DAC decision on pinaka comes before or after CCS decision?

And

With these new six regiments, what is the count of pinaka regiments ( current + planned )?
Any Contract above 1000 crore needs CCS clearance. Each pinaka regiments cost > 1000. so it still needs ccs clearance.

Current:
3 or 4 Regiments in Service
2 Regiment more coming up. See Post No:148

The Pinaka MK-III will be a fully guided round with a 120 KM range.

View attachment 11928
Yes, they are talking about this for last two decades. Let us hope that they do that. The main issue was with propulsion. With Pinaka II, they solved it and one of the scientist involved said that then they could thought of Pinaka MK III. Pinak Mk2 used some RDX mixed fuel to enhance the range. We need a special fuel to achieve this range. This rockets will rise to 40 km before hitting target at 120 KM. Some duel impulse sort of propulsion is planned.

Their is no issue, That first ..

The second is the range has nothing to do with propulsion trajectory which is archived via guiding the round in mid course, It will take no less than 5 years to induct it after basic trails and then user trails and finally mass production.

If you have sources for duel propulsion, Do share ..

As LoC heats up, army contracts for two rocket regiments from L&T, Tata Power

By Ajai Shukla
Business Standard, 2nd Dec 16

With tensions escalating on the Line of Control (LoC) between India and Pakistan, the ministry of defence (MoD) has bought two regiments of the indigenous Pinaka multi-barrelled rocket launcher (MBRL) for Rs 3,230 crore.

Each Pinaka regiment, consisting of 18 multi-barrelled launchers, can pulverize a target with a hail of 216 rockets, fired in 44 seconds, catching enemy troops in the open with no time to take cover. It can be fired from 38 kilometres away, allowing commanders to target a terrorist camp, or even an army post or headquarters, without risking sending soldiers across the LoC.

On Wednesday, the MoD signed separate Rs 226 crore contracts with Larsen & Toubro (L&T) and Tata Power (Strategic Engineering Division), the designated “original equipment manufacturers” (OEMs) for the Pinaka.

This is the first project where private Indian companies are designated OEMs, a role traditionally reserved for “defence public sector undertakings” and the MoD-owned Ordnance Factory Board (OFB). While L&T and Tata Power (SED) have just 14 per cent of the work share, it includes developing and building the heart of the Pinaka --- the command post and launcher --- and the coveted OEM role.
Even so, 86 per cent of the overall payment will goes to a range of suppliers, including Bharat Earth Movers Ltd (BEML) for the Tatra high-mobility vehicles on which the Pinaka is mounted, and the OFB, which builds the actual rockets.

L&T and Tata Power (SED) have already supplied two Pinaka regiments from 2006 to 2010. Now they will build the army’s third and fourth regiments.

Their role is set to grow, with six more regiments in the pipeline. Last December, the MoD kicked off the procurement of six more Pinaka regiments for Rs 14,600 crore. L&T and Tata Power (SED) officials say a tender is expected soon.

With the Pinaka Mark I validated, the MoD told parliament on April 26 that the DRDO was developing a longer-range, Mark II version of the Pinaka MBRL.

Business Standard learned on a visit to the Armament Research & Development Establishment (ARDE) --- the DRDO laboratory that is developing the Mark II --- that the improved version will be able to strike targets as far as 60-70 kilometres. This will involve fitting each rocket with inertial navigation system guidance.

With the army looking to eventually induct 22 regiments of Pinaka in place of the obsolescent Russian GRAD BM-21, there could be 12 Pinaka Mark II regiments procured, in addition to ten Mark I regiments.
Beyond that, say L&T and Tata Power officials, the affordable Pinaka system offers great scope for export. Says Rahul Chaudhary, who heads Tata Power (SED): “Pinaka is a fully indigenous weapon with 100 per cent of its intellectual property belonging to India. That means we can export the system to any country that the government of India wants. In today’s export market, the Pinaka is one of the most competitive options.”

To meet export orders, the MoD will have to overcome the delays that dogged the Pinaka’s induction. Cost negotiations for the latest two-regiment order were completed in 2011. It has taken five years after that to actually place the order.

There is even greater tardiness in the OFB’s production of Pinaka rockets. Parliament’s Standing Committee on Defence revealed in its report of December 22, 2014 that the OFB has failed to augment production of Pinaka rockets from 1,000 per year to 5,000 per year, scheduled for 2017, for which it had been allocated Rs 1,388 crore. The standing committee observed: “This shows sheer callousness on the part of the Ordnance Factory Board.”

Now, however, the private sector could be involved in fabricating Pinaka rockets at the faster rate needed. Last month, as reported by Business Standard, the army initiated the induction of private defence companies in fabricating ammunition. In the list of ammunition that private firms were invited to build were rockets for GRAD BM-51 MBRLs. With the Pinaka replacing that legacy system, its rockets could eventually feature on the private sector menu.

Considering the fact that during recent surgical strike terror "camps" got hit were located close to the Paki civilian houses, army barracks, Madarsa and even Mosque and other public place.

It will end up massacring the civies along with Jihadis creating huge international Drama.

However Precision Guided ammunition is available for Pinaka and other Arty pieces.

Tata Power SED wins Rs 200 cr order from defence

By PTI |
December 5, 2016

New Delhi, Dec 5 (PTI) Tata Power SED has won a Rs 200 crore order from the Defence Ministry for supplying one regiment of command post and launcher of Pinaka multi rocket launch system.

The order won by Tata Powers Strategic Engineering Division (Tata Power SED) includes supply of 20 launchers and 8 command posts.

Pinaka Weapon System is one of the first Create in India product designed and developed by Indian private industry in association with Armament Research and Development Establishment of the DRDO.

The company had delivered one regiment of Pinaka Launcher and Command Post in the period of 2006?2010, which was then inducted in the Army.

Pinaka is an area weapon system which supplements the existing artillery gun at ranges beyond 30 kms, and has a quick reaction time and high rate of fire.

Tata Power SEDs CEO Rahul Chaudhry said the firm is proud to be part of successful development of one of the first "Create in India" products.

"After the success of Pinaka, we remain committed to succeed in other Weapon System Development Programmes with DRDO on which we are already working," he said in a statement. PTI SAP SA

Indian Army looking at increasing Pinaka rocket regiments to 22 within a decade

NEW DELHI: The Indian Army, which currently operates two regiments of the indigenously-developed truck-mounted Pinaka multi-barrel rocket launcher (MBRL) systems, hopes to induct another eight by 2022 and is looking at increasing the number to 22 within a decade to add firepower to its artillery, an official said.

The Pinaka system is designed and developed by two private entities, the Tatas and Larsen and Toubro (L&T), in association with Armament Research and Development Establishment of the Defence Research and Development Organisation (DRDO). It is one of the rare successes of the private sector in manufacturing military hardware.

"The first two Pinaka regiments were inducted during 2006-2010. L&T, which supplied the systems for one regiment, has been supporting them on an as-needed basis. The user (Indian Army) has plans for induction of 22 regiments overall and this is likely to be in a timeframe of a decade plus," Jayant D. Patil, Senior Vice President & Head - Defence & Aerospace, L&T, told IANS.

For now, the Cabinet Committe on Security (CCS) in September cleared the raising of the third and fourth Pinaka regiments at a cost of over Rs 3,000 crore ($441 million). And the Defence Acquisition Council (DAC) last month cleared a RFP (Request for Proposal) for six additional regiments at a cost of Rs 14,633 crore.

Each regiment consists of three batteries of six Pinaka launchers, each capable of launching 12 rockets with a range of 40 km in a space of 44 seconds, in addition to support vehicles, a radar and a command post. The rockets in the 12 additional regiments will have an extended range of 70 km and are currently in the development process.

Speaking on the distribution of the new regiments between Tata Power Strategic Electronic Division (SED) and L&T, Patil said: "Currently, contract signing for two regiments (negotiations for which concluded in January 2011) is under way and is likely to be inked soon. The RFP may detail the distribution of systems for the next six regiments."

(On Monday, Tata Power SED received an order worth over Rs 200 crore for 20 launchers and eight command posts.)

"Going by earlier precedence, the RFP is likely within the next few weeks. Thereafter, contracting is likely to be completed in about six months," Patil said.

As for the extended-range version of the rocket system that L&T is developing, he said: "The requirements for Pinaka systems by the user is going to continue for over 15 years. As designers, and with the modularity in our design, we have catered for addressing obsolescence challenges."

"The Pinaka systems released earlier were in joint development mode with DRDO. As such, no ToT (transfer of technology) has been taken by L&T so far. Systems designed by us have built-in factors of safety; the physical interface aspects have been addressed, and we do not envisage any major challenges in releasing the rockets with extended range," he added.

Speaking on the extended version, Rahul Chaudhry, CEO - Tata Power SED, said the company has been working on the design, development and upgrades of the Pinaka since 1989 in partnership with the Ministry of Defence and DRDO.

"Tata Power SED takes pride to be identified as an OEM for one of the few fully-indigenous Indian defence systems," he added.

"Tata Power SED continues to invest in the programme and is committed to meet the requirements of the Indian Army. As part of our preparations, we have the necessary design, development and manufacturing capabilities in Mumbai and our existing production facility in Bangalore (Bengaluru).

"In addition, we are currently making a significant investment in Vemagal (near Bengaluru) for a state-of-the-art defence manufacturing unit which will be operational soon and will be able to roll out Pinakas to meet any requirements of the army," Chaudhry added.

Tata Power SED delivered one Pinaka regiment to the army between 2006 and 2010.
