The 19th SAARC Summit to be hosted by Pakistan in November is likely to be postponed with India, Afghanistan, Bangladesh and Bhutan - four of the eight members of the South Asian grouping - deciding to pull out, citing incitement of terrorism in the region.

The 19th SAARC Summit to be hosted by Pakistan in November is likely to be postponed with India, Afghanistan, Bangladesh and Bhutan – four of the eight members of the South Asian grouping – deciding to pull out, citing incitement of terrorism in the region.
Sources in Nepal, the current Chair of the South Asian Association for Regional Cooperation, confirmed having received messages from the four countries conveying their inability to attend the summit due in Islamabad on November 9-10.
The sources said that the Himalayan nation is yet to take a decision on calling off the summit, which is over a month away. With the SAARC process based on consensus, even if one member does not attend the summit is automatically postponed or cancelled.
However, a final decision rests on the current SAARC Secretary General Arjun Bahadur Thapa, who is currently in New York and will return in two days.
With half of the eight-nation regional bloc deciding to skip the event, there is every possibility of the event being postponed, in a big diplomatic snub to Pakistan.
Sri Lanka has already said that the SAARC Summit would not be possible without India’s participation.
India on Tuesday announced that it was pulling out of the Islamabad summit in the wake of the September 18 cross-border terror attack on an Indian Army base in Uri town of Jammu and Kashmir, which New Delhi has blamed on terrorists based in Pakistan.
The Uri attack came amid the dragging unrest and violence in Kashmir Valley that has left around 90 people dead since the killing of Hizbul Mujahideen terrorist Burhan Wani on July 8.
In a statement on Tuesday, India said increasing cross-border terrorist attacks in the region and growing interference in the internal affairs of Saarc member-states “by one country” have created an environment that was not conducive to the successful holding of the 19th Saarc summit.
Ministry of External Affairs spokesperson Vikas Swarup said that India has conveyed to Nepal its decision not to attend the summit, for which Prime Minister Narendra Modi was scheduled to go.
“India remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in an atmosphere free of terror.
“In the prevailing circumstances, the Government of India is unable to participate in the proposed summit in Islamabad,” he said in the statement.
However, unfazed by India and three other member nations deciding not to participate in the grouping’s summit, Pakistan has said it will go ahead and host the event in November. Foreign Office Spokesperson Nafees Zakaria said Pakistan will host the 19th South Asian Association for Regional Cooperation summit in November.
Zakaria was quoted as saying that it was learnt from the Indian External Affairs Ministry’s tweet that India is not going to participate in the SAARC Summit, a decision he called “unfortunate”. “While we have not received any official communication in this regard, the Indian announcement is unfortunate,” he said.
In its message to Nepal on Tuesday, Afghanistan said that because of “increased level of violence and fighting as a result of imposed terrorism on Afghanistan, President of Afghanistan Mohammad Ashraf Ghani with his responsibilities as the Commander in Chief will be fully engaged, and will not be able to attend the summit”.
In a similar message to Nepal, Bangladesh said: “The growing interference in the internal affairs of Bangladesh by one country has created an environment which is not conducive to the successful hosting of the 19th Saarc Summit in Islamabad in November 2016.”
“Bangladesh, as the initiator of the Saarc process, remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in a more congenial atmosphere,” the message said.
“In view of the above, Bangladesh is unable to participate in the proposed summit in Islamabad.”
Bhutan, in its message, cited “the recent escalation of terrorism in the region” as the reason for its non-participation.

DHAKA: Bangladesh on Wednesday pulled out of the South Asian Association for Regional Cooperation (Saarc) summit to be held in Islamabad, a day after India said it was boycotting the event over a deadly cross-border attack on a military base.
Bhutan and Afghanistan were also reported to be withdrawing from the November summit after India announced late Tuesday that Prime Minister Narendra Modi would not take part, citing “increasing cross-border terrorist attacks in the region”.
Relations between the nuclear-armed neighbours have deteriorated sharply since a deadly attack on a military base in disputed Kashmir that New Delhi blamed on militants from across the border.
Pakistan denies any involvement in the attack, in which 18 Indian soldiers died.
But Modi, under pressure to act after the worst such attack in more than a decade, has threatened to make it a pariah state.
On Wednesday junior Bangladesh foreign minister Shahriar Alam confirmed to AFP by text message that Bangladesh would not attend the Saarc summit.
Indian media cited Dhaka as blaming “the growing interference in the internal affairs of Bangladesh by one country”, and said Bhutan and Afghanistan were also planning to withdraw.
The country was not named, but Bangladesh has in the past accused Pakistan of interference for protesting the execution of Jamaat-e-Islami leaders found guilty of war crimes.
South Asia analyst Ashok Malik said the pull-outs would have little practical impact on Pakistan but could push it closer to rival regional power China.
“It basically scores a symbolic and a political victory. As for Pakistan, this will push it even closer to China,” said Malik, head of the Delhi-based Observer Research Foundation's regional studies initiative.
Responding to India's move, Pakistan said it remained “committed to peace and regional cooperation” and accused New Delhi of perpetrating “terrorism” on its soil.
“As for the excuse used by India, the world knows that it is India that has been perpetrating and financing terrorism in Pakistan,” tweeted foreign ministry spokesman Nafees Zakariya late Tuesday, citing the capture of an Indian intelligence officer in Baluchistan earlier this year.
Pakistan has repeatedly accused India of interference in the southwestern province of Baluchistan, which borders Iran and Afghanistan and is afflicted by militancy and a separatist insurgency.

A day after the MEA announced that India will not attend the 19th SAARC summit in Islamabad in November this year, Bangladesh, Afghanistan, and Bhutan have made their stand clear, saying the atmosphere in the region was not conducive for talks to go on.
Sources have told The Indian Express that Bangladesh on Tuesday wrote to the SAARC chair Nepal expressing their apprehension about the proposed summit in Islamabad.
“The growing interference in the internal affairs of Bangladesh by one country has created an environment which is not conducive to the successful hosting of the 19th SAARC Summit in Islamabad in November 2016. Bangladesh as the initiator of the SAARC process, remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in a more congenial atmosphere. In view of the above, Bangladesh is unable to participate in the proposed summit in Islamabad,” the letter to Nepal read.
Bhutan, too, has expressed its concern over recent escalation of terrorism in the region, which, it says, seriously compromises the environment for successful holding of the 19th SAARC Summit in Islamabad in Nov 2016. Bhutan, in its letter to Nepal, shared concerns of some of SAARC countries on deterioration of regional peace and security due to terrorism.

“Due to increased level of violence and fighting as a result of imposed terrorism on Afghanistan, H.E. the President of Afghanistan Mohammad Ashraf Ghani with his responsibilities as the Commander in Chief will be fully engaged, and will not be able to attend the Summit,” Afghanistan said in its statement.
On Tuesday, the Ministry of External Affairs said that Prime MinisterNarendra Modi will not be attending, adding that “regional cooperation and terrorism do not go together”.
In a statement issued, the MEA said: “increasing cross-border terrorist attacks in the region and growing interference in the internal affairs of member states by one country have created an environment that is not conducive to the successful holding of the 19th SAARC Summit in Islamabad”.
In response to India’s announcement, Pakistan said: “While we have not received any official communication in this regard, the Indian announcement is unfortunate… We will continue to work to that end in the larger interest of the people in this region,” a Pakistan foreign ministry spokesperson said, adding that Pakistan remained committed to peace and regional cooperation.

Nepal could also pull out of the SAARC Summit. With India, Bangladesh, Bhutan and Afghanistan pulling out of the Summit, it will have to be postponed as, according to the new rules, the Summit can take place only if all nations are represented.

KARACHI: The upcoming South Asian Association for Regional Cooperation (Saarc) summit scheduled to be held in November in Pakistan has been postponed after India refused to participate, DawnNews reported on Tuesday.
According to the eight-member body's charter, the conference is postponed should any member state decline to participate.
Following India's announcement,Bangladesh said it was also pulling out.
Afghanistan and Bhutan - both close India allies - have since followed suit, according to an official with the Nepali government, current chair of SAARC.
Announcing Indian Prime Minister Narendra Modi's decision to not participate in the conference, India’s external affairs ministry had said there were other countries that had expressed reservations about participating in the summit amid heightened tensions over terrorism.

“India has conveyed to current Saarc Chair Nepal that increasing cross-border terrorist attacks in the region and growing interference in internal affairs of member states by one country have created an environment that is not conducive to the successful holding of the 19th Saarc summit in Islamabad,” said the Indian foreign ministry.
“That is why we have pulled out of the SAARC summit.”
Current Saarc chair Nepal said it hoped the issues would be resolved but could not comment on whether the summit would go ahead.
“The host will take decisions regarding the summit,” said Jhabindra Aryal, joint secretary of Nepal's foreign ministry.
'India impedes Saarc process'
The Foreign Office said, following the postponement of the upcoming Saarc summit, that India impedes the Saarc process and seeks to divert attention from its atrocities in held Kashmir.
“Indian intentions of creating hurdles yet again is visible from the actions and statements at the political level during the last two months coupled with coordinated media efforts,” said a statement released from the FO.
The statement also added India is desperate to divert the international community’s attention from the Kashmir issue.
“Indian atrocities have attracted the world’s attention, which is manifested in the strong condemnations and calls by the international political and human rights organisations for sending a fact finding mission to the Indian Occupied Kashmir.”
The FO termed India’s attitude as negative, and added it had a direct bearing on the welfare and betterment in South Asia which is highly regrettable.

The leaders of the eight Saarc countries — which also include Sri Lanka, Nepal and the Maldives —expressed frustration after the last summit in Kathmandu with the slow pace of progress towards greater regional integration.
Nice, they cancelled it, otherwise would be having a meeting with themselves.

Nepal's stand on this issue has been unclear at best.

The summit has not been canceled, it has been postponed. Will India be able to stay away in future if the venue remains unchanged?

I don't look at this event as a clear cut Indian victory.

Sri Lanka has already said that the SAARC Summit would not be possible without India’s participation.
Maldives is already like a satellite state like Bhutan and Seychelles. I don't think, I would need to tell about that.
The summit has not been canceled, it has been postponed. Will India be able to stay away in future if the venue remains unchanged?
Having 75% of South Asian Economy, SAARC needs India but India doesn't need SAARC. Will depend on India's wish.
I don't look at this event as a clear cut Indian victory.

Todays TimesNow was good specially a Afgan Analyst was called out and he straight away called Pakis as Terrorists. Pakis started abusing Afgan and said we fed you hungry people etc and you and your mother came to us and we allowed you to stay etc.

The right hand of Mushraff(Kuraishi) made a fool of himself while pretending his audio line was not working.When asked about why other countries are boycotting he said who told you so he acted in a typical DENIAL mode.

Let's see what happens at the meet since as per news it's cancelled/postponed since even 1 country pulls out its not gonna happen.

The confirmation from Nepal, the current SAARC Chair, came hours after Bangladesh, Bhutan and Afghanistan followed India’s decision to stay away from the summit.
The SAARC summit of 2016 will be cancelled, a senior diplomatic source in Kathmandu told The Hindu. The confirmation from Nepal, the current SAARC Chair, came hours after Bangladesh, Bhutan and Afghanistan followed India’s decision to stay away from the November summit to be held in Islamabad.

“There is no question of holding the summit if four countries declare their unwillingness to participate. As the current SAARC Chair, Nepal has the responsibility of seeking a solution to such pre-summit disputes but under the current circumstances nothing much can be attempted. We will do the due formalities and will declare the summit of 2016 should be cancelled due to non-participation of member states,” said a Kathmandu-based diplomatic source.

The source, however, pointed out that Nepal has not taken any decision on the summit as it is the current SAARC Chair.

“We wish that a diplomatic breakthrough could be found with a possible change of venue but no one can guarantee success of such steps as four countries have already declared their inability to attend the summit without seeking an alternate venue,” he said.

The atmospherics for the cancellation began building up after Bangladesh, Bhutan and Afghanistan sent formal official communications to Kathmandu on September 27 almost immediately after India expressed inability to participate in the summit due to “prevailing circumstances” and stepped up diplomatic pressure on Pakistan after the September 18 attack on the military base in Uri.

Like India that cited “cross-border terrorist attacks in the region” as a reason for boycotting the summit, Bangladesh, Bhutan and Afghanistan too expressed concern about the same issue in their official notes to Kathmandu.

“The growing interference in the internal affairs of Bangladesh by one country has created an environment, which is not conducive to the successful hosting of the 19th SAARC summit in Islamabad in November 2016. Bangladesh, as the initiator of the SAARC process, remains steadfast in its commitment to regional cooperation, connectivity and contacts but believes that these can only go forward in a more congenial atmosphere,” stated a communication from Dhaka to Nepal which was shared with the media by a source.

A high-level diplomatic source from Bangladesh also confirmed to The Hindu that the formal declaration of the cancellation of the summit is imminent.

Bangladesh in recent months has been involved in a war of words with Pakistan over the war crimes trial, which led to the execution of a number of high profile political figures accused of crimes during the war of 1971.

The Royal Government of Bhutan, In a similar note to the SAARC Chair, made available to the media, stated that it “shares the concerns of some of the member countries of SAARC” and its “inability” to participate in the SAARC summit.

“While reaffirming Bhutan’s strong commitment to the SAARC process and strengthening of regional cooperation, it notes ‘the concern of the Royal Government of Bhutan on the recent escalation of terrorism in the region, which has seriously compromised the environment for the successful holding of the 19th SAARC summit in Islamabad,” the Bhutanese note said.

The Afghan case against Pakistan was made clear during President Ashraf Ghani’s latest visit to Delhi when he demanded more attention for the developments inside Pakistan that fuel violence in the region.

The cancellation of the summit is unprecedented, as four member-states have cited “terrorism” and “imposed violence” while withdrawing from the summit.

The tough Indian step was under consideration since the September 18 Uri attack, which was the second such cross- border strike in nine months after the January 2 Pathankot airbase strike that India blamed on Pakistan-based elements. India earlier accepted Pakistan’s invitation for the summit in March during a ministerial held in Kathmandu.

Following the cancellation, the future of SAARC has become uncertain even as some diplomats advised Pakistan to cooperate. Bangladesh High Commissioner Syed Muazzam Ali said that Pakistan remains part of the region and has to contribute to building regional harmony. “We would still like to continue with SAARC process and hope there will be change and Pakistan comes to the path of cooperation instead of contradiction,” Mr. Ali told the media.

Earlier on Tuesday, India summoned Pakistan High Commissioner to “firm up” its case on the Uri attack. The envoy was summoned for the second time since the Uri attack that claimed 18 lives, and was given names of the people from the Pakistani side who assisted the militants attack the army base.

ISLAMABAD: Unfazed by India and three other Saarc nations deciding to pull out from the summit here, Pakistan on Wednesday said it will still hold the meet in November as scheduled.
Pakistan's move flies in the face of the Saarc charter under which says even if one head of government skips the event, it gets automatically postponed or cancelled.
Foreign Office Spokesperson Nafees Zakaria said Pakistan will host the 19th South Asian Association for Regional Cooperation summit in November, Radio Pakistan reported on Wednesday.
Zakaria was quoted as saying that it was learnt from the Indian external affairs ministry's tweet that India is not going to participate in the SAARC Summit, a decision he called "unfortunate".
"While we have not received any official communication in this regard, the Indian announcement is unfortunate," he said.
The spokesperson also said Pakistan is committed to regional peace and will continue working for the broader interest of the people of the region, according to the report.
Separately, adviser to Prime Minister on Foreign Affairs Sartaj Aziz said India is making propaganda to foil the conference that was scheduled to be held in November, according to Pakistan Today newspaper.
Besides India, three other Saarc members - Bangladesh, Bhutan and Afghanistan - have pulled out of the summit, indirectly blaming Pakistan for "creating an environment which is not right for the successful holding" of the meet.
Under the Saarc charter, the summit is automatically postponed or cancelled even if one member country skips the event.
Tensions between India and Pakistan are growing after militants stormed an Indian Army base in Uri on September 18, killing 18 soldiers.

No Question of Pulling out of SAARC When There was No Summit to Attend: Sri Lanka

Colombo: Under attack from the opposition for boycotting the SAARC Summit to be held in Islamabad, the Sri Lankan government on Friday said there was no question of pulling out when there was "no summit to attend".

"There was no question of pulling out when there was no summit to attend", Foreign Minister Mangala Samaraweera told Parliament.

What has SAARC achieved during its existence?

Economic Integration: Any FTA made? Nope, Sri Lanka is faltering on FTA with India. Main tourists to Sri Lanka and Maldives are Chinese. Major investments are from outside SAARC.

Infra and Internal Connectivity:Up to date no rail links. Strategic ports Gwadar, Chittagong, Colombo and Hanbantota are in Chinese hands. China is about to extend their network to Kathmandu.

Security: Kabul used to look up to NATO for protection, and soon enough would count on SCO. India continues to bully lesser members.

Where is SAARC visible in all these top regional priorities? Other than making it merely a talking club India has played no role as a regional engine for prosperity. India itself is lagging behind. The neighboring ASEAN has shown what a failed organization SAARC has been in stark contrast!

So, what is the fuss of "boycotting" a summit about? For whom the bell tolls? Maybe it's good timing to disband the outdated and useless group altogether. Members would feel much relief without it. They can fare better in pursuit of whatever partnership without SAARC, be it bilateral or multilateral. They certainly know which pasture is greener.

One is to show Pakistan isolated.
