That's not what the article implies. But in any case my point being that the investment is good news as it shows continued confidence.

Mystery ship project gets Rs 725 crore from Centre Kalyan Ray, New Delhi, Dec 21, 2014

The defence ministry has sanctioned Rs 725 crore for the construction of a secret naval ship that will eventually be a part of India’s ballistic missile defence system being put in place slowly, bit by bit. Under construction at the Hindustan Shipyard Ltd (HSL), Visakhapatnam, the Ocean Surveillance Ship (P-11184) is a classified project, monitored directly by the Prime Minister’s Office. The ship’s keel was laid on June 30, 2014 and the shipyard has been given a timeline of December, 2015 to finish the project. “Once ready, it will be a vessel for Defence Research and Development Organisation (DRDO) for tracking ballistic missiles, while Navy will operate it. The vessel will be used for long range surveillance of missiles,” a source familiar with the project told Deccan Herald. Last week, the Navy, HSL and DRDO reviewed the progress made in the project. Being a classified project, not many in the armed forces and DRDO are aware of the OSS in the first place. It is being run in the same manner as the Advance Technology Vessel project, which was the code name for the indigenous nuclear submarine Arihant.

BALASORE: The tests of a couple of missiles developed by the Defence Research and Development Organisation (DRDO) have been put on hold on administrative grounds.

If sources are to be believed, the scheduled tests of nuclear capable 4,000-km range ballistic missile Agni-IV and Advanced Air Defence (AAD), dubbed as ‘Ashwin’, have been deferred as the Centre is yet to give the green signal to Launch Authorisation Board (LAB).

As the last trial of Ashwin on April 6 had failed, the DRDO scientists were working on the mission meticulously to make it a grand success.

In fact, the DRDO had requested the State Government to impose marine fishing ban in a radius of 30 kms from the coast of Balasore, Bhadrak, Jagatsinghpur, Kendrapara and Puri districts from September 29 to October 1 for the proposed test from Integrated Test Range (ITR).

The ban on fishing, first of its kind in the history of any missile test, was imposed in strict adherence with the Coast Guard and State agencies launching an awareness drive among the fishermen.

While DRDO sources said the tests were deferred apprehending its impact on Prime Minister Narendra Modi’s foreign tour, sources in the Ministry of Defence (MoD) informed that the PM wanted DRDO to complete the delayed projects first instead of going for repeated trials.

“Communication in this regard has been issued to the DRDO Chief after a review meeting on the performance. DRDO has about 535 ongoing research and development projects worth over `50,000 crore. But most of its projects, starting from the light combat aircraft (LCA) to air-to-air missile systems, are running years behind schedule with huge cost over-runs,” said an official.

The delayed projects include long range air-to-air Astra missile, advanced light weight Torpedo, dual colour missile approach warning system for fighter aircraft, air borne early warning and control system, aero engine Kaveri, Naval light combat aircraft project and long range surface-to-air missile.

Meanwhile, worried with the escalation of costs due to DRDO’s failure to complete the projects in time, Modi has asked all project in-charges to submit a monthly report. The Centre had recently separated the posts of DRDO Chief and Scientific Advisor (SA) to the Defence Minister. Earlier, the DRDO Chief used to hold three important portfolios - Director General of Research and Development (DG R&D), Secretary of Department of Defence Research and Development and the SA.

A Parliamentary Committee in its recent report had also criticised the work culture of DRDO while the armed forces, the users of DRDO developed products, had expressed dissatisfaction over the performance of equipment.

Contacted, an ITR official said the test teams from Bengaluru are camping here. “Though the dates have not been fixed, some missions are on the pipeline,” he said denying to divulge much on the proposed missions.

If its ToI or NDTV, then the sarkar is probably trying to way lay you.

I think this is getting confusing Ashwin is a substitute for S-400 in some regimes so I will not be surprised if Modi ji wants to hold it to have the S-400 going. But I don't know man. Even for things that are straight forward if there are delays then there are only a very limited set of conclusions to be drawn from the delays - moles, lobbies, resource-poverty.

I think BJP sarkar itself first has to see that they do not end up equalizing artificially the versions of truth of the Armed forces vs. DPSU vs. DRDO/BARC.

Armed Forces will always say that they do not have enough 'critical levels' to take on a two front enemy.
DPSUs will always say that they do not have enough 'order book' to justify faster production.
DRDO/BARC will always say that they do not have enough 'engineers+budget' to see the products through.

But all these views are not equal.

Look at it like this BARC is actually same size if not bigger than DRDO in scientific manpower. Certainly it is bigger in budget if the hidden budget is accounted for. BARC got to sit at the high stakes table during 123 years. Even during those days when the need was to negotiate with the Americans it was the Ex-DRDO guys who were made to stick their necks out.

In 1971 the Armed forces needed 8/9 months of planning plus 3:1 to 6:1 ascendency even after 9 years of re-armament. Today they talk glibly about Cold Starts and moving tanks into TAR in their spanking new C-17. While actually they just haul water for the Maldivians.

DPSU well they have been around town since before we were born. Kya bolein inke liye? Even today HAL the premier DPSU inflitrated by IAF some dogyears back has a LCA price escalation request pending. Leave aside that they pay back the dividend and have huge surpluses and order books. Yeh to bhagwaan jaise permanent ho gaye.

You can compare for yourself who is at what stage in their development cycle.

DRDO labs are small and many and taken separately they will always fall in between the demands of the Armed Forces and the DPSUs. But is it wise to allow that to happen?

Today if some lobby is not happy the DRDO chiefs are made to shunt around. Just remember, people who cannot respect their brain-banks will ultimately hurt themselves. It is easy for lobbies to walk the corridors of power and trash talk indigenous efforts. The slant of the debates on the net are a dead give away to what is actually wanted by the foreigners. But while working with foreigners know that they are foreigners.

Modi ji has shown that he considers DRDO demands for budgets seriously. As a fanboy I am thankful for that.

But then the gap is so big that we will always have to keep questioning the wisdom of imports. China was spending 17% of its defence budget on R&D as far back as 2003. Most developed countries have that figure at around 20% today. China and developed countries too face difficulties with weapons development. Do you ever see any report instigated by their DPSUs or their Armed Forces, disparaging their brain banks? No.

Modi ji has to walk quite some distance before the massive 10%-14% gaps are met and like 'standards' demanded of DRDO. Right now we are facing a situation where every 5 years you get a 10 year term of a UPA like people. But that, a BJP dispensation is better than a Congressi one in this regard, is only a consolation. That is not a plan. TINA can never be a course of action. All these engineers hired in DRDO will easily get jobs elsewhere if their fair share and their fair projects are continuously undermined. Only the country will lose in the process.

So for example if there a fire in a defence lab, then it could easily mean that the budget was not enough to provide for security. It need not necessarily mean that the head should be cut off because the mouth on it did not speak often enough about the dangers to security. Just saying...

India's Ballistic Missile Defence system's capabilities received a boost on Sunday after an upgraded version of the interceptor missile was successfully launched against an electronically simulated target missile over the Bay of Bengal. The anti-ballistic missile, called AAD ( Advanced Air Defence) took off at 9.40 a.m. from the A.P.J. Abdul Kalam Wheeler Island soon after it received the command to waylay and destroy an incoming target missile in the endo- atmosphere (below 40 km altitude) after the conditions for the latter were electronically simulated without the actual launch of the missile. Conditions similar to the launch of a target missile from Balasore were simulated electronically and upon receiving its coordinates, the interceptor missile travelling at supersonic speed engaged and destroyed the "virtual target" in mid-flight. India plans to deploy a two-tiered Ballistic Missile Defence system to protect important cities and vital installations from enemy attack. The first phase of the two- layered system seeks to destroy incoming enemy missiles of 2,000 km range, while the second phase envisages killing incoming missiles of more than 2,000 km. With Sunday's mission, Defence Research and Development Organisation (DRDO) has conducted 11 interceptor missile tests. While eight of the missions were in endo-atmosphere, the remaining three were in exo- atmosphere. Nine of the missions have been successful so far.

BALASORE:The Defence Research and Development Organisation (DRDO) on Sunday conducted a developmental trial of advanced version of low altitude supersonic ballistic interceptor missile from the Integrated Test Range (ITR) off the Odisha coast.

The Advance Air Defence (AAD) missile, dubbed as ‘Aswin’, was fired at 9.45 am from the Adbul Kalam Island (formerly Wheeler Island) against an electronically generated target, paving the way for its early deployment in the armed forces. The interceptor was launched a few minutes after the electronic target was fired. There is no official confirmation from the DRDO about the outcome of the trial.

Defence sources said prior to the launch of the most advanced interceptor missile, an electronically simulated target with a range of over 1,500 km was launched and the tracking systems picked up the target missile, tracked it subsequently and provided command to launch the interceptor missile. This was the 11th test of the interceptor missile and second in eight months. The April 6 test was a failure and this test was deferred twice, in September and October, as the system was not ready.

While the local ITR authorities are tight-lipped, Director General of DRDO Selvin Christopher did not respond to calls from this paper. However, a DRDO scientist on condition of anonymity claimed that the missile has demonstrated its killing capability.

The scientist, however, claimed that the Fibre Optic Gyro (FOG) based INS interceptor, on-board computers, guidance systems, actuation systems and the critical Radio Frequency (RF) seekers used for the terminal phase have performed excellently.

Indigenously developed by DRDO, the AAD interceptor is a single-stage missile powered by solid propellants. It is 7.5 metres tall and weighs around 1.2 tonne with a diameter of less than 0.5 metre. The target missile is fuelled by liquid propellants. It is 11 metres tall and weighs five tonnes with a diameter of 1 metre.

The DRDO has developed both high-altitude and low-altitude anti-ballistic missiles. The test assumes significance as India plans to deploy a two-tiered Ballistic Missile Defence (BMD) system to protect its important cities and vital installations from enemy attack. While the first phase seeks to destroy incoming enemy missiles in exo-atmospheric region (outside the atmosphere), the second phase envisages killing enemy missiles of more than 2,000 km range in endo-atmospheric (inside the atmosphere) region.

According to Indian defense officials who spoke to the Press Trust of India, “The test was conducted to validate various parameters of the interceptor in flight mode.” Specifically, “The ‘kill’ effect of the interceptor was being ascertained by analysing data from multiple tracking sources,” according to a DRDO scientist. The test was conducted at a testing site on Abdul Kalam Island, which was formerly known as Wheeler Island.

Seeker To Revolutionise Indian Defence


India and Israel are expected to ink a significant Defence deal worth over Rs50,000 crore for Seeker technology ahead of Prime Minister Narendra Modi’s visit to Tel Aviv later this year. The cutting-edge technology will help India take a giant leap forward in manufacturing smart weapons within the country and rapidly modernise missile and rocket system used by the IAF, Army and Navy.

The talks for wrapping up the deal are in advanced stage between the two countries and Israel has agreed to transfer the expertise to develop and manufacture Seeker technology. It will enable the Defence forces to identify, acquire and then destroy an enemy missile or aircraft at long range or beyond visual range.

In simple terms, it means a warship can fire a missile at a hostile target at more than 200 km distance without visually sighting it as compared to the present 50 to 60 km. Seeker technology will also revolutionise the armoured corps as tanks will hit a target at a greater distance and same will be the case for fighter jets. In fact, this technology will cover the entire gamut of missiles ranging from Akash to Long Range Surface to Air Missiles (LRSAM) used by the three Services.


Elaborating upon the importance of this proposed deal, officials said here on Saturday the countries including the US and some European countries are reluctant to transfer Seeker technology to India resulting in the country’s missile system lagging behind by at least two generations.

Against this backdrop, Israel has given a clear signal that it will provide the critical ‘know why’ instead of ‘know how’. Starved of the state-of-the-art technology, the Indian industry depends on know how or technology transfer but has not been able to master entire process of manufacturing a smart weapon from scratch. In turn, it hampers the faster modernisation of the armed forces as they are using weapons which are at least 15 to 20 years behind in terms of technological advancement as compared to the US, China and NATO countries.

Defence Research and Development Organisation (DRDO) will be the lead agency in developing this technology. The Prime Minister’s Office (PMO) had given an “in-principle” approval for setting up of an Rs6,000-crore facility by the DRDO for air missile defence systems last year.

Besides the Seeker technology deal, the two countries are likely to ink a Rs10,000-crore deal for joint development of a medium-range surface-to-air missile system for the Indian Army.

The other pacts include procurement of 164 laser-designation pods or ‘Litening-4’ for IAF fighters like SU-30s and Jaguars as well as 250 advanced ‘Spice’ precision stand-off bombs capable of destroying fortified enemy underground command centres. The Cabinet Committee on Security (CCS) chaired by the Prime Minister may clear it next month, sources said.

Talks are also underway to finalise a Rs3,200-crore contract for 321 ‘Spike’ anti tank guided (ATGM) systems and 8,356 missiles. The Army is in urgent need for third-generation ATGMs, with a strike range of over 2.5-km and fire-and-forget capabilities, to equip all its 382 infantry battalions and 44 mechanised infantry units.

The NDA Government in 2014 had selected the Israeli Spike ATGM over the US Javelin missile system, but the actual contract could not be inked due to some issues. The project involves an initial off-the-shelf induction, followed by large-scale indigenous manufacture by Bharat Dynamics Ltd (BDL).

The proposed medium range surface to air missile (MRSAM) project between DRDO and Israeli Aerospace Industries (IAI), too, is a big ticket item, officials said. The initial order is for one MRSAM regiment, with 16 firing units along with their multifunction surveillance and weapon control systems. BDL will manufacture these missiles. DRDO and IAI are already engaged in a project worth over Rs13,000 crore for Navy and IAF for developing similar missiles.

Incidentally, the Israel Defence industry is closely involved with the DRDO in more than 30 projects, including development of radars, electronic warfare systems and satellite based command and control systems for the three Services.

Moreover, Israeli made Greenpine radars are successfully integrated into the Agni missiles systems capable of carrying nuclear warheads. Israel is now the third largest weapon supplier after the US and Russia to India since diplomatic ties between the two nations were established in 1990.

$7 Billion of seeker technology ... is that true, I don't think so

Numbers in the lead article are funny. That figure of Rupees 50,000 crores is not reliable. It cannot cost as much as Rafale jet purchases.

Total media over enthusiasm for headlines without verifying the reporter's sources.

I would like to put some points on general misunderstanding on Ballistic missile defense systems here.

Rumour 1) BMD system of america is not full proof in-spite of all those testing.How can india claim that it is near to have a operationalised BMD with just 11 or 12 test.

Answer; Firstly America treats Russia and china as its prime opponents which have long range missiles which can go as high as 600 kms which is way above atmosphere.And over this they have the MIRV capability and more imortantly ability to confuse seekers by throwing decoys. Above atmosphere in space,the objects tend to move at same speed hence Interceptors find it really difficult to distinguish between a war head and decoy which is moving at same speed.However Countries are now trying to IIR seekers to overcome this problem.The main point here is missiles need to climb more than 100 kms atleast which is the upper boundary of atmosphere to throw decoys to confuse interceptors.

Indian context: India's nuclear threat primarily comes from pakistan and not from china which has NFU(No fist nuclear use) policy in place. Pakistan lies very near to India and hence missiles shot always tend to attain lesser heights than 100 kms. As a result as decoys thrown result in easy identification as decoy speed will not equal to fast moving war head. This was the prime reason DRDO never attempted to tackle decoy problem in first phase.Although it is planned in second phase to handle missiles comming from china. Additionally pakistan missiles are not advanced and not known to have decoys which anyway would have been handled by Indias BMD until and unless pakistan fires a missile from submarine far way from its interland.

answer: False. A single unit of BMD system with AAD as prime missile can still rescue cities like delhi bangalore and other metropolitan cities with a coverage of 30-40 sq kms. India has very few strategic centres, india can start with 8 to 9 units with each unit located in metros and other important cities like bengaluru , hyderabad apart from metropolitan cities.

when we have PDV which can kill missiles in exo atmosphere,we can even cover a large area of say 250 square kms with one unit of BMD systems.The cost will come down and no of units needed to put in place can be reduced.


Rumour 3) Even if Interceptor hits nuclear missile due to emp effect,all the electronic components will cease to work leading to catostrophic effects.

EMP affects has always been misunderstood. If a nuclear missile is destroyed anywhere above 20 kms in space,no emp effect will be seen on ground(probably negligable).

AAD did proved itself again and again since 2007. If I am not wrong it is its 7th successful testing out of 9 tests (correct me if I am wrong). It is a good deterence against the SRBMs and to some extent against MRBMs. But we should work our way through PAD too. It would be far off idea for us to say anything about ICBMs, but similar success with PAD would bring us couple of steps closer to full scale deterrent against any Pakistani BMs.

Moreover does anyone have any knowledge about Ashvin and its development?

PDV will not block operationalising the system.All the other blocks for Operationalising PDV like radar and tracking and command centers are in place.AAD will soon be tested and if approved will be inducted.

The only lmiitation will be AAD has lesser area to protect,but will still work as we can start focusing on protecting key cities in india till PDV is completed.

Agreed, but never the less, AAD is an endo-atmospheric system whereas we do need multiple layer of defense while talking about effective BMD and for that PDV is essential.

Anyway, what is the status of the second stage of PDV? Are we still using liquid propellant in it or switched on to solid?
