This is misleading, because the % increases for each year as more years pass.

average it takes 7-10 years for a green card and 10-15 years for citizenship. So in another 5-10 years that 5% will grow to 50%

That was couple of decades ago. Now just to get a green card you have to wait for 150 years if you are Indian citizen. Unless you marry someone who is a green card holder or has citizenship, the chances of any Indian citizen getting a green card in their life time is practically nil.

Thinking about it a single manufacturing plant where 1000 to 2000 people work can change the face of any small town in India.
Services like Cleaning Staff, Reception, Food and transportation facilities can be sourced locally.
I am very sure If a gov ITI college is present in the area industries can source low skilled labour locally as well.
A town with 25,000 to 30,000 population can benefit a lot from manufacturing units.

Out of all. Only TSMC and Samsung is front guys and others are not interested to fight in advanced node like 5 nm. Lets say even if some Indian decided to start foundry and when we need necessary machines for advanced node, we cannot buy the machine since ASML majority of machines will go TSMC and Samsung other may get 1 or 2 machines. The problem is only one manufacturer is there and if we need to crack this market a massive effort is needed in establishing both foundries and R&D to indigenize the EUV machines. But as a initial step we need to establish 28 nm and 65 nm foundries where we can get machines easily.

Lets say even if some Indian decided to start foundry and when we need necessary machines for advanced node, we cannot buy the machine since ASML majority of machines will go TSMC and Samsung other may get 1 or 2 machines. The problem is only one manufacturer is there and if we need to crack this market a massive effort is needed in establishing both foundries and R&D to indigenize the EUV machines. But as a initial step we need to establish 28 nm and 65 nm foundries where we can get machines easily.

Ya'll Nibbiars not possible currently the NM race is pretty much over and in future it will take different turns. Better be future ready. The ASML EUV machines are not possible to replicated for decades to come it will take multi ten of billion of dollars of effort which is not possible currently. The current aim is to get Fabrication plants.
