I don't think that's how PPP would matter. It's mostly for consumer products. The cost items for a semiconductor industry will be different altogether- capital equipment depreciation (likely to be higher in India due to imports), cost of capital (higher in India), energy costs(higher in India) some of the IP(which the companies will pay to their foreign registered units). Labour cost + Land parcel is the only major cost bucket that gets cheaper here.In PPP terms the value of the scheme becomes around $40 billion I guess assuming that our PPP GDP to Nominal GDP ratio is 4. Which means that USA had to give an incentive of $40 Billion to do the same what India is doing in $10 billion.
