What the dumb government should do is disinvest itself as much as it can. Then it can cut taxes. The government should only be doing like 3 things: national defense, infrastructure development, and policing I think. Health insurance can be operated on like a high deductible plan. Meaning people have to pay up to a certain limit before an insurer (can be the government) kicks in. Imo I think 80-90% of problems can be staved off with good primary care services.
