  • Srinagar: For the first time in three decades, footpath vendors of a flea market here on Sunday defied the strike call to observe October 27 as a 'black day' to protest against the 73rd Infantry Day, officials said.

    The Infantry Day is celebrated to commemorate the operations launched by the Indian Army on October 27, 1947, to thwart the Pakistani aggression on the State.

    It was business as usual in the weekly flea market, which has now become a permanent fixture along the TRC-Batamaloo axis on the Residency Road after the abrogation of Article 370 provisions on August 5, the officials said.

    They said some shops were also open in the Regal Chowk and the Residency Road areas till noon, following the new routine of closing the shops in the second half of the day to protest against the revocation of the special status of the state.

    While private transport was moving around normally, few cabs could be seen plying the city roads, the officials said.

    The separatists have been calling for a strike on October 27 every year to protest against the landing of the India Army on the request of then Maharaja Hari Singh of Jammu and Kashmir for fighting the tribal raiders backed by Pakistan.

    Although there was no strike call by separatists as most of the secessionist leaders are under detention since August 5, a complete shutdown was expected on Sunday.

    The efforts of the state government to open schools have not borne any fruit as parents have continued to keep their children at home due to apprehensions about their safety. However, authorities are making preparations for holding all the board examinations as per schedule.

    While landline and postpaid mobile phone services have been restored across the Valley, all internet services continue to remain suspended since August 5.

    Most of the top level and second rung separatist politicians have been taken into preventive custody while mainstream leaders, including two former chief ministers — Omar Abdullah and

    Mehbooba Mufti — have been either detained or placed under house arrest.

    The government has detained former chief minister and sitting Lok Sabha MP from Srinagar Farooq Abdullah under the controversial Public Safety Act, a law enacted by his father and National Conference founder Sheikh Mohammad Abdullah in 1978 when he was the chief minister.

Another example of underhand dealing by the DPSU-MOD mafia to sidetrack competition from the private sector.

"The private sector is up in arms. Despite repeated Ministry of Defence (MoD) assurances that private firms would be allowed to compete for defence contracts on equal terms with the public sector — which includes the Defence Research and Development Organisation (DRDO), eight defence public sector units (DPSUs) and 41 ordnance factories — the DAC has ‘nominated’ the DRDO for designing and developing an indigenous lightweight electronic warfare system for mountains (hereafter, Mountain EW system).
The Mountain EW system “would be designed and developed by DRDO and manufactured by design-cum-production partner from the Indian (private) industry,” announced the MoD."



"This denial of a design and development role to the private industry comes even as a private firm, Tata Power (Strategic Engineering Division, or SED), is building two far more complex integrated Mountain EW systems, a global tender it won in 2013 for Rs 926 crore. An amended order was placed in July, which is on track to be delivered in 24 months."


And here is the gem
"Meanwhile, a public sector partnership between DRDO and Bharat Electronics is floundering in developing two similar systems, for which they were ‘nominated’ by the MoD at twice the price bid by Tata Power (SED)."

These white elephants need to be privatised and their higher ups thrown in jail.

Fkrs in MOD should be shot ! Entire MoD must be wiped clean, purged and must be rebooted. OFB should be privatised, unions must be kicked out.

India, Russia to strengthen defence cooperation with an integrated security system
The Russia-based NIKIRET (branch of a production company called Start, a subsidiary of Rosatom State Atomic Energy Corporation) and the Indian CORE Energy Systems Pvt. Ltd. recently signed a cooperation agreement that will let CORE buy Technical Security Equipment (TSE) from NIKIRET and subsequently promote it in India.

CORE, after NIKIRET as “one of the world’s most experienced companies in Technical Security Equipment” said that they are excited to use this contract for exploring opportunities to put into effect the Comprehensive Integrated Border Management System (CIBMS) project.

CIBMS project requires an alliance of gadgets and technologies to replace manual surveillance with electronic surveillance along the India-Pakistan border. It needs a sensor driven technology to detect any form of unsanctioned movement in water, on land and in air across the border.

CORE in also striving to buy shares in the CIMBS project, the bid for which will begin in October.

Classic case of Yellow Journalism by none other then Sucklaji.

Why to hide the fact that TATA Advance has formed a JV with ELTA system for electronic warfare system. The category II & category I do allow JV for design & production, but EW system did have the condition of in house designing. TATA Advance or none other pvt company developed any such system inhouse.

But as usual Suckla ji would not say anything about it. His only emphasis is on, why TATA Advance has not got the designing phase.

Under DPP Cat I and Cat II any Indian public or pvt firm could compete for non strategic project, either thru JV or alone. Only catch is, the IP right should remain with the contender.

But where strategic projects like the current Mountain EW is concerned, GOI would go with inhouse designing and production. Sub components of the system could be produced under JV, but the overall design would not be given to any conglomerate.
India learnt this lesson hard way during the designing of Samyukta EW System. We formed JV for tech sharing during that time and after 1998, because of sanctions, we had to fall back on home grown tech. So after that for almost all our EW capability and RADAR, we had gone for inhouse design.
For RADAR we had approached Israel for help on emergency basis. But with EW system, we had gone the domestic way. Even the Drone killer DEW was designed inhouse by DRDO instead of procuring from Israel.

So in this case too, TATA Advance, CMC, Mahindra would be sub component producers and developers, but designing would be done by DRDO as none of the pvt companies have any experience of designing such a system by themself.
