The deal also includes an option to build another 1,500 launcher systems and about 30,000 additional missiles under technology transfer to state-owned Bharat Dynamics Limited.
This is a welcome step. Only concern is 60 months for deliveries to begin. Not sure when BDL will start production.

If we are looking at a period of next 2-3 years, we need to increase our efforts on indigenous technology. If NAG is good, pass the production lines to TATA or Mahindra or BDL. If we have any other options that are ready move them quickly to production lines. These will be good answers to Chinese light weight Tanks in the eastern front. Even if we have 2nd generation shoulder fired anti tank missiles, if they are good, deploy them in sufficient numbers in eastern front.

If ever there is a war with China, the first wave of attack will be from air. Second wave of attack will be by tanks. We need to prepare for both the waves of attack with sufficient numbers of SAM and ATAGs.

We should also have large numbers of bunkers to escape the first wave of air attacks so that we are able to survive and then able to give them a bloody nose. I hope our planners have factored in every possible war scenario when we are ready for a 2 and half front war.

Looks like DRDO said ok to the deal only if No TOT is involved. Israeli team was not happy about cancellation just before Netanyahu's visit. So, now going for a Govt. to Govt. deal. No TOT.

Already, Indian partners invested money for manufacturing of the missile . Don't know what will happen to that. This is not how one encourages Make In India . Hope, there will be other deals to sweeten the bitter taste.

See, if TOT doesn't come .. the numbers will be limited. If TOT is there..it will be mass produced and there won't be any need for DRDO produced solution. In a way it's good if we look at the long run. We need to have indigenous solutions. May hurt Make In India.. in the short run.. but country will benefit in the long run with indigenous technology.

JERUSALEM: A top Israeli arms firm has confirmed that India cancelled a $500 million deal to develop Spike anti-tank guided missiles and expressed "regret" over the decision just ahead of Prime Minister Benjamin Netanyahu's first visit to the country.
"Rafael has now received an official notification from India's Ministry of Defence concerning the cancellation of the Spike deal," Ishai David, a spokesman for the Rafael Advance Defence Systems Ltd, told PTI here.

Spike, in use by 26 countries around the world, is said to have been selected by India after a long and rigorous process and after complying with all the defence procurement regulations.

"It should be emphasised that the cancellation was made prior to the signing of the contract and despite Rafael's compliance with all the demands," the company said in a statement.

"Rafael regrets the decision and remains committed to cooperating with the Indian Ministry of Defence and to its strategy of continuing to work in India, an important market, as it has for more than two decades, to provide India with the most advanced and innovative systems," it added.

The company did not give a reason for the cancellation of the deal.

The cancellation comes days before Netanyahu's four-day visit to India starting January 14 and is likely to be taken up for discussion. Rafael's CEO would also be accompanying Netanyahu.

India ‘arm twisted’ to buy Spike, not Javelin missiles? : Congress Mouth Piece

Published January 20, 2018 | By admin SOURCE: National Herald

Cancelled by the defence ministry three weeks ago was for 321 ATGM launchers and 8,356 missiles worth Rs 3,200 Crore. In addition, Rafael Advanced Defence Systems was required to transfer technology to Bharat Dynamics Limited (BDL). Army chief General Rawat had confirmed that the tender had been cancelled and it had been decided to get the ATGM missiles developed indigenously by the DRDO. But since DRDO was not in a position to supply the missiles before 2021-22, General Rawat had voiced his concern was how to bridge the gap till then. But by opting for ‘Spike’ missiles from Israel, India has abandoned the choice of buying better and next generation missiles from the US and France. Defence industry sources say that the US ‘Javelin’ ATGM built by Lockheed Martin has a range of 4000 meters while Spike has a range of only 2500 meters. Both the American and the French missile are said be more versatile ‘fire and forget’ missiles which zero in on targets more accurately and faster while giving time to the infantry to scoot to safety. Significantly, the Modi Government had finalised the deal in 2014 and the pricing had also been finalised in 2016 when Manohar Parrikar was the defence minister. Unsatisfactory performance during field tests is said to have prompted defence experts to suggest that India should build the missiles on its own. Brigadier (Rtd) Gurmeet Kanwal told NH that India being one of the major buyers of defence equipment from Israel, India cannot go against Israel’s interests.

India has been looking for a modern anti-tank/ infantry strike missile to take the place of MBDA Milan missiles that have been produced under license by Bharat Dynamics. The finalists in this competition were the American fire-and-forget Javelin, and Israel’s Spike with its combination of wire guided or fire-and-forget modes. As of October 2014, Spike appears to have won, despite offers from the USA to involve India in developing the next version of Javelin.

The Spike Family

The Spike infantry system consists of a missile in its cannister, a tripod, a Command Launch Unit that contains the optics and firing system, and a battery. It can go from “off” to firing in less than 30 seconds, as the operator lays the cross hairs on the aim point using either the 10x day sight, or the clip-on thermal imaging night sight.

Fire-and-forget targeting uses the imaging infrared (IIR) seeker, but there’s also an optional fully guided mode, using a fiber optic wire that spools out from the rear. They can be combined via “fire and forget plus,” which locks a target before launch but can be used to change targets or abort after launch. The missile flies in a lofted trajectory, hitting the target in a terminal dive and detonating a tandem high-explosive warhead that can defeat explosive reactive armor. The lofted trajectory also allows the missile to hit targets that are behind earthen walls, or otherwise not directly visible in line of sight. Reloading takes less than 15 seconds.

Spike-MR/ Gill is designed as an infantry-only weapon, and weighs 26 kg/ 57.2 pounds when fully assembled (13.3 kg missile in cannister, 5 kg CLU, 4 kg Thermal Sight, 1 kg missile, 2.8 kg tripod). Its effective range is 2.5 km. Spike-LR is a vehicle and infantry weapon that uses common systems, and extends effective range to 4 km. Vehicle variants include launch mountings and a control console, and Spike has been integrated into missile-capable Remote Weapons Systems.

Beyond these infantry weapons, Spike-ER is a larger missile that equips a number of helicopter types, and reaches out to 8 km. A special helicopter and vehicle-mounted variant called Spike-NLOS extends range to 25 km, and relies heavily on “fire and forget plus” via optical guidance. Neither appears to be on India’s acquisition radar just yet, but once Indian firms are license-building Spike family weapons, the government can always sign subsequent agreements to broaden its scope.

January 19/18: Back on Track! In another twist in India’s anti-tank procurement saga, Israeli Prime Minister Benjamin Netanyahu said on Wednesday that he had been informed by New Delhi that it had decided to put a major anti-tank missile deal back on track
. Netanyahu, who is currently on a five-day visit to India, called the revisiting of the Spike anti-tank missile deal as “very important,” adding that “there will be many more deals.” There was no immediate comment from Indian officials and no additional details of how the deal might be consummated were given, but Israel’s Channel 1 television said the original half-billion-dollar value would be cut in half. Developed by Israel’s state-owned defence contractor Rafael, the firm announced ahead of Nethanyahu’s trip that India had called off the deal, due to cost and India’s desire to develop its own systems.

January 4/18: Deal Cancelled Israeli missile specialist Rafael has got the jump on the Indian Defense Ministry, telling media Wednesday
that New Dehli has cancelled a $500 million order for Spike anti-tank missiles. The firm said that it “regrets the decision and remains committed to cooperating with the Indian Ministry of Defence and to its strategy of continuing to work in India, an important market, as it has for more than two decades, to provide India with the most advanced and innovative systems.” While Indian officials had no immediate comment on the cancellation, it is believed
