Karnataka’s Garuda Force Wants Chopper for Quick Response

Friday’s swoop on terror suspects has sharpened the focus on strengthening the Garuda force, the anti-terror unit of Karnataka. The force, which needs to give quick and effective response to any terror strike, has asked for a helicopter to enhance its capability.

The strike force, raised in 2010, comes under the Internal Security Division of the state and is equivalent of the National Security Guard (NSG). A senior serving Army officer directly supervises the training.“A proposal was sent to the Home Ministry sometime ago seeking a chopper for training and operational requirement of the force,” a senior officer in the anti-terror unit told Express.

A senior officer in the state Home Department too said they have written to the Centre. “No decision has been taken yet on buying the helicopter,” the officer said.

The Garuda unit was formed after Karnataka failed to get an NSG unit that was sanctioned for other big cities after the 26/11 terror strikes in Mumbai.

“Given the heavy traffic on city roads, it is difficult for the force to reach the spot in a short time. The team is well-trained and equipped with modern weapons required for anti-terror operations. A chopper will help them reach the spot quickly,” the officer said.

Former DG&IGP S T Ramesh concurs. If the proposal gets the Centre’s nod, the strike unit in Karnataka will be the first to have a chopper for training and operations. In fact, the Mumbai police too have asked for a chopper, but are yet to get it. “The proposal for a chopper to ATS was sent to the Home Ministry a few years ago, but we are yet to receive any response,” Ahmed Javed, Mumbai Police Commissioner, told Express.

Currently, the force has to take the help of the Indian Air Force if they need to be airlifted to a location outside the state capital, where they are located now. “That involves some procedures and it also takes time. The government has to consider the request for the chopper on priority,” the official added.

The demand for the chopper, sources said, came up for discussion during a recent meeting of senior police officers chaired by Home Minister G Parameshwara.

Andhra Pradesh Police Gets Chopper For Anti Maoist Operations

Andhra Pradesh's police chief on Monday made an aerial survey of Maoist-affected areas of Karimnagar district on the new helicopter provided by the central government for operations against the insurgents in north Telangana and adjoining parts of Maharashtra and Chhattisgarh.

Director General of Police V Dinesh Reddy flew over Mahadevpur of Karimnagar district, bordering the two neighboring states.
A statement from the DGP's office here said the new helicopter will be utilised for anti-Maoist operations in Gadchiroli district of Maharashtra and Bijapur district of Chhattisgarh too, which are part of operations in north Telangana as Andhra Pradesh Police are heading a 'unified command'.

Before the aerial survey, the police chief witnessed slithering down from the helicopter demonstration performed by the Greyhound commandoes at Premavathipet, the Greyhounds' training centre, Hyderabad.

The release said that the state police got a chopper for the first time for anti-Maoist operations following the DGP's vigorous persuasion with the union home ministry.

Andhra Pradesh gets helicopter to track Maoists’ movement
In a significant step in the fight against Naxal menace, Andhra Pradesh on Monday became the first State to press a helicopter into service for aerial surveillance and other operations in Left-Wing Extremism affected areas.

The operation was formally launched from the Mahadevpur mandal of Karimnagar district by Director-General of Police V. Dinesh Reddy. Mr. Reddy and other top officers of anti-Naxalite operations boarded the helicopter for an aerial survey of the strategically located Dandakaranya region spanning Karimnagar and Adilabad in Andhra Pradesh, Gadchiroli in Maharashtra and Sironcha and Bijapur of Chhattisgarh. They included Greyhounds ( anti-naxlite force) DGP J.V. Ramudu, additional DGP (law and order) S. A. Huda, additional DGP VSK Kaumudi.

A senior officer said the chopper would be used by the Greyhound commandos. For the present, the helicopter would be stationed at Visakhapatnam.


Briefing reporters after the aerial survey, Mr. Reddy thanked the Ministry of Home Affairs, particularly Home Secretary R.K. Singh, for allotting the helicopter for anti-Naxalite operations. Incidents of Maoists entering the State from Chhattisgarh would be checked effectively by using the helicopter.

Attributing the decline of Maoist movement in the State to a plethora of reasons, including the government’s welfare and developmental programmes, he claimed that people-friendly policing had yielded the desired results.

Asked whether the Greyhounds would be used to fight the Maoists in Chhattisgarh, he said they would not conduct operations in Chhattisgarh on their own. “If the neighbouring State asks for help and shares information, we may think of extending it.”

Single-engine chopper for state police sanctioned
AHMEDABAD: The Gujarat government has sanctioned the purchase of a single-engine helicopter, worth Rs 20 crore, for Gujarat police. Senior police officers said that additional equipment worth Rs 10 crore will also be installed for tracking, pursuing, patrolling and aerial surveys of sensitive areas.
Sources in Gujarat Police said they plan to buy four twin-engine helicopters but that proposal will only get green signalled once the single-engine chopper has justified its cost.


"We will outsource pilots, while support staff will be from Gujarat Police. A separate air wing of Gujarat Police will be set up for this," said a senior police officer. Police said the chopper will be not be part of any city or district police force, but will be made available on demand.


"However, we will have a mechanism in place to ensure that no time is wasted on securing permission for use of the chopper,'' added a senior police officer.

UP Police to get a chopper to keep eye on Naxalite activity
Uttar Pradesh Police will soon acquire a Rs 25 crore Dhruv advanced light helicopter for surveillance in Naxal-affected areas, quick movement of commandos and evacuation.

The nine-seater HAL-built helicopter can be modified to carry up to 12 passengers. During relief and and rescue operations, it can carry two stretchers and four medicos, an official said.

"The helicopter will be handed over to the police soon. Its availability with the police force would help in quickening response time of the specialised forces to attend to emergency situations," UP Police chief Karamvir Singh said.

The order for purchasing the helicopter has already been placed, ADG A K Jain said. "The Civil Aviation department is looking after the procedure regarding the purchase," Jain said. "Main purpose of getting the helicopter is to strengthen the vigilance in Naxal-affected areas of Uttar Pradesh. An aerial watch on the jungles would help the police forces in targeting the Naxals."

Till now, IAF helicopters helped the police with aerial surveillance of Naxal-affected and also assisted in relief and rescue operations.

Asked about the UP Police's strategy to tackle Naxals in the state, Singh said the police had "developed a relaxed approach, with the notion that Naxals groups are active merely in adjacent states and they are not intruding in our jurisdiction".

"They suddenly appear and cause a major loss to state machinery and lives of police forces," Singh said.

Singh said that contrary to popular belief that only three districts — Chandauli, Mirzapur and Sonbhadra — were Naxal-affected, the menace had spread to other parts of the state as well. "Areas bordering MP in Mahoba and Chitrakoot district of UP have become new targets for Naxal groups. They are targeting the oppressed sections in these districts for fresh recruitment," Singh said.

Visakhapatnam: The state police reputedly requested the Union Home Minister Rajnath Singh to allot a dedicated chopper for the convenience of the security forces involved in the anti naxal operations as the deployment of forces and lifting of the forces have become a herculean task for them often from the interior pockets of the district and the border areas.
During the 2-hour long meeting with the Union Minister for Home Rajnath Singh, the state cops requested him to provide height exemption to the tribal community to incorporate them in the armed forces. The meeting had lengthy discussion over the development in the tribal areas, sources said. The DGP Ramudu elaborated the naxal movement in the state, especially in Visakha district, with a power point presentation to the Home Minister and other senior security officials such as former SIT chief K Vijaya Kumar, BSF and CRPF DGs.
According to sources, he said that AP Cops had arrested 15 naxal leaders in the past one year including a central committee and a state committee leader. He urged the home minister to involve police force in developmental activities of the ITDA, Health and Education wings. He also requested Rajnath Singh to take necessary action in bifurcating the police force of APSP around 20,000. Due severe shortage of forces, they have been facing many hardships, they said.
Acording to sources Jasti Ramudu further said that naxals have been utilizing the Bauxite mining, Polavaram project issues for their existence and presently only 150 armed naxals in the state, besides militia network. The DGP reportedly said that if they have a BSF battalion in the state they can utilize the forces during the violence activities like Tuni which took place on January 31 of this year.

Helicopters are good but there is no need for helicopters aswell as interceptors in Bharat as we do not have Hollywood type car chases here.

Helicopters will be use full in air dropping police commandos in terrace of building and house to take out terrorist. During 26/11 at Nariman house NSG commandos air dropped out in terrace and killed terrorist. Helicopters will be use full in many ways not only in car chasing but also evacuating injured police personnel during time of terrorist attack.

Helicopters will be use full in many ways not only in car chasing but also evacuating injured police personnel during time of terrorist attack.
So it shiould be given only to Ats as only usefullness they have is in terrorist encounters.

Maharashtra buys Rs 55cr chopper for VIPs
MUMBAI: The Maharashtra government will own a Sikorsky S76-one of the costliest helicopters-by June.

Currently there are five Sikorsky S76 helicopters owned by private entities in the country. However, this purchase will be the first one by a state government. The Maharashtra government has signed a contract for the purchase of the S-76C++ prototype for VIP movement, said a Sikorsky spokesperson on Monday.


The helicopter, which will cost the government about Rs 55 crore ($12.2m), has seating for 12, the official added. DB Realty's Eon Aviation, Futura Travels, Hiranandani Aviation own this helicopter, while Reliance Commercial Dealers owns two of them. "The state government has chosen the S-76C++ helicopter after open and rigorous competition," said Air Vice Marshal (retired) Arvind Walia, Sikorsky's managing director for South Asia.


He added, "This aircraft is recognized for its safety, performance, efficiency and comfort. We look forward to delivering this aircraft before the end of the year."


The S-76C++ helicopter's features include an inlet barrier filter to protect the engine against erosion and a quiet main gearbox that significantly reduces noise levels inside the chopper.

Mumbai police, Force One to finally get helicopter
The Mumbai police will finally get a helicopter for policing and surveillance, albeit an old one that had been bought by the state government to fly chief minister and other VVIPs in 1999.

The state's home department has sent a proposal asking the general administration department to transfer the old Dauphin VT-MJ helicopter to the city police. The helicopter will be used by the city police and the recently set up elite Force One commandos for surveillance, security and emergency rescues.

Chief minister Prithviraj Chavan will have to clear the proposal, but this could set a precedent for the city police to get wings for policing.
Since the 2009 terror attacks, the home department has been mulling over purchasing a helicopter for the police.

"A new chopper would have cost us Rs 70 core, but the old one still has another 10 years of life and the state has to spend just Rs 10 to 14 crore to get this one going," said a senior official on condition of anonymity.

He added that once the chopper is no longer usable, the state would buy a new aircraft for the police.

Days after the state cabinet decided to repair and reuse its old helicopter, its aviation department has now decided to revive its old aircraft which has been grounded for the last five years. The revival is expected to cost the government Rs17.2 crore.

State government owns two helicopters and two aircrafts, of which only one helicopter, Sikorsky S76 C++ helicopter purchased in 2011 is in service. Superking AB 300 aircraft, purchased in July 1998 for Rs 17.24crore and utilised for 11 years and Dauphin AS 365 N-3 helicopter purchased in 2001 for Rs 23 crore and utilised till 2011 have been grounded for want of repairs for the last five years.

After numerous attempts that failed to gain the desired selling prices for the old helicopter and aircraft, the government has decided to repair and reuse both of them.

“The cabinet has approved to repair the helicopter by spending Rs24 crore. We are now moving a proposal for the reuse of the old aircraft. The repair will need Rs13.2 crore while maintenance will require Rs4 crore annually. Once approved by the finance department, the proposal will come before the cabinet for the final nod,” said an official from Mantralaya.

According to the norms of the Director General of Civil Aviation (DGCA), the aircraft can be used for 35 years or 25,000 flying hours, against which it has been used for merely 2,500 hours.


“We have been using private aircrafts provided by two agencies at high rate of Rs1.5 lakh an hour for VIPs. With the revival of the old helicopter and aircraft, we hope to save the money spent on the privately hired aircrafts,” the official said.

The team of five pilots and co-pilots have been underutilised for the lack of operational aircraft. The Cessna Citation 560XLS, the high-end aircraft purchased by the government three years ago is also lying unutilised after its pilot left the job in 2014. Though the government has appointed a new pilot, he needs to have training and special experience of 150 hours of flying the aircraft. The government has begun its hunt for his training by a foreign agency.

Only one operational helicopter

Though the state government owns two helicopters and two aircraft, only one helicopter is operational. This has resulted in the government spending huge amount of money for hiring private aircraft.

The state government spends Rs20 crore on the transport of VIPs every year, including the Rs1 crore for the salaries of the pilots.

The VIP aircraft are meant for the Governor, chief minister and ministers who have got permission from the CM.

This story is perfect example of why state governments should not bother operating their own aircraft fleets. They should simply hire from pawan hans as required.

Gujarat government postpones buying Police Surveillance Helicopter
GANDHINAGAR: Gujarat government has postponed buying much hyped Police Surveillance helicopter which it decided to buy citing need of using it during Mumbai terror attack like incidence.

The Gujarat government had initiated process of buying the police surveillancehelicopter two years ago through budgetary provisions but due to various issues it got delayed.

The government had issued the tender but as only one company bided for it so as per the CVC guidelines Gujarat government canceled the bid process and now may initiate new tender after the elections only.

The state government had issued tender for buying single engine five sitter helicopter along with twin pilots with QRT(quick Response Team) facilities, Infrared cameras for night vision, satellite communication and ground communication facilities as well as gun facilities. Estimated price was 3 million US dollars. There were rumors that the Gujarat government cancelled bid of controversial Augusta company. However, officials said that Augusta had not opted for the said project.


Captain Ajay Chauhan, Director Civil Aviation, Gujarat who is anchoring the project said, "Only Bell helicopter company filled the tenders so as per the CVC and government of India's guidelines we have to reissue the tenders to invite more suppliers. Augusta had not opted for the said offer. Now we have to initiate the tendering process once again. It may take some time for the procedure and may not be possible due to likely election code of conduct.''
