India will reportedly shortly announce a tendering procedure for constructing its fourth aircraft carrier. A new Russian project called "Storm", which was made public last year, is said to be among the frontrunners.

India's plans to have a new aircraft carrier have been floating around for some time. French defense newsletter TTU reported that a French delegation visited India in late January to propose the naval version of the Dassault Rafale jet to complement its future bid. The US is also eyeing the lucrative contract.

However, according to the Izvestia newspaper, the Russian project is the favorite in the upcoming tender.


Russia’s Krylovsky State Research Center (KRSC) will be offering its new multipurpose heavy aircraft carrier design called Project 23000E Shtorm (Storm). The project was first revealed to the public in June at the Army-2015 show near Moscow, where a scale model of the ship was exhibited.


The design has a displacement of up to 100,000 tons, is 330 meters long, 40 meters wide, and has a draft of 11 meters. It has a nuclear power plant, although initial plans state a conventional one may also be used. The ship is designed to sail at up to 30 knots (around 55 km/h) and withstand sea state 6-7 (characterized by waves up to 9 meters high).


The carrier can remain 120 days at sea before needing a port. It will have a crew of 4,000 to 5,000 and deploy up to 100 aircraft. The air wing will include naval versions of T-50s (PAK FA) currently in development and MiG-29Ks, as well as early warning radar aircraft, most likely Yak-44Es.

The flight deck is of dual design and features four launching positions. Two have ski-jump ramps and the other two have electromagnetic catapults to enable take-off from a shortened runway.

The Russian bid is favored by the Indians partly because Moscow is willing to allow bigger technology transfers than the French and American contenders, Izvestia said. A program called Make in India launched by Indian Prime Minister Narendra Modi in 2014 seeks to stimulate domestic production of high-tech products, including military hardware.

Russia enjoys strong defense cooperation with India, including its navy. One of the country's two serving aircraft carriers, the INS Vikramaditya, is a Kiev-class Soviet ship, which was rebuilt by Russia. The other, the INS Viraat – formerly the HMS Hermes of the British Royal Navy – is to be decommissioned in June and replaced in 2018 with its first domestically build aircraft carrier of the Vikrant class, which Russia helped design and build in a joint effort with Italy.

India is also cooperating with Russia in aircraft design and production. An "Indian" version of the PAK FA is being developed, which facilitates India's domestic acquisition of aircraft for the future carrier. The Indian Navy is already the prime user of MiG-29Ks.

We are already working with the Americans and we also have a JWGACT(Joint working group for Aircraft carrier technology) with the Americans in which Americans will help us in designing our AC and will provide us EMALS and AAG for improved sortie generation, so most probably it will be the Americans that will help us not Russians or French .
IAC-2 will be nuclear powered and may not see the light of the day before 2030 . The Americans will probably pitch in their E-2D advanced Hawk eye and F-35C as a packaged deal which might be acceptable to GoI.

Let us not go gaga over this Indo-US collaboration. We may very well end up in a ditch. We must better keep our eyes and options open. Can't we master some of those decades old technologies on our own?

Americans want agreements like cismoa lsa that's part of rules for export.

Russian seems most likely as british is not politically viable.

South Korea signed CISMOA with America and it has been denied crucial technology related to the F-35. If India wants to become a credible world power, it will have to depend on its own strength or it can take shortcuts, sign deals & become a sidekick like South Korea.

The building of Indian superpower requires building all areas, first and foremost, economy.

The Indian economy needs to take its rightful place, that is, a share of world economy that is proportionate to its population.

A nuclear powered carrier is useless if neither political will nor economic means exist to project power.

There is no such requirement, nor tender happening. First of all, no one is planning to build a foreign-designed carrier in India. Not IAC-2, not any future carrier. Even the IAC-1 was designed in-house.

The only tender happening/waiting to happen is to select a foreign agency for the peer design-review process. Wherein the design by DND/NDB is submitted to the selected company which will analyse it and suggest possible re-design needs, if necessary, using their expertise.

Which company will be selected is based on what expertise they're ready to offer, and how much they're gonna charge for it. That's it.

Only big foreign contractors being sought at this point are related to the EMALS system, nothing to do with the carrier's design in itself.

As of future carriers, there are most likely to be atleast 2 to 3 more vessels of the IAC-2 class. This class itself will keep IN's carrier needs satisfied till 2060 or beyond. A different class of vessels is not being pursued.

Nobody is going gaga over Indo-US relation and no we are not going to be end up in a ditch . They are only consulting for specific purposes like for eg Hull, Mechanical and Electrical (HM&E) architecture or the reactor compartment (Not the reactor nobody will help us in that) we can only guess and we will be the one making it not them in our own shipyard. Our naval design bureau is already designing it so wait for few years for the design to be frozen .
They will only install the EMALS and AAG if and only if GoI requests them but design modifications will have to be made for this system or we can go with plain steam powered CATOBAR and normal arrestor wires our choice.

CISMOA is not necessary to be signed if we are procuring EMALS and AAG yes they will be required if we want F-35C .
CISMOA can be country specific and it is to promote tactical communications systems . interoperability between the Armed Forces of the US and the signing country to define policies relating to configuration management of interoperable communications systems, to include Spread Spectrum communications systems, testing of comms and maintenance of procedural and technical Standards; and to provide for secure interoperability between the Sides .
GoI will not sign it unless Indian comsec is protected or it will have to be India specific CISMOA .
Everyone was paranoid when we signed Indo-US nuclear deal , there were reports that US is going to take away our fissile material put all our reactors under safeguard regime did anything of that sort happen.
We not only have the fastest growing fissile stock currently (Not Pakistan ) but we successfully negotiated ourselves a deal which lets us make nuclear weapons , not have to sign FMCT , No CTBT , keep our breeders outside safeguard and yet we bought uranium from open market.
US has nuclear deal with 23 countries but India got the best one .Whatever deal we sign GoI will try to get India specific safeguards or no deal.

Two ski-jump ramps and two electromagnetic catapults ? That is a fancy design. Not sure if it is necessary having ski-jump ramps when you have EMALS. Unless you don't trust your EMALS ;-)

Yes I see the tone of posters here. I am only saying we shall see. Some people are over-optimistic and are wasting government time and money.
