Well if it is a case of clear external aggression, in my opinion the target of the retaliation should be external as well. This should be sufficient case if evidence points to the LeT to declare war on Pakistan.

See, the potential for abuse in that law would be huge. I think we already have a framework in place for dealing with terrorism in Kashmir in the form of Armed Forces special powers act.
