Creating a new thread to track new Airport developments across India.

For starters

Navi Mumbai International Airport
Navi Mumbai International Airport is an under construction greenfield international airport being built at Ulwe Kopar-Panvel in Maharashtra, India. It is being developed as the second international airport for the Mumbai Metropolitan Region. It will function alongside the Chhatrapati Shivaji International Airport (CSIA) and will make up India's first urban multi-airport system.[2] The Rs. 16,000 crore project will be executed by Mumbai International Airport Limited (MIAL), which won the contract in February 2017.[3] MIAL is a Joint Venture between the Airports Authority of India (AAI) and the GVK Industries Ltd led consortium.[4] City and Industrial Development Corporation (CIDCO) is the nodal government agency for the project which will be built through public–private partnership(PPP) on a 'design, build, finance, operate and transfer' (DBFOT) basis. MIAL will hold 74% equity in the airport with the AAI and CIDCO each holding 13%.

The airport project, aimed at easing air traffic congestion at CSIA, has been delayed due to property disputes.[5] The airport covers an area of 2,320 hectares (9.0 sq mi) negotiated between the government and the project affected people (PAP) from five villages. On 13th February 2017 GVK won the bid to build and operate the airport. With the pre-development work having been started by CIDCO, the full-fledged construction is slated to be started by the end of 2017 and the airport is expected to start commercial operation by 2020.

New Pune International Airport
Chhatrapati Sambhaji Raje International Airport

It is a proposed greenfield international airport to serve the city of Pune, India. The airport will be located near the villages of Ambodi ,Sonori,Kumbharvalan, Ekhatpur-Munjawadi, Khanwadi, Pargaon Memane,Rajewadi,Aamble,Tekwadi, Vanpuri, Udachiwadi,Singapur near Saswad and Jejuri in Purandar taluka of Pune District in the Indian state of Maharashtra. The Government of Maharashtra declared that the first flight from this airport is expected take off by 2019 and the airport will be named after Maratha KingChatrapati SambhajiMaharaj who was born at Purandhar fort.[3] The Airports Authority of India conducted surveys on various areas near Pune city for a new airport for the city. Initially a site near Chakan was fixed for the airport. But due to opposition from local farmers and the mountainous terrain, the government decided to set the new airport in Purandar taluka as it was a flatter region compared to Chakan. The proposed airport in Purandar will be spread over 2,400 hectares.[4][5] This airport will also boost trade from Pune and neighboring districts as it will have its own dedicated cargo terminal.

Sikkim gets its first airport: All you need to know
NEW DELHI: Sikkim finally got its first airport as Prime Minister Narendra Modi inaugurated an aerodrome at Pakyong on Monday for which the foundation stone was laid in 2009. Here is all you need to know about the new airport:

* The airport is situated at a height of 4,500 feet from sea level and has been constructed at a cost of more than Rs 600 crore. The scenic visuals of the airport have already created a buzz on the social media.

* It is the first greenfield airport in Northeast India and covers an area of 990 acres. The airport is around 33 km from the state capital - Gangtok.

* Earlier, visitors had to take a flight to West Bengal's Bagdogra airport and then travel for 124 km uphill to reach Gangtok. Till date, Sikkim is the only state in the country that has no functional airport.

* The first commercial flight from Pakyong would begin from October 4. SpiceJet will operate 78-seater Bombardier Q400 flights to and fro Delhi, Kolkata and Guwahati everyday.

* Integrated structures comprising an ATC tower-cum-fire station, two sophisticated CFT, one terminal building for passengers, high-intensity runway lights, parking for over 50 vehicles are some of the features of the airport, according to Sikkim chief secretary A K Srivastava.

* The reinforcement wall of the project is 80-metre-high, one of the tallest in the world. The Pakyong airport is located around 60 km from the India-China border.

* The airport has a 1.75 km runway with a width of 30 metre. It has a 116-metre-long taxiway connecting it to an apron measuring 106 metre by 76 metre that can simultaneously accommodate two ATR-72 aircraft.

* The airport has 3,000 sq metre terminal building and has a capacity to handle 50 in-bound and as many out-bound passengers. The Sikkim police has been entrusted with the security of the Pakyong airport.

* With a functional airport, it is expected that Sikkim will see a growth in tourism and economic development.

* The project for constructing this airport was sanctioned 11 years ago, yet due to some contention over land acquisition, the project kept on getting delayed.

Mopa Airport, Goa

The current Dabolim airport at Goa is a civil enclave operating in INS Hansa - a Naval Airbase.
Dabolim handles domestic and international traffic which consists of tourists. At the same time it houses Indian Navy aircraft like Mig-29 etc and also acts like a training and testing facility for the Navy.
It has just one runway to cater to military, domestic and international flights.

As a result the Mopa airport is being developed at Goa and is located at 40km distance from existing Dabolim airport.

Screenshot 2019-05-30 02.04.05.png

Mopa Airport layout

The available plans for Mopa show that it will have two parallel runways (3.75 km and 2.5 km respectively )
The second parallel runway is to be implemented in phase 4 in 2045 when expected traffic will cross 13 million passengers.

The project is delayed due to Environmental issues.

Preliminary groundwork seems to have started as of March 2019
Capture.PNG

Would be interesting to see what happens to Dabolim Airport as Mopa will have 2 parallel runways and should be able to handle all load by itself. The short distance of 40km between the two airports will also cut the passenger traffic.

Currently significant investment is being made at Dabolim airport in form of parallel taxiway, parking bays which are under construction as of 2019.

In March 2019 SC suspended the environmental clearance.

Nagpur Airport is supposed to get a major upgrade.
https://www.indiatoday.in/business/...for-nagpur-airport-project-1353545-2018-10-01
It will be getting a second parallel runway and related infra.

Two MRO facilities by Air India-Boeing MRO and AAR Indamer MRO are set to get functional.
Also Dassault Reliance Aerospace Limited (DRAL) has set up a plant to undertake Dassault Falcon production (as part of Rafale offsets ) .

A taxiway connects the Runway to the MROs and DRAL facility.

The second runway will give direct access to the MROs to the runway.

https://www.siliconindia.com/news/g...ok-to-2028-Ken-Research-nid-206229-cid-1.html
Due to lack of proper MRO facilities and high taxes being imposed on the provision of MRO services in India, 90% of the Indian MRO work is outsourced to countries like Singapore, Dubai, UAE, Sri Lanka and others. There are 8 major players in the market namely,
Air India - Boeing MRO

The MRO facilty at the Mihan SEZ is built over 50 acres. It was set up as a joint initiative between Air India and Boeing in June 2010.

Apart from carrying out maintenance work on Boeing 737 and 777 fleet, the facility is also allowed to conduct up to 4A checks on other aircraft. The facility has two 100x100 metre hangars to accommodate wide-bodied aircraft like Boeing 777s and 747-800s, and another 24,000 sq m area for allied work.

Each of the two hangars can house four wide-bodied aircraft and six narrow-bodied aircraft at a time.

Besides utilising the facility to maintain its fleet at Nagpur, Air India wants to leverage it for a share of the MRO market as most of the private airlines carry out these works abroad, the official added.

AAR Indamer MRO
https://www.mro-network.com/mainten...w-indian-mro-jv-close-signing-first-customers
The JV, announced last month, lays the groundwork for a large narrowbody MRO operation in Nagpur. Phase one will see a facility capable of handling upto six narrowbody maintenance lines. The second phase, which would be developed based on demand, would roughly double capacity. The operation also will have aircraft-painting facilities and component repair shops. Land for both phases has been "secured," Holmes said.

Jewar airport may have eight runways, twice the size of Delhi airport
According to aviation experts, if the land is available, it makes sense to plan for the next 30 to 40 years, since getting land for infrastructure projects will be difficult in the future.

The proposal, if approved and once completed, will make the Jewar airport one of the biggest airports in the world. ((Burhaan Kinu / HT))
The upcoming Jewar airport in Greater Noida is likely to have eight runways and it will be double the size of Delhi’s Indira Gandhi International Airport, which is likely to reach saturation point by 2024.

The proposal, if approved and once completed, will make the Jewar airport one of the biggest in the world. It will be counted along with O’Hare International Airport in Chicago, US, which is spread over 7,200 acres and has seven active runways, according to the airport’s website.

The Noida International Airport Limited (NIAL) is likely to prepare a proposal that seeks to expand the Noida international greenfield airport project at Jewar from six runways to eight. The proposal will be sent to the state government only after making an assessment of the land being acquired for the project, coming up along the 165km Yamuna Expressway .

Once land is acquired for phase 1 of the project, NIAL will send the proposal for eight runways to the Uttar Pradesh government for approval. The move comes after UP chief minister Yogi Adityanath directed officials to expand the existing project to eight runways.

The UP government had, on October 30, 2018, notified the acquisition of 1239.14 hectares for the development of the airport under the Section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

The administration needs to acquire 1239.94 hectares from 3,000 farmers in the first phase. On the whole, the government requires 5,000 hectares for this project, when the airport will be developed to its full capacity.

“The chief minister has given a green signal for eight runways. But we will prepare our proposal on the additional runways only after 1239.94 acres are acquired for the initial two runways. Once land assessment is done, we will prepare a proposal the additional two runways for requisite approvals from the state government so that we can take this proposal forward,” Arun Vir Singh chief executive officer of the YEIDA.

According to aviation experts, if the land is available, it makes sense to plan for the next 30 to 40 years, since getting land for infrastructure projects will be difficult in the future.

“It is no brainer that cities such as Delhi and Mumbai need three airports to cater to the growing air traffic demand. The Delhi airport cannot be expanded beyond a point and when Jewar is being developed, it makes sense to plan till 2050 at least. The civil aviation ministry, itself, has come out with a Vision 2040 and it has said Delhi will need three airports,” an airport official, requesting anonymity, said.

With passenger traffic expected to double in the next six to seven years, the Delhi airport will undergo major infrastructure changes to handle 109 million passengers every year. In the next five years, apart from a new terminal building and a new runway, a dedicated Metro network to connect the two terminals is also planned. The Delhi airport will soon have four runways and will be able to handle up to 130 million passengers a year.

“The national capital with 66 million passengers in fiscal 2018-19 is now the seventh largest airport in Asia. It will see a significant growth when its fourth runway and fourth terminal are commissioned in three to four years,” aviation ministry had said in its Vision 2040 report.

The estimated budget for the Jewar airport project is between ₹15,000 crore and ₹20,000 crore. The project is expected to be operational by 2022-2023.

“This airport will start operations by 2022-23 with two runways. We have already issued tenders to hire a developer, who will develop the two-runway airport project. After the state government’s green signal, we have directed our consultant PwC to prepare a techno economic feasibility report (TEFR) of the additional two runways. The PwC has started working on the ground for collecting land details and finishing other formalities related to seeking environment clearances,” Singh said.

Initially, the state government wanted to construct a four-runway airport. In May,it decided to make it six runways and, subsequently, PwC started its job on the TEFR.

When Adityanath visited Greater Noida on June 14 to review progress on infrastructure projects, he directed that the project be expanded to eight runways.

“It will become the country’s biggest airport as no other airport in India has eight runways at present. The Jewar airport, once complete, will also become one of the biggest airports in the world,” Singh said.

The government expects the Jewar airport to be operational in the next five to six years and cater to 30-50 million passengers per year over the next 10-15 years.

The Delhi airport is spread over an area of 2,066 hectares and is projected to reach its full capacity by 2023-24. The Delhi airport currently handles around 70 million passengers per annum, which is likely to be doubled by 2025.

Cutting down flight delays: India gets new centralised air traffic flow management system
TNN | Jun 22, 2019, 02.43 PM IST

NEW DELHI: India now has a state-of-the-art “air traffic flow management - central command centre” (C-ATFM) that will help balance capacity against demand for optimum utilisation of resources like airspace and aircraft at capacity-constrained Indian airports. Most airports in India are facing a massive infra crunch with terminals handling much more passengers than their capacity and this system is expected to cut down on flight delays by synchronising aircraft movement with real time conditions.

India has now become the seventh country to have a centralised air traffic flow management system. This should help ease up conditions at airports with maximum infra shortage — Delhi, Mumbai and Bangalore — and other terminals like Patna and Lucknow which are fast becoming new pain points for flyers.

“The C-ATFM system integrates flight data from various subsystems like ATC Automation System, flight updates and flight update messages. The system also displays weather information along with static information about airports, airspaces and air routes. It processes the demand and capacity information and provides decision-making tools to the ATFM flow manager for collaborative decision making and to ensure regulated flow of traffic at each airport in India,” Airports Authority of India (AAI) said in a statement about the centre that was inaugurated by aviation minister Hardeep Singh Puri at Vasant Kunj, Delhi, on Saturday.

“The C-ATFM system is supported by 36 Flow Management Positions (FMP) at various airports including Delhi, Mumbai, Chennai, Kolkata, Bengaluru and Hyderabad among others. Eight defence airports are also part of the ATFM network which are provided with FMPs. After successfully implementing the Air Traffic Flow Management System, India has become the seventh country after the US, Europe, Australia, South Africa, Japan, Brazil,” said the AAI statement.

AAI chairman Guruprasad Mohapatra said: “With the commissioning of the Central Command Centre of the Central Air Traffic Flow Management Complex, we have made a humble beginning today. With this facility, in the next five years, we will be comparable to what the best of the world have to offer.”

Meghalaya has 2 airport

1) Umroi Airport -- 30km from Shillong
2) Baljek Airport -- Unused and sort of abandoned airport - But can be used to land C130 or C17 (I guess)

I have marked both airports in blue circle.
The map also shows the large number of options available to IAF to operate from

Blue = IAF airbases
Red = Civilian airports
Green = Advance Landing Grounds - ALGs

Anyways I am covering Shillong Umroi Airport

It has 6000 feet / 1.8 km runway and supports only an ATR-42 aircraft

The plan to extend it to 8000 feet / 2.4 km runway got into issues.

There were hills as obstacles and it would have needed Rs. 7000 crore ($1 Billion) approx for the getting the work done

More than Rs 7000 cr required to upgrade Umroi Airport: Sniawbhalang Shillong, July 2 (UNI) Meghalaya Transport Minister Sniawbhalang Dhar on Tuesday said that the government would require more than Rs 7000 crore to upgrade Umroi Airport in the state

“Some shortcomings of the airport are due to inability of big aircraft to land and take off, because the runway cannot be extended as of now due to certain obstacles,” he said.

The airport requires extension of its 6,000-feet runway which supports only an ATR-42 aircraft now.

The runway will be extended to about 8,000 feet to facilitate operation of bigger planes.

The Airports Authority of India, in its affidavit, in 2017 pointed out that for making Umroi Airport fully functional, it requires huge amount for removing obstacles in three clusters-I, II and III.

Meanwhile, during the hearing bench of chief justice, Ajay Kumar Mittal and justice, H S Thangkhiew of the Meghalaya High Court on Tuesday, the Director General of Civil Aviation (DGCA) submitted before the court that for cutting of cluster-I, it would entail an expenditure of Rs 8000 crore. The counsel for DGCA also submitted that without cutting of cluster-I, it will not be possible to grant permission for landing of regular turbojet i.e., Boeing aircraft at Umroi airport. Amicus Curiae, P Yobin pointed out that similar situation exists at the airports of Mizoram, Sikkim and Leh where DGCA had already accorded approval and Boeing Aircrafts are landing.

I meant if the dedicated helicopter base is a dedicated Army Aviation Squadron base or a civilian tourist + military base.

The airport as such is surely an ALG for IAF

Army has its own dedicated airports (actually helipads with small runways for drones) separate from IAF bases

Kishtwar Airport (Jammu and Kashmir)

01.JPG

http://www.thenewsnow.co.in/newsdet.aspx?q=45076
2018
JAMMU: In a major development, the Central government on Tuesday has given its nod to establishment of a full-fledged Airport facility in Kishtwar district,
The Airport, having provision for Aircraft landing and taking off, will come up adjacent to the Chaugan ground and will be used jointly by the civilian authorities as well as the Indian Army.
In this regard, the state government is expected to sign a Memorandum of Understanding (MoU) with Defence authorities wherein an Airstrip will be constructed and maintained by State Government.
Besides, the extra piece of land required for construction of this strip will be made available from the land currently under the possession of the Army.

Construction works of airstrip at Kishtwar to begin soon
2020 :
The plan to construct full-fledged airstrip at Kishtwar was mooted over two years back but the project got delayed as some formalities were to be completed with the Ministry of Defence in view of existing air-strip being used for the defence purpose only.

Jammu: The stage is all set for the construction full-fledged airstrip at Kishtwar under Regional Connectivity Scheme called Ude Desh Ka Aam Nagrik (UDAN) of the Union Government.

This facility would be of immense help for the vast population of erstwhile Doda district, which is in the dire need of the same because of the remote and tough terrain.
The plan to construct full-fledged airstrip at Kishtwar was mooted over two years back but the project got delayed as some formalities were to be completed with the Ministry of Defence in view of existing air-strip being used for the defence purpose only.
Moreover, acquisition of more land was also taking time for the construction of full-fledged airstrip as the land already in the possession of the Army was not sufficient to have 1200 meter mandatory length of the airstrip for operation of aircrafts.
Actually, Army had certain reservations about the utilization of existing airstrip for the civilian aircrafts and was of the opinion that such a step may hamper operation of its helicopters, which carry logistics to several far-off areas of Doda and Kishtwar regularly.
However, all the reservations of the Army have finally been cleared after series of meetings with the Ministry of Defence, Ministry of Civil Aviation and Department of Civil Aviation of Jammu and Kashmir convened on the direct intervention of Minister of State in the Prime Minister’s Office Dr Jitendra Singh, who is also Member of Parliament from Udhampur-Doda-Kathua Parliamentary Constituency.
With this, decks have been cleared for the construction of full-fledged airstrip at Kishtwar. The 1200 metre long airstrip will be developed over 165 kanals of land. For this, 46.44 kanals of land has been acquired by the civil administration while as rest of the land is already in the possession of the Army.
The revelation about completion of all the formalities for construction of full-fledged airstrip at Kishtwar has been made by Minister of State in the PMO, Dr Jitendra Singh through a tweet.
“After a sustained effort of last two years and series of meetings with Defence personnel for extra land, this project has finally been included in UDAN Scheme of the Government of India”, Dr Singh has tweeted, adding “now Kishtwar in Jammu and Kashmir will soon have a full-fledged airstrip”.
The 1200 metre airstrip would be sufficient for the operation of civilian aircrafts and Army will have liberty to use it for its own purpose whenever required, Dr Jitendra Singh said when contacted, adding “as Government of India has started gradually lifting restrictions imposed in view of COVID-19 pandemic the work on the project will begin shortly under UDAN Scheme”.
The Union Minister said, “we are also pressing for utilization of Udhampur airport for civilian aircrafts while being exclusively under the control of the Army”, adding “a formal decision in this regard will be taken in due course of time”.
The full-fledged airstrip at Kishtwar would be of immense help for the population of erstwhile Doda district, which is in dire need of such a facility in view of remote and tough terrain, he further said, adding the operation of civilian aircrafts to and from Kishtwar airstrip would also go a long way in promotion of tourism.
The UDAN Scheme has been launched by the Ministry of Civil Aviation to stipulate regional air connectivity and making air travel affordable to the masses. It is a market driven mechanism and the interested airlines based on their assessment of demand on particular routes submit their proposals at the time of bidding for air operations on un-served routes.
Financial incentives in terms of concessions from Central, State Governments and airport operators are extended to selected airline operations to encourage operations from un-served/under-served airports and to keep the air fare affordable. Even support to the selected airline operators in the form of Viability Gap Funding is provided by the Governments of States and Union Territories.

Airport will have 1200 m airstrip

Surely we can put in some more efforts, and expand it later to be a fullfledged airbase. Located >120 km away from border unlike jammu or srinagar which are stones throw away

But very tricky place to land/takeoff. Mountains everywhere

Long ago I had made a blog about Military and Civil Radars in India with updated locations.

The Civilian Radars were being upgraded at many locations.

Primary Surveilance Radar :
Range : 120kms
Use : Actually detect aircraft. Useful for military purpose too

Secondary Surveilance Radar (MSSR) :
Range :400 kms
Use: They depend on the aircraft to send information to the radar (like Identify Friend Foe IFF). Radar itself doesnt detect aircrafts.

One such location

ACIL | Jolly grant Airport, New Terminal, Dehradun

The new terminal will surely remove load from old terminal. The old terminal was working at full capacity. Hope, the new runway construction starts on time.
