Hey coomer, Keep your whining to chit chat threads, PLI Scheme, NIP and many other stuff were also future tense and they were implemented, this is just Gloomberg reporting story they learnt from sources in GoI, had they not reported and Bhajipao implemented it then Bhajan Mandli would’ve started singing masterstroke masterstroke including you.

Its about chip production and here chip stands for semiconductor chips, not potato chips.
So it takes a lot of things while negotiating.

Incentives worth ₹76,000 crore are reportedly being planned for semiconductor manufacturing in the country. The government plans to set up over 20 semiconductor design, components manufacturing, and display fabrication (fab) units in India over the next six years, according to a report by ET. This scheme is expected to be sent for approval to the Cabinet next week, and details to follow soon after.

Once the cabinet approval arrives, the semiconductor policy will be made and applications sent for companies to invest. The Indian government has plans to set up two fab units for semiconductor displays, and 10 units each for designing and manufacturing components. This could pave the way for India to become an electronics hub especially at a time when the semiconductor shortage is affecting industries globally.

Semiconductors are key components used in manufacturing various kinds of electronic devices. The worldwide shortage is currently affecting almost every major industry from smartphones, laptops, cars, appliances and more. This is causing a shortage of exports on units, prices going high, and a limited supply of products. According to a report by Omdia, smartphone companies are now moving to higher resolution image sensors but with fewer cameras due to the semiconductor shortage.

The semiconductor policy is said to “help deepen India’s manufacturing base,” according to the ET report. Once the cabinet approval arrives, the ministry of electronics and information technology (MeitY) will finalise the details and invite applications from interested companies, the report added. The Indian government’s previous incentive packages for semiconductor manufacturing did not see any takers so with another big package in plan, it’s interesting to see how this one pans out.

Companies like Samsung and Intel recently made some big investments in the US. Samsung announced it will build a $17 billion semiconductor factory in Texas. Intel is also spending $20 billion to build two new fab manufacturing plants in Arizona. If India too gets a global company to invest here, it would reduce dependence on importing semiconductors from outside, and also pave the way for local manufacturing in the country.

Another official said, “… (after cabinet approval), the final modalities of the policy will be prepared later and interest will be sought from companies for investment.”

India should act fast, say experts

“The world is grappling with semiconductor shortages chips Influencing production targets in almost all industries. Since everything – from cars to TVs, laptops, earbuds and even washing machines – use semiconductors, the policy is coming at the right time and right place,” said Kanishk Chauhan, principal research analyst at Gartner. “If the policy can entice some foundries (manufacturing units) in our country, it will go a long way in making our country self-reliant”.

A wafer is designed and manufactured in a fab, also known as a foundry, by companies such as Taiwan Semiconductor Manufacturing Company (TMSC) according to the requirements of chip makers such as Samsung, NXP and Qualcomm. Chip makers then package, test and sell the chips to equipment makers such as Xiaomi and Cisco. The government’s move comes almost a year after it invited companies to express their interest and requirements for setting up semiconductor fab units. Previous attempts to woo companies had failed despite the government offering capital subsidy of up to 40%.

In a bid to make India an electronics hub, the government is reportedly planning to provide incentives worth Rs 76,000 crore over the next six years to boost the domestic manufacturing of semiconductor chips and other electronic items.
The incentives are likely to support setting up of over 20 semiconductor design, components manufacturing and display fabrication units in the country.
The semiconductors are used to make wide range of products ranging from smartphones to automobiles.
"Through various PLI (production linked incentive) schemes, the Centre has tried to broaden the scope of manufacturing and export from India while the semiconductor policy will help deepen India's manufacturing base," a senior government official was quoted in a Economic Times report as saying.

According to the report, the government's target includes 10 units each for designing and manufacturing components as well as one to two units for display fabrication.
The scheme is expected to go to the Cabinet for its approval next week, following which the Ministry of Electronics and Information Technology (MeitY) would work out on the details and invite applications.
"...(after the Cabinet approval), the final contours of the policy will be drawn later and advertised, seeking interest from companies to invest," another official was quoted in the report as saying.

In PPP terms the value of the scheme becomes around $40 billion I guess assuming that our PPP GDP to Nominal GDP ratio is 4. Which means that USA had to give an incentive of around $40 Billion to do the same what India is doing in $10 billion.

I don't think that's how PPP would matter. It's mostly for consumer products. The cost items for a semiconductor industry will be different altogether- capital equipment depreciation (likely to be higher in India due to imports), cost of capital (higher in India), energy costs(higher in India) some of the IP(which the companies will pay to their foreign registered units). Labour cost + Land parcel is the only major cost bucket that gets cheaper here.
