Konsa better hai rifled ya smoothbore
In today's world Smooth-bore is much better.
Its simplifies your FSAPDS round. It can also fire HESH and HEAT.
FSAPDS round tends to have more penetration capabilities in smoothbore than rifled.
Canister shot is also possible.
It simplifies CLGM.
Thermobaric round is also simplified.

First question: YES. we can and do manufacture domestic 125mm smoothbore.

The Arjun's gun is a Rifled gun, and only rifled guns can fire HESH rounds - which are not anti infantry but anti fortification/anti old school tank armour. Doesnt work too well against composite/era armour.

As to why we went for 120mm instead of 125, because the entirety of the west uses 120mm and thus the best APFSDS rounds are all in 120mm.
chinese do fire HESH from their 125 smoothbores

Only, we can not use those best rounds because they are designed for smoothbore guns.
