it fell down few month back to lowest in five years and now gradually rising , yesterday fell by 6 units but looks like today it fell further by 4.88 units.

Dear All I have good news to share. After 7 years of construction Rohtang Tunnel has been fully dug from end to end. Finishing and Paving will take another 2 years. In theory one can now traverse the tunnel end to end.

L&T looking at options in three states to set up Rs 500 crore missile systems plant

India's engineering conglomerate Larsen and Toubro Ltd which has formed a Joint venture (JV) with Frances MBDA to develop and supply missiles and missile systems to the Indian armed forces, is looking at Tamil Nadu, Maharashtra and Gujarat to set up the plant, a senior official said here on Friday.

He also said the company would be setting up a battle tank plant at Hazira in Gujarat.

Indian defence companies may get customs duty relief


n an effort to soothe the nerves of Indian defence firms, the Centre is mulling Customs duty exemption on the import of spare parts under programmes that were rolled out before April 1, 2017.

The exemption will be granted in order to bring the Indian firms on a par with foreign OEMs who are provided tax exemption on the projects they develop. The Customs duty is being paid by the Indian government on behalf of the foreign OEMs, sources in the Ministry of Defence said.

According to current norms, while foreign original equipment manufacturers (OEMs) in the country are given tax concessions on the items they import into the country to build a certain armament, Indian companies end up paying Customs duty.

“If the government is serious about advancing ‘Make in India’ in defence manufacturing, this tax concession has to be given to private Indian defence companies. For us, the Customs duty becomes a part of our working capital,” a top executive of an Indian defence company told BusinessLine.

The executive also said that moving forward on a project had become more difficult following the GST rollout.

The issue was raised at a meeting between Defence Minister Nirmala Sitharaman and Indian defence companies last Saturday.

Representatives of the Indian defence industry asked Sitharaman if Customs duty paid at the time of import can be reimbursed immediately upon producing a receipt. This will also boost defence exports from the Indian companies.

The Defence Minister is believed to have assured the Indian defence firms that she would take up the matter with the Ministry of Finance.

However, as per the Budget 2017-18, not all projects rolled out after April 1, 2017 will be liable for Customs duty exemption, regardless of whether it is being executed by an Indian or a foreign OEM.

“Most of the defence manufacturing in the country has been happening in the public sector. Now, with greater private sector participation, it is advisable that a level playing field is created,” said YD Parande, Senior Advisor (GST), Deloitte India.

Indigenous test rig for aircraft head-up display units developed

An indigenous test rig for head-up display (HUD) units of aircraft has been developed by the Central Scientific Instruments Organisation (CSIO) here that will replace imported equipment in use at present, thereby leading to significant cost saving.

The test rig will be produced commercially by the public sector undertaking Bharat Electronics Limited that is already manufacturing HUDs for various fighter and training aircraft in Indian inventory.

All IAF and Navy fighters and advanced trainers as well as the C-17 transport aircraft are equipped with HUDs. A project to develop a HUD system for helicopters is also on the drawing boards.

The test rig is part of an end-to-end solution that will help in evaluating different functionalities of HUDs and similar systems at the intermediate and operator level at airbases as well as at depot level, maintenance level and at manufacturing agencies. According to CSIO scientists, the rig is an important import substitute which will help in reducing the overall time taken as well as the costs incurred to test new HUDs.

Besides being an exhaustive testing and evaluation platform for HUDs and identifying faults up to the component level, the test rig can also be used for testing and calibrating other equipment such as gun sights, bore sighting tools for laser ranger and marked target seekers.

Indian Army in for Massive Overhaul of Infantry Weapons Worth $6-Bn

The Indian Army is looking for immediate purchase of thousands of light machine guns, assault rifles, and carbines. The Indian government intends to make these purchases under the ‘Make in India’ route involving transfer of technology to local firms by global vendors.

As part of its plan for a major overhaul of its infantry weapons, the Indian Army has issued a request for information (RFI) for the purchase of 45000 light machine gun (LMG) having an effective range of more than 800 meters. The Indian Army is particularly interested in 7.62mm x 51mm LMGs capable of achieving an accuracy of over three minutes of angle up to a range of minimum 800 meters.

"The total quantity required is approximately 45000 LMG out of which the immediate requirement is of approximate quantity 9,000. The 9,000 LMG should be delivered within four months to twenty-eight months from the day of the signing of the contract," an Indian Army official said.

The tender of the requirement is expected to be issued in May next year. The Indian government intends to ensure local production of the LMG and has therefore asked global manufacturers to indicate the minimum quantity of weapons with which, ‘Transfer of Technology’ can be offered.

Experts are of the opinion that local production of small arms is yet to pick up the pace in India as the state-owned Defense Research and Development Organization (DRDO) lacks adequate support from the services. “DRDO lacks adequate support from the services and is also not accountable for the commitments made. Thus, while it has promised much and also produced equipment for trials, this has not fulfilled the General Staff Qualitative Requirement (GSQR). There should be intimate cooperation between the DRDO and the Indian Army to design and develop small arms to overcome this anomaly, which hopefully, the new Army Design Bureau may be able to overcome,” Rahul Bhonsle, Brigadier (Retd.) of the Indian Army told Sputnik.

Apart from the LMG, the Indian Army is also expected to soon issue the global tender for 770000 assault rifles and 44618 carbines. Industry people indicate that all these procurement would cost approximately $6 billion to the Indian government.

Sputnik had reported in August this year that an earlier tender floated by the Indian government for procurement of LMG was withdrawn due to a single vendor situation. This was the third major tender the Indian government had to cancel after the cancellation of tenders for close quarter battle carbine and assault rifles.

India to Expedite Three Major Futuristic Warfare Systems Deals

The Indian government is likely to expedite three major defense programs that include the Futuristic Infantry Combat Vehicle (FICV), the Tactical Communication System (TCS) and the Battlefield Management System (BMS) and is likely to approve them by year-end.

Indian Defense minister, Nirmala Sitharaman has guaranteed the industry that decisions on these three projects will be expedited and approved in a time-bound manner by the Cabinet Committee on Security (CCS) chaired by Prime Minister Narendra Modi, BusinessLine quoted unnamed sources as saying Friday.

The news daily reported that during a meeting last week, the defense minister, and defense secretary Sanjay Mitra have assured the industry of clearing the deals worth $20 billion by December 31.

Some of these mega projects have been stuck due to placement of development orders. However, it seems the government will now identify the manufacturers, who will be asked to produce a prototype for a final approval, sources said.

The Indian Army had issued a Request for Information (RFI) in June 2015 to design and develop a new generation combat vehicle platform called the Future Ready Combat Vehicle (FRCV).

The RFI is for the development of a base platform for the Main Battle Tank which is planned to replace the existing T-72 tanks in the Armored Corps. It is also planned to subsequently develop other need-based variants on this platform.

Under the $12-billion FICV project the government aims to purchase over 2,300 units of such vehicles for the Army. India’s L&T, Mahindra Defense, Tata Motors, Bharat Forge and Reliance Defense are the contenders for the program.

The potential original equipment manufacturers (OEMs) will include US-based General Dynamics, Russian companies under the umbrella of Rosoboronexport and the German Rheinmetall Group, subject to approval, among others.

The earlier EoI for FICV, which is expected to have a life span of 32 years, was issued under the DPP-2008 and it has recommended a minimum 40% indigenous content.

The TCS and BMS programmes are now undergoing yet another round of valuation by the Army. Together these programmes, that will enable the Army to take a quantum leap in sophisticated warfare, are worth around $8 billion.

While the BMS seeks to integrate all the combat units of the Army such as artillery, infantry battalions, armoured and others, the TCS is meant for offensive operations.

For the BMS, some of the global OEMs queuing up for these projects are Israel Aerospace Industries, Rafael and Elbit of Israel; Thales and Nexter of France; Rhode & Schwartz of Germany; BAE Systems of the UK; Lockheed Martin, Raytheon and General Dynamics of the US; and, Selex of Italy.

Asish Rajvanshi, head of the Adani Group's Defence and Aerospace division, said the joint venture was focusing on developing "foundational capabilities" to produce a wide-range of products in the aerospace sector for the domestic as well as export markets.

In September, Saab and the Adani Group had announced a collaboration in defence manufacturing entailing billions of dollars of investment and said the joint venture would produce Gripen military jets in India if it won the single-engine aircraft deal.

Chairman and Managing Director of Saab Group's India operation Jan Widerstrom too said the JV was not only eyeing the lucrative fighter jet deal but also looking at other areas.

Rajvanshi and Widerstrom said the joint venture was aiming at building unmanned aerial vehicle (UAVs), military helicopters and various other aerospace components and equipment with a broad focus on developing a world-class ecosystem for the aerospace sector in India.

"If Gripen does not happen, it does not matter. We have started the journey of building foundational capabilities...We will pursue the UAV programme, the helicopter programme," Rajvanshi told PTI when asked about the future of the JV if it did not get the fighter jet deal.


The government is set to start the process soon for procuring a fleet of single-engine fighters for the IAF and US defence firm Lockheed Martin will be a major competitor for Saab for the deal.

The fighter jets will be produced jointly by a foreign aircraft maker along with an Indian company under the recently launched strategic partnership model which seeks to bring in high-end defence technology to India.

Official sources said the the RFI (request for information), kick-starting the acquisition process, will begin "very soon".

In May, the government had unveiled the strategic partnership model under which select private firms will collaborate to build military platforms such as submarines and fighter jets in India in partnership with foreign entities.

Widerstrom said Saab was excited about the Indian market and was looking forward to the implementation of the strategic partnership model.

"There is a need to shape it in a way that it focuses on enabling the strategic partner to build up a long term sustainable capability rather than specific business oriented capacity," he said.

The government has been focusing on strengthening the capability of the IAF.

In September last year, India signed an Euro 7.87- billion (approx Rs 59,000 crore) deal with the French government for the purchase of 36 Rafale twin-engine fighter jets.

The IAF was keen on a follow-on order of 36 additional Rafales.

The supply of Rafale jets is scheduled to start from September 2019. Sources said the IAF would start receiving a fresh fleet of 36 Sukhoi jets from 2019.
