Just giving monetary incentive does not cut it, big industries are the only one who are able to benefit from it.

If the situation of government Bureaucracy does not change than you will have some 100 odd companies controlling the entite indian economy.

Correct. Korea has the same Oligarchy system as Post Soviet Russia. Korean Govt selected few families which were given different sectors of economy to develop and run.
Samsung is fully backup by Govt. If you want to do any business and manufacturing in Korea then you have to do it via Samsung's plants. They have huge factories to make anything from cars, buses, electronics, Ships, weapon systems, etc.
Without govt support these korean oligarchy could not have survived and flourished.
Similarly in Japan most of big manufacturing units are run by Mitsubishi, from defense sector to space sectors to vehicle manufacturing.
Same story in China, CCP party officials are board of members in all billion dollar plus corporation and they back up the company.
