Vinay Shukla Moscow, Jan 31 (PTI) India will remain Russia''s privileged strategic partner and will continue to get sensitive technologies from Moscow, Russian Vice Premier Sergei Ivanov said today.The partnership with New Delhi is based on "trust" and Russia was ready to provide any "sensitive" technology, said Ivanov, while addressing the India-Russia Business Meet here.Ivanov, who is co-chair of intergovernmental commission on trade and economic cooperation, said India is so far the only country to which Russia has agreed to provide access to high-precision GLONASS signals for defence and security requirements."India is so far the only country in the world, and most probably will remain the single foreign country to which we have agreed to provide access to high-precision GLONASS signals for defence and security requirements," Ivanov said, giving the example of Indo-Russian cooperation in sensitive areas.GLONASS is Russia''s rival of the US Pentagon controlled Global Positioning System (GPS) and under the treaty with Moscow, New Delhi can use it for precision targeting of guided missiles."Our cooperation in GLONASS navigation is one such example," Ivanov said after his one-to-one talks with T K A Nair, the Principal Secretary to Prime Minister Manmohan Singh.Ivanov asked the Indian business to invest in Russia''s pharma industry and IT.Nair, who is here on a three-day visit with top officials of Indian IT and Pharma companies, underlined the need to step up cooperation in hi-tech and innovative fields, including nuclear energy.The top Indian official said that during President Dmitry Medvedev''s India visit in December, the leaders of the two countries had agreed to focus on the thrust areas of cooperation in hi-tech and innovative fields, including nuclear energy, IT and pharmaceuticals and bio-technology.

I won't call it 'fear' since there have been little or no elements that have actually scared the Bear in the past 80 years. It is more to do with internal problems. Siberia is desolate with very minor military presence and an ever-shrinking Russian population. With limited development unlike European Russia, very few people except for manufacturing (like KnaaPO) go there.

You know what is CCP's tactic of gobbling land; what you can't take in miles, take in inches. The borders of Wang and Ivan are so huge and desolate that due to lack of troop presence you never know when CCP would send its road builders there, make a few roads and start claiming them as "historic part of China". This they have done with us as well as with Bhutan. With Nepal it is impossible since terrain is simply too hostile for even CCP to manage (Everest sorts you know).

The reason we have to "fear" is because our government lacks, foresight, vision and capability to proactively ward off the threat. Russia is on the other end. With commanders like Putin and Medvedev, they don't need to think twice before striking hard in case there is any attempt to seize territory militarily. Remember, CCP has money but Bear has brains. OTOH we have finest military, diverse terrains, wonderful dedicated soldiers, with a bunch of vile louts sitting on the top who make them all look like spineless weaklings.

Hence we have to be on the edge with regard to PLA while Russia can simply afford to just observe and keep its cool.

The request fell flat when a student asked him how Russia would react if they had a terror attack like Mumbai and if their agencies were sure that the attack was rooted in Pakistan.

Not the scale of 26/11 but now it is 2 terror attacks in Russia that somehow have been traced to Pakistan . I think FSB should hire the IIT guy as an analyst on how near future attacks can be averted.

It's mainly a political statement aimed at deterring China from doing anything funny. Medvedev can make the statement because he knows that China cannot fight a two-front war against the #2 and #4 militaries in the world.

More about good blood with India and how much more important our relationship is than with China.

Note the response... "If Russia is attacked from a foreign state and we are sure the terrorists are housed by that foreign state, we will defend our national interests and even employ armed force".

The USSR and the DRA Army were already taking pot shots inside Pakistani territory during the Soviet-Mujahideen War betwen 1979-1989. Recently, Russia has carried out operations inside Afghanistan with US (http://www.time.com/time/world/article/0,8599,2028329,00.html). If Russia wants, they can strike inside Pakistan, especially now that NATO desperately needs Russia as a supply route for their troops in Afghanistan.

The relationship we have with Moscow is the most productive we have ever had with a foreign govt. It's never faltered.

Israel and France are second and third in that respect when it comes to technology. But both are bound by US and EU dictates whenever some complication arises. It will not affect India in the short term though, so any problems are salvageable. Israel has helped the most in the field of intelligence with excellent join framework between RAW and Mossad.

US seems to be the only sour grapes in the mix. They are yet to prove their intentions with India even if they are providing sops that were already due to us.

He said "against a friendly neighbouring country", Pakistan doesn't border Russia. If referring to India, Pakistan is not friendly. Either way it is directed at China.

Why?What for?You guys are seeming to have a booming trade and commerce with the chinese and there are even rumours that there was a lot of Russian help in the Chinese stealth programme.Sir I thought the Sino-Russian partnership was much better than Indo-Russian collobaration

India is far more important in collaboration. Everything with China is selling or stolen technology, we get none from them. If India ends up at war, we will slap them with sanctions at the very least to support our Indian brothers. China is the greatest threat to our territory and a second front with India is the only way to guarantee conventional victory.

well it is highly unlikely that russia will militarily intervene in future sino-indian conflicts though will morally support india.sino-russian power equation is drastically different now than it was in 1969 or 1971.but of course russia is the only country india can trust in times of a possible two and half front conflict.

I occasionally get the idea that China bluffs Indian friends, then Russia gets big order from India.
Whatever, Russia has huge territory which makes me check the map every day.
