Serious issue.
He isn't wrong. But the way he describes the crash, Emergency flotation devices on Rudra wouldn't have mattered. They hit with speed and the cockpit disintegrated on impact. But he is right that the Army should give its pilots life jackets and also train them in underwater escape training provided to Navy pilots. That is basic.

Everything else apart, this particular pilot didn't even need training, he managed to open his seat belt but could have broken a femur because of the crash and hence was unable to swim up. A simple life-jacket would have saved his life. The rescue was on site within 15 minutes, had he had a life-jacket, he would have been found floating and hence rescued.

Our forces pay scant attention to the life of individuals as we are a manpower-based military force. This socialist crap about turning the military into a job-creating machine has to go. The focus then is only on quantity and you are just a number, and in case you are not more, just a ceremony and a photo.

Finally !
The heck? Only 10 per Regiment? Most regiments have 20+ Battalions. Surely he means 10 per Battalion, right?
Also, says nothing about the spotter. Are we going for the Western approach of sniper-spotter pairs or the Russian approach of single-man?

Just 10 snipers for a regiment..? What about DMR rifle me at company / platoon level
That will be separate, I think, because he says two levels of courses. So someone completing Basic Sniper Course but not passing Advanced Sniper Course could be assigned the Designated Marksman role while those completing both courses become full fledged Snipers.
I could be wrong, but the orbat might be one or two Designated Marksmen in every platoon of every Rifle Company, and then all 10 Snipers as a separate Sniper Platoon in the Weapons Company. And then Battalion HQ might assign 3-5 snipers to each of the Rifle Companies based on their assigned mission's requirements. (Keep in mind that two rifle companies are kept in reserve and only two are tasked at one time.)
