Coastal Static Sensors Put on Trial in Paradip
A chain of static sensors, first of its kind in the State, is being installed in Paradip on trial basis to bolster coastal surveillance and security under the Indian Coast Guard (ICG).

The chain of sensors is expected to become fully operational by March, 2014. Prior to this, the Coast Guard had operated the sensors on trial basis at the local light house. This sensors are being set up as part of the ongoing efforts of the Coast Guard to strengthen coastal security along the country's coastline.

Commandant, ICG, Paradip, SNM Pattnaik said, "The static sensor will be commissioned in March, 2014 at Paradip and Gopalpur in Odisha. It would help augment patrolling along the east coast, keep track of vessels and boats in Indian Coast and prevent infiltration, smuggling and other illegal activities."

The chain of static sensors would ensure near gap-free electronic surveillance of the entire Indian coastline up to 25 nautical miles from the coast, he added. Pattnaik further informed that high end surveillance gadgets such as frequency diversity radar, electro-optic sensor, VHF sets, global positioning system and metrological equipment have been installed at the light house. It will monitor the movement of vessels and boats of fishermen by taking their video within 25 nautical miles off the coast. Though another static sensor would be set up at Gopalpur, it would operate under Paradip.

Data generated by the sensors at Gopalpur will come to the ICG headquarter, Paradip which will serve as main operating centre. The data will also be interfaced with the Vessel Traffic Management Systems of the major ports and the fishing vessel monitoring system.

Post 26/11 Mumbai attack, a complete surveillance mechanism along the east coast was urgently needed. The static sensors were planned to monitor the high sensitive traffic density areas along the coast of India. The coastal surveillance network will provide an integrated picture of all the vessels traversing along the coast. As part of this project, a chain of radar stations along the coastline of Odisha will be installed by the Ministry of Defence.

Meanwhile, Paradip port has provided berthing facilities for Coast Guard inshore patrol vessels (IPVs), small ships and interceptor boats. The surveillance equipment apart from improving safety and security would also help in enhancing the efficiency of search and rescue operations of the Coast Guard.

Coast Guard sails toward new Academy
The Indian Coast Guard Academy in Kannur will start functioning by 2016, according to Indian Coast Guard Director General Vice Admiral Anurag G Thapliyal.

He said that the land acquisition for the academy is over and a detailed project report is being prepared.

This academy will have the capacity to train 300 Coast Guard officers and 800 sailors at a time besides cadets from friendly foreign countries. This would be the first such academy as the Coast Guard does not have any institution of their own and their sailors are being trained by the Indian Navy.

Thapliyal was here to inaugurate the new administrative building at Coast Guard air station, which is a aviation unit of coast guard for the eastern sea board and an integral component of the coastal security matrix.

The earlier 65-degree limit to the high-risk area was 600 nautical miles off the Mangalore coast. But the revised piracy-prone high risk zone extends right up to Kanyakumari in Tamil Nadu.

Thappliyal said the government is in talks with Indian Maritime Organisation and other agencies as it feels the continued extension of high risk areas close to Indian coast is a threat to the safety of fishermen.

He said that India is seeking the high risk zone, which is perceived to be prone to piracy, to be reverted back to 65 degree longtitude to Lakswadeep from the current 78 degree longtitude classification.

"This has resulted in ships touching the Indian coast posing a threat to fishermen. For the last two to two and a half years there had been no incidents of piracy. The high risk zone should be reverted back to 65 degree longtitude," Thapliyal said.

He also said that the trial of maritime surveillance system, which is a part of the coastal security scheme, on 200 boats of Gujarat fishermen, is expected to take place by October next year.

Pipavav Defence is lowest bidder for Indian Coast Guard order

Mumbai: Ship maker Pipavav Defence and Offshore Engineering Co. Ltd on Monday said the company had been declared the lowest bidder by the Indian Coast Guard for construction of one training ship worth Rs.221 crore. Last year, the company had emerged as the lowest bidder for the design and construction of 14 fast patrol vessels worth Rs.920 crore.

The training ship is intended to provide basic sea training to all Coast Guard (ministry of defence) personnel and is a one of its kind having integral helicopter, capable of operations in all maritime zones of India. Pipavav Defence said in a filing to BSE that the latest order to build a training ship is under the "buy Indian category" of ministry of defence and was awarded on a competitive basis.

Securing contracts to build warships has emerged as an option for local shipyards seeking to navigate through the global downturn in the industry. The navy and the Indian coast guard have lined up projects worth at least Rs.50,000 crore in the next 10-15 years to patrol the country's coastline that stretches over 7,400km, according to the defence ministry. The government is also focusing on enhancing local defence production with private participation.

ABG Shipyard Ltd, India's largest shipbuilder outside state control, and Bharati Shipyard Ltd are among the other Indian companies that have already entered into the race for securing defence contracts.

In November, Mint had reported that Pipavav Defence is in talks with a European company to raise $100-150 million by selling a minority stake, and if the deal fructifies, Pipavav Defence may drop its plan to list the company on the London Stock Exchange (LSE).

MHA plans to profile, track all vessels using RFID tags - The New Indian Express

As part of the efforts to further beef up the country's coastal security, the Ministry of Home Affairs (MHA) is working on a plan to carry out a 360 degree profiling of the vessels plying the Indian waters.

It envisages a process wherein the data regarding the identification and background info on the owners and the workers are stored in a smart chip fitted on the boats, which the MHA officials believe can successfully plug a security breach.

In the aftermath of the 26/11 Mumbai attacks, the ministry had come up with a proposal to have a three-tier security ring along the coastline, with the help of the Marine Police, the Coast Guard and the Navy.

The security profiling will cover two categories of boats -- which measure over 20m in length and the smaller ones. Ministry officials appearing before the Parliamentary Standing Committee on Home Affairs said the smaller boats would have colour-coding and a Radio Frequency Identification (RF-ID) tags, which will be attached to it.

The RF-ID tag will help in tracking the movement of the boat, while a hi-tech chip will have information regarding the people and cargo on board. "We have set up a pilot project. It is being run in two places - one is Porbandar in Gujarat and in Odisha. We are firming up the technologies for that, whether it is the vessel identification technology or whatever. There are two technologies which the Navy and the Coast Guard are working on," Secretary, Border management told the panel.
Rf-Id tags on boats like high security number plates for cars sounds like a good idea. A low flying plane with appropriate sensors can scan the tags of all the boats in a sector in one sortie.

Hi, Bandit6 ! Welcome to this forum.

I did try googling about the type of OPV for Kenyan Coastguard. But, there is not much information.

If the OPV is under construction, Goa Shipyard OPV or GRSE OPV might be the ship or also it might be PIPAVAV OPV.
