We shouldn't expect much rather we should think why these people are leaving the country and succeeding rather than starting companies here
They will continue to do that. Not many people are lucky enough to get good opportunities back home after studying abroad. Also life abroad offers far more opportunities and greater quality of living; something no developing nation can offer. A lot more people and especially HNIs emigrate from china and ASEAN nations each year. You would not find them doing rona dhona about that.

If we are talking about the world's biggest companies it does seem there are more indian ceo's than chinese
I do not know what exactly you are trying to imply by 'biggest' companies but American industry and academia have sufficiently large chinese representation. High chinese representation in the R&D wing was one reason why the ccp succeeded stealing stuff related to 5g technology from Nortel (and in turn making it go bankrupt).
Anyways, the name of Eric Yuan (CEO of Zoom) immediately comes to my mind.

Also the number of HNIs leaving china each year varies from 3X to 4X that of India; depending on the estimate under consideration.

Chinese leave for different reason though . Their urban areas are better than any western developed countries with respect to aesthetics and other stuffs . Their hukou system keeps slum dwellers away and swift decision leading to better infra . They leave because of ccp and social reasons . Also western soft power and info/narrative management is unparallel .

Chinese students, living abroad, are generally introvert and would rarely converse with others or at least that is what I experienced. So I cannot comment on that but chinese immigrants are well known for their entrepreneurship and participation in high end R&D works. One of my professors was a first generation chinese immigrant himself and there were many more like him.

Chinese also notice this issue and here are the reasons they come up:
1. Inferior language: most of Chinese who are over 30 (old enough for CEO position) started learning their English after being 12 years old, so missed the best language learning age. Also, considering the internal environment, there is not lot things require English only. So, the most of Chinese's English skill is just enough for daily work usage, but not meet the level of social activities;
2. The culture difference: most of Chinese received Chinese style education which emphasizes on academic knowledge but not much on social skills. In China, this part of skills are developed when the students start their career. The olders in their families and companies will be their mentors. It is a part of older's duties to help the young generation (even only 1 year younger) to grow and become mature. However, in the West, it all relies upon yourselves. So, it is hard for Chinese students to fit in the western circle.
3. As China is still a developing country which is providing far more opportunities than developed countries. And due to the cultural and language issues, it is lot easier for a Chinese to succeed in China than in Western countries. So, for any Chinese who put their eyes on the C-suite position, China is always a better choice. But if you want to have a stable and relative easy life, the west is the best place to stay.

If anyone haven't noticed, true Chinese culture is gone already after CCP taken over. In China it is Chinese looking people only.
