For instance - "slow speed Prithvi". Apparently, DRDO is so stupid that it did not modify the Prithvi to be a representative target. Perhaps they call it Prithvi Target missile just for kicks.
Irrespective of what he is/has been-- he is right about Prithvi's speed- It cannot be called slow by any means but it is not sufficient-- you must keep in mind that Prithvi is an old SAM project during those time liquid propulsion was popular- today we can have better and faster thing with solid propellants- also it does have another big issue the refueling problem-- hence it cannot be actively deployed for a long stretch of time- and would take time in preparing for launch-

The refuelling problem is they key. PAD is ok to defend Delhi and Mumbai with a few dedicated stand alone missiles. but if you want to produce and deploy in numbers we need the solid propellant PDV.

Refueling may not be such a big problem if maintenance is scheduled and done in a timely manner.

We dont know wether pakistan will be pakistan or talibanistan in few years.so every thing should be ready in 1/10 of seconds.we dont have luxury of days for refuelling.

Liquid missiles canned stored for many years or hybrid fuels can be used. It isn't like you
Have to constantly refuel them they will be good for quiet a few years. USA and russia
Had icbm liquid fuelled stored for decades during the cold war.

we also have to take maintanence in to account.If solid can do the job why worry with liquid?

Solid propellants are easier to make, safer to store, lighter in weight and more reliable than liquid missiles reaction times are reduced to seconds. However, solid fuels are not without their complications. First, while it was possible with liquid fuels to adjust in flight the amount of thrust provided by the engine, rocket engines using solid fuel could not be throttled. Also, some early solid fuels had uneven ignition, producing surges or abrupt velocity changes that could disrupt or severely confound guidance systems for missiles like Bmd missiles where accuracy is a priority and no second chances
Liquid fuelled missiles maybe more reliable? But Bmd will probably. Use a combination?

FFS, DRDO developed a specific Prithvi derivative missile for the PAD /AAD mission called the target missile which was designed specifically to mimic representative missiles. In short, neither was it a stock Prithvi, nor did you do your research and your entire stuff about refuelling etc is equally moot. That idiot Sawheny peddled the line that the DRDO was using a Prithvi and hence the tests were wrong, and he didn't even know that a specific missile was developed for the purpose.

Your claim that Prithvi cant be deployed because of the refuelling stuff is incorrect. Its cumbersome but deployable. And because its liquid fuelled can go places/be deployed on trucks fast since the solid propellant cracking/deterioration issue with hard handling/vibrations does not arise. This was a key reason behind its choice for the Prithvi, considering it was our first road mobile missile.

prithvi based target missile is good in terms of speed and manuverability and is the ideal choice to mimic 2000km class ballistic target.but for phase 2 of our bmd programme i think we need a agni1/k-15 based missile to mimic 5000km targe-it will have superior speed and manuverability than prihvi based current target missile.

no problem is Prithvi big fins, you can have only one per TEL, we need 4 missile per TEL for PDV.

The interceptor should be all solid propellant. How can they deploy an interceptor with liquid stage as reaction time is a matter of couple of minutes?

so liquid motor is needed. Even in A3 it has liquid motor in RV.

On the Ballistic Missile Defence system, he said the first test of the frozen configuration will be tested within a month's time.
To a query on India's anti-satellite capability, the DRDO chief said the kill vehicle (missile) of the BMD along with the launcher of the Agni missile can be used for demonstrating this capability but so far, the country does not want to showcase it as it is against having debris and other unwanted materials in space.
Feb turning to March and still no official announcement of a PDV test?

There is a diff between A3 a ballistic missile and an air defense system. I understand what you say. Say a radar picks up a launch from Pak right now. It will be over delhi in 5 mins. When will you fuel the interceptor?
