The 3,856 crore rupees allotted under Nirbhaya Fund to states by Govt of India Karnataka got 716 crores rupees, Delhi got 703 crores rupees whereas Maharashtra and UP despite having large women population got only 352 crore rupees and 377 Crores rupees funding respectively. Bihar got 289 crore rupees and Rajasthan got less than 50 crores funds.
The Parameters was based on crime, safety, employment and inclusion. The state with lower parameters got most funded.
That Means Karanataka and Delhi are least safe for women's?.
When you shift the goalpost to HDI ... this is all you get.Comparing two political entities simply based on GDP or even Per Capita income is inherently faulty.
One has to look at the whole range of spectrum before making a judgement.
Some mineral rich african countries have disproportional GDP as well as GDP per capita( eg Equatorial Guinea,Angola,Nigeria) but most of their population are impoverished.And there are countries with low per capita income(eg Kyrgyzstan) with very low levels of poverty.

Chinese claims to have 5000 years history with 24 dynasties. Each dynasty's culture brought in more or less changes into Chinese culture to fit their taste and social/economic/environmental change. Since 19th century, Industrialization impose the greatest challenge to Chinese society that they never had before, certainly the cultural change brought in is the greatest.
Chinese people still write Chinese words, read Chinese history book. Confucianism is still in every part of their daily life.
It is laughable to claim that true Chinese culture is gone after CCP taken over.
