If the boat was carrying RDX, should it not have exploded?

If it did not, then it would be carrying C4 type of explosives.

If it were a normal fishing boat, how is it that the intercepts indicate contacts with the Pak Army? It would be odd that fishing boats and their routes and catches are controlled by an Army.
