Why do we need tainted Augusta westland. There are better option like Eurocopter, sikorsky, Bell and Dhruv Mk 3 helicopter. Even rafale deal is messed up. Dhruv Mk 3 helicopter is better

Gujarat government to acquire choppers to strengthen coastal security
The state police in coastal areas are set to get wings soon, literally. The state home department has initiated the process to acquire helicopters in a bid to strengthen security along the vulnerable and highly porous Gujarat coastline.

According to officials, the home department would spend around Rs100 crore for the project, which would make Gujarat only the second state in the country after Delhi to have helicopters for police work.
The home department has moved the proposal to acquire helicopters for improving security in coastal areas. We are expecting approval of the proposal from the government soon,” a senior official said, requesting anonymity.

Once the approval is received, the home department would begin the process to finalise technical requirements of the helicopters in consultation with police, which would be followed by initiating steps to acquire the choppers.

According to officials, the plan is to acquire one helicopter as part of the pilot project initially, and depending on its performance, eight or so more choppers will be purchased at a later stage. Each helicopter is expected to cost around Rs15 - 16 crore.
“The home department would spend around Rs100 crore to acquire the helicopters,” he said.

The project will be a part of the police modernisation, but the entire expenditure would be borne by the state government.

“This project does not fit into the scheme under which the Centre gives funds for police modernisation,” according to an official.

The technical specifications will be finalised later, but officials said that the helicopters will have twin engines and have the capacity to carry up to four passengers. However, they will also be able to carry large quantities of goods, which will make them useful even in times of disasters.


“Apart from coastal security, the helicopters could also be used during relief and rescue measures during emergencies, but the main purpose will be for security,” said an official.

Gujarat Police to have a helicopter

The Government of Gujarat has constituted two committees to purchase a separate helicopter for state police.

Gujarat is border state with longest coastline in India.For surveillance, rescue and intervention purposes the state government has taken a decision to purchase a helicopter for its Police forse.

For smooth purchase process, two committees have been formed. While one committee will review the technical aspects, the other committee will carry out purchase procedure.

The purchase committee will be led by additional chief secretary, department of home, government of Gujarat with principal secretary, DGP, civil aviation director and IGP as members.

A 9 -member technical review committee will be led by additional DGP Admin. It will have representative of Delhi based civil aviation director general office, representative of Hindustan Aeronautics company, chief pilot of GUJSAIL company, helicopter engineers of BSF and Air Force, expert from Indian Coast Guard as members.

The procedure will involve technical specifications, tender, techical scrutiny, lowest bid etc stages.

We should support capacity enhancement of all police forces.

That said, IMHO helicopters should still remain outside state police's budgets due to the high capex and opex requirements. Further, state level agencies will simply not have the werewithal to maintain and operate choppers on a consistent basis.

A more practical solution is for state polices to lease out helicopters from private companies or Pawan Hans. Maybe CISF can lease out choppers with some limited military capability as well.

Mumbaikars might soon get some help in dealing with traffic problems if the Mumbai police’s plan of buying a helicopter worth over Rs100 crore materialises — a first for any police force in the country. Its main function will be handling law enforcement operations and rescue operations during calamities.

The helicopter will also take care of traffic troubles, especially during festivals. The plan is still at the bureaucratic stage, sources said. “US-based Sikorsky is one of the companies with whom the state home ministry officials are in touch with for the deal.”
If the deal goes through, the police administration will need to send a list of all the features they want configured in the helicopter. According to experts, some of the features include high resolution cameras for search and rescue operations, stretchers and other urgent equipment for medical emergencies, night vision facility and filters for engines to drive through dense smoke.

“The helicopter will also come with an inbuilt facility of seeing the entire operation on a television screen. Its shelf life will be more than 15 years,” an expert said.

So far, the police have been taking the state government’s helicopter on rent as and when the need arises. The state has been using it for VIP visits and has also been giving it to the Maharashtra police for anti-naxal operations in Gadchiroli.
The need for the helicopter was first felt during the 2005 deluge in city, when the water-logging in low lying areas led to mass casualties. The state machinery had tried to evacuate citizens with the help of buses and boats. “Such a helicopter during a catastrophe of that magnitude would have helped greatly and saved many lives too,” said a source

State Shuns PaperWork For Quicker Availability Of Aircraft For Force One Commandos.
To save time, govt plans to hire aircraft on demand instead of approaching DGCA.

The state government has decided to bypass the bureaucratic route to slash time required for deployment of a helicopter for its Force One unit in case of a terror attack or other emergencies. It has sent a proposal to the Centre to hire an aircraft on demand.

Government sources said aviation regulator Director General of Civil Aviation has powers to provide an aircraft to the state in case of an emergency, but it may not happen as swiftly as desired due to procedures involved.

The government created the elite force in the lines of the National Security Guard in the aftermath of the 26/11attacks.

Force One commandos, who are based in Kalina, can get combat-ready in 14 minutes and need to be airlifted to the scene of action as city's choked roads may slow down their movement.

"During incidents like 26/11, maximum casualty is done in the initial stage of the attack. The sole aim of forming Force One was that the state won't need to wait for the NSG to come to the city. So the government has decided to sign an agreement with civil aviation authorities to use an aircraft in emergency situations without getting into paperwork," said the source.
Another source said the government is also planning to take up an aircraft on a yearly rental basis so that it does not have to attend to its regular maintenance. "Owning an aircraft would mean that it will occupy parking space plus it will have to be maintained."


Additional Director General (Law and Order) K L Bishnoi said they have sent a proposal to the ministry of civil aviation to rent an aircraft as and when required.

"We are studying a proposal wherein a private jet or helicopter is on standby for use of these special forces. As per their request, in the event of a situation warranting such action, sweeping instructions will be given for movement of forces. This will assume priority and override other rules," Secretary Civil Aviation RN Choubey told Mirror.
