WASHINGTON: India will be the only country outside America's formal treaty allies that will gain access to almost 99 per cent of latest US defence technologies after being recognised as a 'Major Defence Partner', a senior Obama administration official has said.
India (now) enjoys access to (defence) technologies that is on par with our treaty allies. That is a very unique status. India is the only other country that enjoys that status outside our formal treaty allies," the official told Press Trust Of India.

Earlier this month, after a meeting between US President Barack Obama and Prime Minister Narendra Modi at the White House, the US, in a joint statement, recognised India as a 'Major Defence Partner'.

"We were looking for something unique. This language you would not find in any arms transfer legislation or any of our existing policies. This is new guidance and new language that is intended to reflect the unique things that we have done with India under our defence partnership," the senior administration official said.

"This is intended to solidify the India-specific forward leaning policies for approval that the (US) President and (Defence) Secretary (Ashton) Carter...and our export control system have implemented in the last eight years," the official said.
Under this recognition, India would receive license-free access to a wide range of dual-use technologies in conjunction with steps that New Delhi has committed to take to advance its export control objectives.


Acknowledging that the impression in New Delhi is that India is not getting access to the kind of technology it needs from the US, the official said it is a constant source of discussion.

"(In reality), less than one per cent of all exports (requests) are denied (to India). They are not denied because of India. They are denied because of global US licensing policies. We do not share certain technologies with anybody in the world," the official said.

The perception in India that the denial of such technologies is reflective of India-US relationship is far from the truth, the official said.

According to the official, India being recognised as a "major defence partner puts it on par with our treaty allies".

Inside the American bureaucratic system, such a recognition removes a number of major export control hurdles for India.

According to the official, India being recognised as a “major defence partner puts it on par with our treaty allies.” Inside the American bureaucratic system, such a recognition removes a number of major export control hurdles for India.

The category of ‘Major Defence Partner’ was created specifically for India, observed Ashley Tellis, of Carnegie Endowment for International Peace, a top American think-tank.

“It was meant to recognise that although India will not be an alliance partner of the United States, the administration seeks to treat it as such for purposes of giving it access to advanced technologies of the kind that are reserved for close US allies,” Mr. Tellis told PTI.

Defence ties to be on the ascent

“The U.S. expects that bilateral defence ties will only grow in the years ahead, that India and the United States will continue to work together especially regarding maritime security, that India will eventually be admitted to global non-proliferation regimes, and that it will sign the foundational agreements,” he said in response to a question.
“As these developments materialise, India’s access to U.S. technology will also increase, and the “major defence partner” moniker is intended to signal to both the outside world and to the U.S. bureaucracy that oversees licensing that India is viewed as a unique collaborator and will be treated as such where access to advanced technologies are concerned,” Mr. Tellis said.

Calling India a “Major Defence Partner” is “more a term of art than a technical designation”, noted Richard M. Rossow, Wadhwani Chair in U.S. India Policy Studies at the Centre for Strategic and International Studies, another top American think-tank.

“It certainly captures what is emerging as a unique relationship, exhibited by programs such as the Defence Technology and Trade Initiative [DTTI] and the establishment of a dedicated ‘India Rapid Reaction Cell’ inside the Pentagon. Neither exists for a country other than India,” he said.

“But the term ‘Major Defence Partner’ does not automatically trigger a specific process or program in the U.S. system. Our two countries are feeling their way around the contours of our defence relationship,” Mr. Rossow told PTI.

India wants advanced U.S. technology

“India desires advanced U.S. technology today, while the U.S. would like more clarity on the specific operations India may be willing to undertake in the future to contribute to regional security. It is a process that has seen great progress, which we hope will carry over into the next U.S. administration,” Mr. Rossow said in response to a question.

Over the last one decade the defence trade between India and the U.S. has increased from being almost non-existent to more than $14 billion. This is expected to increase manifold as India embarks on a major defence modernisation drive.

99%, well, at what cost ?
India should not be completely reliant on one country. We have large market and allow multiple players within it to stir competition and good value for the money we spend.

Whatever is available for purchase from non-American countries too are served.
Ask them to lend one of their strategically important technologies, another Devyani kobragde incident will be staged.

I doubt that Hot Section know how will be parted. they did not part this tech even with Sweden for F404/414 engines. I doubt even Japan would gets access to that. On other hand would Global Hawk or Avenger be available? Guess No!:D

And also what the 'Black Projects' run by Lockheed Martin's Skunk Works and Boeing's Phantom Works are designing and producing! These are even beyond US congressional oversight!

For example the Nautilus that can fly into space and back, the TR 3B Aurora, the Pumpkin Seed etc.

To be frank 1% is almost equal to 99%

NASA hasn't said a word about this craft attached to the ISS. It had cut off the live video feed seconds after this blooper, by which time it was too late! The cat was already out of the bag! They tried a cover-up, but failed.

So what craft was that? The Black Project's top secret Pumpkin Seed?

Do you really think India will have access to SSN tech? F135 engine tech? GBI tech? AESA radar tech? Mark48 torpedo tech? EMALS tech? Railgun tech?

These famous 1% will be in fact 10%. And these 10% are the core of the futur of armaments.

USA want to rule the world on weapon systems. It's not to give to a futur competitor all the keys !

I'm wondering the same. ISS is monitored by various nations and I don't think NASA would do some top secret project anywhere near around it.

Infact US has been reluctant to share simple things like: Server Data to India for tracing/tracking terrorist activities with Indian sleuths, moog actuators for first LCA then for Rustom. The items you list are way too strategically important, that will never get shared.

This article might me extrapolation of a statement from defence cooperation agreement signed during modi' recent visit to US. One of the agreements was that india has access to technologies fully owned by pentagon.

American defence companies maintain a strict vendor-buyer relationship with their own government. They don't get into patriotic jingoism when it comes to financial matters or their technologies.
