Once completed, it is expected to provide position data with accuracy of better than 20 meters in India — the primary service area.
Any Sattelite lauch vehicle can place in orbits needed provided payload is small.. PSLV can launch to polar orbit with full load i believe is 2Tons.. 36k orbit can achieved by smaller payloads.. INRSS uses very small satellites so can be launched to the required orbitsCan PSLV satellites be placed at 36k orbit? I dont know but i think this poster is wrong.

This is absolutely great !! I wonder how much area is covered by these satellites ?? What about our neighbors ??It's actually better than 10 cm positional error for military systems.

I think it will be achieved by orbit raisings using the liquid apogee motor on the satillite. Can PSLV satellites be placed at 36k orbit? I dont know but i think this poster is wrong.
