Three more arrested in Bangalore blasts case

BANGALORE: The Bangalore police, with the help of Kerala their counterparts, arrested three persons — Tajuddin from Vedimara, Ernakulam district in Kerala, Sarfuddin alias Sarfu from Kannur in Kerala and Abdul Khadar from Virajpet in Karnataka.

The trio were involved in the Bangalore serial blasts by providing logistics like vehicles to carry out bombing. Four vehicles involved in transportation of bomb materials and planting of bombs were also seized from Kerala, police said.
With these arrests, the number of the accused arrested has increased to 15.
The main accused like Riyaz Bhatkal (30) from Bhatkal town, Sameer(30) of Kannur are still at large. Wali alias Rehan alias Rasheed Obidulla, a Pakistani national, Ali alias Isha alias Ali Abdul Azeez Hooti, a Omani national and Saleem alias Mabasheer Shayeed alias Yahya, a Pakistani national are also wanted in the case.

Red-corner notices were issued subsequently against them, police commissioner Shankar Bidari said.

Abdul Sattar, Abdul Jabbar, Mujeeb, Faizal, Abdul Jaleel, Manaf alias Rahees, Sarfuddin, Badruddin, Sakariya, Sarfaraz Nawaz were arrested earlier and police have filed initial chargesheets against them. Main accused Nasir and Shaffaz were arrested a few weeks ago.

NASIR’S REVELATIONS

During the course of Nasir’s interrogation, it was revealed that at the age of 16, he joined Abdul Nasir Madani’s organisation called ISS and also is a PDP member.

Nasir started ginger cultivation in 2005 at Madapura and Hosathota in Coorg, Karnataka. Nawaz and Nasir visited the place and decided to start jihadi training there for youths.

Nasir also held a conspiracy meeting with Sarfaraz Nawaz and sought monetary help for carrying out the serial blasts in Bangalore.

During March 2008, Nasir and Sarfaraz along with one more accused Shafiq conducted a recce of Bangalore.

Nasir along with Mujeeb, Aleem, Bomb Ismail, Raisal and Abdul Raheem committed theft of explosives like ammonium nitrate, gelatin sticks and electronic detonators from a shop at Perambavoor in Ernakulam. They collected other accessories like jelly, iron bolt, nuts, cement and newspapers from Bangalore and manufactured bombs in Mujeeb’s house and planted them at various places in Bangalore.

* The final list of the accused was redrafted with Thadiyantavide Nazeer topping it. The other accused included Halim, Kanju, Bomb Ismail, Sabir Buhari, Tajudeen, Vedimara Anoop and Shafeeq.

This is really sad for Kerala.

Muslims in Kerala in general are doing much better economically and otherwise than Muslims in most other parts of India. They have no reason to complain or feel oppressed, yet some of them are falling into this trap.

You would think that of all the people; Malayalee Muslims are least likely to fall for this Jihadi crap, but yet it looks like the nothern part of Kerala is now becoming a hot-bed for this type of subversive activity.

I guess this is what you get for having a basket-case economy in the state and most of its young people end up going to the Middle-East to work.
They come back with no just money, but new ideas about religion as well.

Madani’s links with AP being probed

HYDERABAD: A few years ago when Abdul Nasser Madani, leader of People’s Democratic Party in Kerala, announced that he had no links with anyone in Andhra Pradesh, particularly Hyderabad, Intelligence agencies wondered why Madani was insisting on it.

But when information trickled in that Abdul Sattar alias Sainuddin, an alleged militant having links with Lashkar-e- Toiba and closely associated with most wanted militant Riyaz Bhatkal of Indian Mujahideen (IM) reportedly visited Madani several times, even while he was in jail in connection with the February 14, 1998, serial blasts in Coimbatore, it has clearly established Madani’s links with Hyderabad.

His repeated insistence of having no links with Andhra Pradesh was a deliberate ploy to save his contacts from coming under the radar of the Intelligence agencies.

Abdul Sattar, who belongs to Kerala, was arrested from the seminary in Bandlaguda on the outskirts of Hyderabad in January this year. Sattar, who allegedly supplied the microchip- based circuits which were used in the Bangalore blasts last year and also made a bid to send some Muslim youths from Kerala to undergo militant training in Pakistan-Occupied- Kashmir. He is said to be one of the close followers of Madani.

Following the arrest of Madani’s wife, Soofiya Madani for her alleged links with LeT operative Thadiyantavide Nazeer, the Andhra Pradesh police is now digging up information about Madani and Soofiya’s visits to the State and their contacts here.

Sources told Express that after information trickled in about Abdul Sattar meeting Madani several times in Kerala, the sleuths learnt that those associated with the seminary at Bandlaguda too were followers of Madani.
But what soon became a matter of serious concern were the inputs suggesting that Madani had reportedly offered to `sponsor’ some candidates during the Assembly elections this year.

``Some persons from Vijayawada, Krishna and other coastal districts were in touch with Madani who offered to sponsor them during the elections.
But, whether the money reached them is still unclear,’’ sources said.
Known for his high-voltage speeches, Madani, who began giving Friday sermons in local mosque in Kollam district at a very young age, has reportedly been funding a few madarassas on the city outskirts and in other districts.

``A few years ago, we had arrested a youth in Nalgonda district who was carrying Madani’s photograph in his wallet. It was surprising then to know that Madani had a fan following here too,’’ sources said. Besides Sattar, the sleuths are also expected to dig out who were others from Andhra Pradesh who were in constant touch with Madani and Soofiya Madani.

``Madani did visit the State a few times for attending meetings organised by different organisations. We are probing further on this aspect,’’ sources said.

I am going to place this News Concern in This Thread. It been discussed before that enemies of India are at large and testing our vulnerabilities. There is a need for strict measure and overhaul in security and intelligence for key strategic areas of India.

Even if these incidents may be a result of some intentional/internal act of trespassing or just an accident but incidents which are coming out as such and such NEWS are exposing information out to many; like we are dealing with elements like Tritium.
Also suggestive of the level and competency, how we are educated about OH&S and if we are a skilled work force.

Two mishaps at India's nuclear plants, both unsolved

Investigators have not been able to unravel what led to a fire and the deaths of two young scientists at the Bhabha Atomic Research Centre (BARC), home to India's nuclear weapons program.

On Tuesday, two research students were at work in a lab which normally deals with "harmless" chemicals. Officials at BARC suggest a short circuit was fuelled by material used recently to paint the lab. But no inflammable substance has been reported from the lab.

Scientists familiar with the workings of BARC say an explosion of this magnitude should not have happened in this lab.

"It seems like a typical laboratory accident and chemical fire, but the lab houses no cylinders or hydrogen cylinders that could have caught fire and has only limited amounts of chemicals. The trigger for the fire is not known, and it remained confined only to a single lab," says Dr Srikumar Banerjee, chairman of Atomic Energy Commission.

Other experts are worried about more ominous possibilities. "Such an incident has not happened at BARC and insider mischief could be the cause," says Dr A N. Prasad, former director at BARC.

About a month ago, workers at the Kaiga power plant in Karnataka, 700 kilometres south of Mumbai, had a close shave after a drinking water cooler was spiked. 92 nuclear workers were exposed to high levels of a radioactive element called tritium. According to the Department of Atomic Energy, this was a deliberate attempt to cause harm by someone who works at the plant.

No workers were injured, and the case is being investigated by the Intelligence Bureau. Even though every person's entry and exit is recorded, nobody has been arrested.

`The Kaiga incident was easily avoidable had proper surveillance and verification of personnel had been undertaken. It almost seems somebody is testing India's vulnerability in this high impact sector," worries Prasad.

'BARC fire was not accidental'

Mumbai: The fire at the Bhabha Atomic Research Centre (BARC) was not a mere accident and could be "some one's" way of checking the preparedness of the nuclear centre in the backdrop of intelligence reports of a possible terror attack, said former Director of the centre A N Prasad.


"It could be that someone is testing us (BARC) to know our preparedness and response to such incidents. We have been told by intelligence that BARC is one of targets for terror attacks," Prasad told PTI from Bangalore on Wednesday.

Two persons were killed in the fire on Wednesday at the high-security premises.

From media reports one could conjuncture that someone is trying to ascertain how vulnerable the centre is, he said adding, the security system of the centre should not be disclosed.

Modular laboratory in BARC is not vulnerable to such an explosion as these labs do not handle any hazardous chemicals, he said hinting at a foul play.

"Modular laboratory does not handle any hazardous chemicals and yesterday's fire and explosion which resulted in the death of two persons is a cause of great concern,"Prasad said.

Modular lab has a Safety Committee and they are supposed to periodically go through all the laboratories housed there and also review, he said.
The spectroscopy laboratory where the accident took place did not have any cylinders and it also does not store any hazardous chemicals to result in such explosion, he said.

Even if some inflammable chemicals are kept in the lab, it cannot cause death of people, he said, adding the incident should be taken as a indicator.

Maharashtra suspends five policemen for attending underworld party​

Barely days after a tabloid ran an expose, alleging that five top cops in Mumbai attended a party thrown by gangster Chota Rajan, the policemen in question have been suspended. Five policemen including Deputy Commissioner of Police, V. N. Salve, were today suspended by the Maharashtra Government for allegedly attending a Christmas-eve party organised by the gang of underworld don Chhota Rajan.

Chief Minister Ashok Chavan has today signed the suspension order of five police officials – DCP Mr. Salve, ACP Prakash Wani, Senior Inspector Tulsidas Khakar, Inspector Khalatkar and Constable Talu Salunke, an official in the Chief Minister’s office said.

The decision to suspend the policemen was taken by the Chief Minister after holding a meeting with Home Minister R. R. Patil, the official said. Their suspension was recommended by Mumbai Police Commissioner D. Sivanandan on Saturday.

Maharashtra government had ordered an inquiry into the allegations that besides Mr. Salve and Mr. Wani, senior police Inspector Tulsidas Khakkad, a police inspector of anti-extortion cell and a constable from Chembur police station had attended the party. “I have recommended to the state government to initiate disciplinary action against the five policemen and suspend them pending inquiry,” Mr. Sivanandan had said.

He had also said there were “CCTV footages and photographs which may prove” that the officials were present at the party held at a private gymkhana in suburban Chembur. The party was reportedly organised to celebrate the release of some top members of the gang. Among them were dreaded D. K. Rao, who was released from jail after 13 years, Farid Tanasha and Sunil Poddar. The Maharashtra Home Minister had ordered the inquiry after photographs and grainy video footage purportedly showing them at the party were aired on TV channels.

Over one tonne of explosive substances seized

Kannur, Jan 17 (PTI) In a major seizure, over one tonne of explosive substances was seized today from a van at the Mahe border bridge near Thalassery, about 30 km from here, and two persons arrested in this connection, police said.

"A total of 500 kgs of ammonium nitrate, 150 kg of pottasium nitrate, 250 kg of strontirum nitrate and 160 kg of aluminium powder, all of which are used as substances for making explosives, besides 10 bags of charcoal, were recovered from the van," Deputy Superintendent of Police S Sashidharan said.

The seizure was effected during a routine check on vehicles passing through the bridge, that links Kannur district and the Puducherry enclave of Mahe, he said.

HuJI’s South India top commander nabbed

Chennai: In a major breakthrough, Harkat-ul-Jihad-al-Islami’s top commander in South India Amjad was on Monday nabbed from Chennai on Monday.

Amjad alias- Shaikh Abdul Khwaja, who is thought to be Bangladesh based HuJI’s second-in-command, is alleged to be the mastermind behind the 2007 Hyderabad twin blasts that went off at the crowded Gokul Chat and Lumbini Park in Hyderabad leaving 42 people dead.


He was also wanted in the sensational 2005 Task force office suicide bomb attack case, in which a home guard was killed. Amjad is a native of Hyderabad.

As per reports, Khwaja, who was hiding in Karachi since 2003, had come back to India to target Republic day function in one of the South Indian cities.

He is now being brought to Hyderabad for further investigations.

Narayanan said that while he expected China to be an increasingly high security priority for India, the main threat still came from militants based in Pakistan.

He said Islamabad had done nothing to dismantle militant groups since the 26/11 Mumbai attacks, and criticised Britain for accepting its excuse that such groups were beyond its control.

"The British are still blinkered on this. We believe Pakistan's policy of using terror as a policy weapon remains," Narayanan said, adding India is anxious to prevent an attack from Pakistan during the Commonwealth Games in October.

"From Pakistan's point of view, it's important to disrupt the Games so you can claim that India is not a safe place," Narayanan said.

‘HUJI operative’ picked up, flown into Hyderabad

Though it was not immediately clear from which place Khaja was reportedly picked up, sources said he was flown into Hyderabad from Chennai this evening amid tight security.

Khaja has been shuttling between Bangladesh and Karachi and had sneaked into the country a few days ago,” sources maintained. After Bilal’s reported death, Khaja is said to have been made “in-charge” of South Indian states.

They further said that both Khaja and Bilal had undergone training in militancy in the Chittagong forests in Bangladesh besides “fine-tuning” in terror camps in Pakistan-occupied Kashmir.Sources said Khaja had managed for long to keep under the radar of the Indian intelligence agencies. The purpose of Khaja’s presence in the country is being ascertained. “His focus was on Andhra Pradesh and Karnataka,” sources maintained.

26/11 attacks handler arrested

The chief of Bangladesh-based terror outfit Harkat-ul-Jihad-e-Islami’s India operations and allegedly identified as a handler of the 26/11 Mumbai terror attackers by lone surviving gunman Mohammed Ajmal Kasab was arrested by the Hyderabad Police on Monday.

Sheikh Abdul Khwaja, 26, known to security outfits as Mohammed Amjad Khaja, a ‘most wanted’ terror suspect for five years, was nabbed by the Research and Analysis Wing (R&AW), India’s external intelligence organisation in Colombo on Friday and taken to Chennai before being brought to Hyderabad for formal arrest on Monday.

Khwaja was allegedly involved in at least four major terror strikes in India over the past four years. These include the May 2007 Mecca Masjid attack in Hyderabad in which 14 people were killed and the November 2008 Mumbai attacks in which at least 101 people died.

Khwaja was also operating as a ranking Lashkar-e-Tayyeba (LeT) coordinator for India, Sri Lanka, Nepal and Dubai and was involved in pumping counterfeit currency into India, security officials said.

A commerce graduate from Hyderabad’s Nampally College, Khwaja, had allegedly undergone terror training in camps in Pakistan run by the LeT and in Bangladesh by the Harkat-ul-Jihad-e-Islami (HuJI) in 2002 and 2003. He headed the India operations of HuJi after his boss and childhood friend Mohammed Shahid Bilal was shot dead by masked gunmen in Karachi in August 2007, a senior security official told the HT.

Khwaja and Bilal had allegedly orchestrated the suicide attack on Hyderabad’s Special Task Force (STF) headquarters in October 2005. Khwaja told the police that he and his accomplices attacked the STF office to avenge the killing of Hyderabad youth Mujahid Saleem by a team from the Gujarat Police in the Andhra capital in 2004.

Bomb outside Indian Oil plant defused, disaster averted in Punjab - India - The Times of India

NABHA (Punjab): A major accident was averted in Punjab's Patiala district with the timely detection and inactivation of a bomb placed outside an
Indian Oil liquefied petroleum gas (LPG) bottling plant near here, police said on Tuesday.

The bomb, suspected to be an improvised explosive device (IED), was discovered late Monday evening.

According to police, the timely detection of the bomb has averted a major fire incident like the Jaipur oil depot fire in October last year.

Punjab Armed Police (PAP) defused the bomb, which was placed in a canister and wrapped in a men's shawl inside a plastic bag. The device was kept along the Bhiwanigarh-Nabha highway, very close to the LPG bottling plant.

The IED was placed at a gas pipeline of Indian Oil coming from Panipat till the bottling plant.

The bomb was defused after an operation that went on for over two hours Tuesday morning.

"Experts of PAP have successfully defused the bomb and disintegrated it to ascertain its ingredients. Its contents included different chemical substances like potassium nitrate, petrol bottles and nails," R.S. Khatra, district police chief, told reporters.

He added: "After scrutinising the contents, we will try to find out the places where they were manufactured. So far we have not arrested anybody in this connection but our investigation is on and very soon we will nab the accused."

Earlier, Punjab police had requested the army authorities to help in defusing the bomb. But the idea was dropped as army officials were in favour of destroying the bomb.

"We dropped that idea of destroying the bomb because we wanted to ascertain the contents as it can provide us vital clues to help in nabbing those behind this incident," said a senior police official present at the site.

The area was cordoned off by the police and district authorities. A bomb disposal squad of the PAP arrived here from Jalandhar, 150 km away, to defuse the bomb.

Nabha is about 110 km from Chandigarh.

The bomb contained up to 10 kg of explosives and if it had gone off, it would have caused a major incident at the LPG bottling plant, police officials said.

The fire last October at the Indian Oil depot in Jaipur had raged for a week, burning off the petroleum stored in the tankers there. Twelve people were killed, and over 100 injured

Purnia (Bihar), Jan 19 (PTI) One Al-Qaeda terrorist carrying a Pakistani passport was arrested today after being kept in a week-long detention here, police said.

Gulam Rasool Khan was picked up by police on Tuesday last week following his suspicious movement in the town, Purnia SP N H Khan told PTI.

Following a week-long interrogation, his Al-Qaeda link was established and he was subsequently arrested today, Khan said adding that Gulam's link with another little known terrorist outfit 'IMMM' was also traced.

"We have called various agencies for investigation and booked the terrorist under various sections of IPC and Passport Act for carrying a Pakistani passport in fake name," the SP said.

Gulam, a driver in Dubai, had come to Hyderabad in 1987 and stayed there for long period of time after marrying a local girl, Khan said.

He murdered his sister-in-law after his divorce and was jailed.

Despite the great "restraint" shown by India after the Mumbai attacks by Pakistan-based militants, New Delhi could easily lose patience if there were a repeat attack, US Defense Secretary Robert Gates said on Wednesday.

"I think it's not unreasonable to assume Indian patience would be limited were there to be further attacks," Gates told reporters on a trip to New Delhi.

LeT is operating in league with Al Qaeda as part of a syndicate of terror groups, says US Secretary of Defence Robert Gates. "The syndicate is dangerous for the whole region."

The text of the Union Home Minister Shri P. Chidambaram's Report Card of the Ministry of Home Affairs for December 2009

It is also the last month of the calendar year and hence gives me an opportunity to look back on what has been accomplished this year.

Parliament was in session between November 19 and December 22, 2009. During this period, elections in Jharkhand were completed. The Telangana issue dominated the headlines. The Ruchika Girhotra case attracted attention and gave rise to a number of concerns.

The impressive turnout in the five-phase elections in Jharkhand was a stinging rebuke to the CPI (Maoist) and a rejection of the call to boycott elections. Although the elections threw up a fractured verdict, four political parties have come together to form a coalition government. Shri Shibu Soren was sworn in as Chief Minister on December 30, 2009.

In Parliament, the major issues that concerned MHA were the Liberhan Commission of Inquiry report, the Calling Attention motion on the Delhi riots and the Short Duration Discussion on Left Wing extremism. After concluding the debate on the Liberhan report, I issued certain directions on December 16, 2009 to the authorities concerned. Briefly, the authorities concerned have been asked to examine the evidence on money collection and transfer; the charge of conspiracy; and addition of names to the lists of accused in the pending cases.

Similarly, after the discussion on the Delhi riots, I issued certain directions on December 16, 2009 regarding pending claims for compensation; decision on the request for sanction of prosecution; applications for jobs pending with GNCTD; missing persons; and action against police officers named in the Kusum Lata Mittal report.

Internal Security

Two more ULFA leaders, namely, Arabinda Rajkowa and Raju Barua were apprehended on the India-Bangladesh border and subsequently arrested by the Assam Police on December 4, 2009.

A sum of Rs.39.70 crore was reimbursed to the States of Chhattisgarh, Jharkhand and Maharashtra under the Security Related Expenditure (SRE) Scheme. So far, Rs.59.70 crore has been released and the budget of Rs.60 crore nearly exhausted.

Draft policies on Arms for Individuals and Arms Manufacturing were put on the website of MHA. Comments have been invited from stakeholders by January 6, 2010. We hope to notify the new policies within a week thereafter.

The visa rules for tourists were tightened. Hereafter, after the tourist visits India and leaves the country, there has to be a break of 60 days before he/she can apply for another tourist visa. The overwhelming majority of tourists who visit India for a few weeks would face no difficulty whatsoever. There is a very small number of tourists who use India as a hub and visit neighbouring countries. In such cases, if the itinerary shows visits to India and other countries as part of the same trip, we have allowed the Visa Issuing Authorities to relax the 60-day period and permit up to three entries into India.

NIA

Six cases pertaining to the State of Kerala and two cases pertaining to the State of Goa were entrusted to the National Investigation Agency. A Special Court was notified at Kochi, Kerala under Section 11(1) of the NIA Act.

CPMFs

Under the Modernisation of Police Forces Scheme for 2009-10, MHA has a provision for Rs.1,250 crore. A sum of Rs.118.43 crore was released to various States in December 2009, taking the total release so far to Rs.849.66 crore.

CISF has been sanctioned additional posts to provide security to establishments/installations as under:

* Mumbai airport: 518 posts
* New Delhi airport .. 289 posts
* Aurangabad airport .. 55 posts
* Rajiv Gandhi Thermal Power project, Hissar .. 126 posts
* Ratnagiri Gas and Power Ltd. .. 231 posts

A scheme has been formulated to reemploy Ex-servicemen on contractual basis in the categories of Constable and Sub-Inspector in BSF, CISF and SSB. CRPF has already been permitted to reemploy Ex-servicemen.

A Research Cell will be set up in the National Police Academy, Hyderabad to conduct research on subjects relating to policing and internal security. Research Fellowships will be offered. In course of time, the Academy will become a Centre for Research Studies in police subjects.

North Eastern States

Suspension of Operation (SoO) Agreements with National Democratic Front of Boroland(NDFB-Pro Talks) and Dima Halam Daogah (DHD) were extended up to June 30, 2010.

The tenth bilateral talks at Home Secretary level between India and Bangladesh were held between November 30, 2009 and December 2, 2009 at New Delhi. Three draft agreements were finalized.

Jammu and Kashmir

On the advice of MHA, the Government of Jammu and Kashmir has constituted two Committees to deal with ‘vacation of properties occupied by security forces in a time-bound manner’ and ‘construction of alternate accommodation for security forces’.

Journalists representing a number of publications in Jammu and Kashmir were invited to Delhi under the media exchange programme. They spent five days between December 17 and December 21, 2009 and interacted with the senior officers of MHA.

Border Management; Disaster Management

India-Bangladesh Border : 40 kms of fencing and 50 kms of road work were completed in December 2009 under phase II of the project. 50 kms of fencing were replaced in December 2009 under phase III of the project. Poles for floodlighting were erected on a length of 50 kms and cables were laid on a length of 30 kms during the month.

India-China Border: 4.6 kms of formation works and 3.24 kms of surfacing works were completed during December 2009.

Border Area Development Programme (BADP): A sum of Rs.47.64 crore was released to Meghalaya, Nagaland, Punjab, Rajasthan and West Bengal under BADP.

Coastal Security: Ten more boats were supplied by Goa Shipyard Ltd (6 boats) and Garden Reach Shipbuilders and Engineers Ltd. (4 boats) during December 2009.

The Civil Defence Act, 1968 was amended by Parliament. The definition of ‘civil defence’ has been enlarged to include disaster management.

Other initiatives

The Crimes and Criminals Tracking Network System (CCTNS) continues to make progress. A sum of Rs.33.80 crore was released to 11 States in December 2009.

The fourth tri-partite talks with the Gorkha Janmukti Morcha (GJM) and the Government of West Bengal were held on December 21, 2009. GJM has requested that the next round of talks may be held at the political level within 45 days.

The Andaman & Nicobar Islands (Tribal Councils) Regulation, 2009 was notified and it will come into effect on December 31, 2009.

The Freedom Fighters’ Division has embarked on an ambitious mission of digitizing the records. So far, 106,000 files of freedom fighters’ pension cases have been digitized, including 10,000 files that were completed in December 2009. A data base of living freedom fighters is also being compiled. So far, 27,000 living freedom fighters’ pension cases have been included in the data base, of which 6,000 were added in the month of December 2009.

The work of direct data collection for the National Population Register (NPR) in the coastal villages of 8 States and 2 Union Territories is in progress. The biographical details of about 52 lakh persons and the biometric details of about 10 lakh persons have been collected so far. Cabinet has approved the creation of NPR for coastal areas and issue of identity cards to usual residents.

The provisions of the Code of Criminal Procedure (Amendment) Act, 2008, except Sections 5, 6 and 21(b), have been notified and they will come into force on December 31, 2009.

Telangana

The media has broadcast or published millions of words on the Telangana issue which, of course, is the right thing to do on an issue that is topical and of great moment. However, facts are sacred and in order to set the record straight I wish to highlight the following facts.

The National Common Minimum Programme (NCMP) of the UPA Government in the previous term contained a paragraph on Telangana which read: “The UPA Government will consider the demand for the formation of a Telangana State at an appropriate time after due consultations and consensus.”

Major political parties in Andhra Pradesh contested the 2009 Assembly elections on manifestos that, in one manner or other, declared support for the formation of a separate State of Telangana.

On December 7, 2009 the Chief Minister of Andhra Pradesh convened a meeting of the floor leaders of the political parties in the State Legislature. All political parties, except the CPI(M), supported the proposal to adopt a resolution in the State Assembly for creation of Telangana. The CPI(M) referred to the stand taken by the party before the Committee headed by Shri Pranab Mukherjee. The MIM observed that the proper forum to express its views was the Legislative Assembly. The minutes of the meeting were received by the Central Government on December 8, 2009. After considering the minutes, the Central Government decided to initiate the process of forming the State of Telangana. On December 9, 2009, it was announced that ‘an appropriate resolution will be moved’ in the State Assembly. I would like to highlight the key words in that statement: they are ‘process’, ‘appropriate resolution’ and ‘moved’. In the background of the minutes of the all party meeting, I would like to ask, “What was wrong with that statement?”

However, following the announcement, major political parties in Andhra Pradesh witnessed deep divisions among their members, especially MPs and MLAs. It was obvious that the situation had altered. The Government tried its best to bridge the differences. Unfortunately, there was no agreement and it was felt that there was a need to hold further consultations with all political parties and groups in Andhra Pradesh. Hence, another statement was made on behalf of the Central Government on December 23, 2009 emphasizing the need for ‘wide ranging consultations’ and promising to ‘take steps to involve all concerned in the process.” I do not understand why this was described by the media as a flip-flop. There was no flip-flop on the part of the Central Government. Government was simply responding to the altered situation as a result of divisions in the political parties.

Yesterday, the Central Government decided to convene a meeting of the leaders of the eight recognized political parties in Andhra Pradesh. The meeting is scheduled to be held on Tuesday, January 5, 2010.

Conclusion

2009 has been an eventful year. The most satisfactory achievements have been on the anti-terror front where we had, fortunately, a year without terrorist attacks; in containing militancy in Jammu & Kashmir and in the North East; and in taking resolute measures to tackle the menace of Left Wing extremism. Every hour, every day and every month, India’s capacity to meet the challenges to internal security is growing. We are stronger today than we were a year ago and we will be stronger a year from now than we are today. Nevertheless, I must repeat my words of caution: there is no room for complacency and there should be no tolerance for business-as-usual. It is in this view that on December 23, 2009, during the course of my IB Centenary Endowment Lecture, I outlined a new architecture for India’s security. All of us would have to work harder in 2010. There is more to be accomplished in 2010. Hence, 2010 promises to be more eventful than 2009. With these words, may I conclude by wishing all of you a very happy and prosperous New Year.

How Indian agencies lured Khaja into a trap

HYDERABAD: Almost an year ago, when a certain `Khan’ from Colombo managed to establish contact with Shaik Abdul Khaja, the south India chief of HUJI, first through e-mail and then over a telephone number belonging to Bangladesh, and discussed circulating Fake Indian Currency Notes (FICN) in various cities in India, Khaja, then present in Dhaka `liked’ the offer.
More so, because he was under tremendous pressure from his bosses to pump in as much possible FICN into India.

This particular `Khan’ introduced himself as an Indian and told Khaja that he
had a sound network across various Indian cities and would facilitate smuggling FICN into India through the sea route.

Both remained in touch for a few months and in between Khan had even
travelled to Bangladesh and met Khaja.

In their last conversation, the man said: ``Inshallah, kamyabi hamari hogi.....Lekin, ek bar aakhri mulaqat karna zaroori hai, plan finalise karne ke liye.....Ek baar Colombo aajaye aur hamare baaki bhaiyon se bhi mileyey.’’ It was this `mulaqat’ which proved costly for Khaja who was caught by the Indian Intelligence agencies the moment he arrived in Colombo.

Top police sources disclosed to Express that Khaja did not arrive in Colombo to plan any terror attack in India. He was lured into a well-laid trap by the Indian agencies with support from the Sri Lankan police. It took several months of careful planning to establish contact with Khaja. Sources said that initially he was reluctant to travel all the way to Colombo as he was one of the most wanted terrorists by the Indian agencies.

But the way Khaja was taken into confidence in the coming months, he decided to fly down to ``finalise the deal.’’ ``Khaja was confident that the man in Colombo could be relied upon as he had met him in Bangladesh and spent several days with him. Later, Khaja took the approval of his bosses in Pakistan to travel to Colombo and they asked him to go ahead. A lot of risk, detailed planning and efforts went into the operation,’’ sources aid adding that they had kept their fingers crossed till Khaja walked into the trap.

After the Hyderabadi arrived at the Colombo airport, his `contact’ received him
and drove him down to a particular location.

Once they reached the location, Khaja realised his game was up.
After three days of interrogation in Colombo itself, Khaja was flown to Chennai
and then to Hyderabad.

With Khaja’s arrest, the sleuths expect to smash the FICN network Khaja had
been maintaining within the country for the last five years. But whether they would be succesful remains to be seen as once news of Khaja’s arrest spread, his associates and contacts would have changed their locations and numbers by now.

Among other things, the sleuths are expecting to get `valuable’ information
from Khaja about Rs 2.36 crore FICN which was seized by the Hyderabad city

Prime Minister Manmohan Singh on Thursday warned that inimical forces “both inside and outside India” were trying to stunt the country’s growth and called for defeating the “twin threats” of terrorism and communalism.

“Inimical forces, both inside and outside India, are trying to stunt growth and well-being of the country. The twin threats of terrorism and communalism must be defeated,” Dr. Singh told NCC cadets at their Prime Minister’s Rally here.

“In such circumstances the responsibility of youth organisations like NCC that inspires its cadets to serve the country increase manifold,” he said after reviewing the NCC cadets’ parade.

The Prime Minister said though the 13-lakh cadet strong NCC was a large organisation, it comprised of just about four per cent of the eligible youth in the country.

“I wish and urge you to increase this number so that many more eligible youth can benefit from the NCC’s activities,” he said.

Applauding the “disciplined and smart” turn out of the NCC cadets at the parade, Dr. Singh congratulated them on their achievements in activities like mountaineering and sports at the global level.

Recalling that India’s first Prime Minister Jawaharlal Nehru had in 1952 directed inclusion of community development as a curriculum in NCC, the Prime Minister said he was happy to note that the cadets were actively involved in disaster relief and social service, apart from global warming, environment, cancer and AIDS relief.

He also called for expanding the scope of the youth exchange programme of the NCC to increase the number of cadets from foreign countries attending the camp.

Defence Minister A.K. Antony, Minister of State for Defence M.M. Pallam Raju, Army Chief Gen Deepak Kapoor, IAF Chief Air Chief Marshal P V Naik and Navy Chief Admiral Nirmal Verma were present on the occasion.

Singh also gave away awards to the winners of various trophies and medals at the camp held in connection with the 61st Republic Day Parade on January 26.

The Champion Directorate trophy for 2010 went to Maharashtra, while Punjab, Haryana, Himachal and Chandigarh Directorate was adjudged the runners up.

The Best Directorate for Girls Wing went to Tamil Nadu, the Best Directorate (Army) Trophy went to Kerala and the Navy and Air Wings trophies were won by Maharashtra.

There were nearly 100 cadets from countries like Sri Lanka, Russia and Kazakhstan who attended the parade and marched alongside the Indian NCC cadets.

The NCC also displayed the war-fighting training provided to them at the camp, including slithering operations and flying of micro-light aircraft and mass band.
