India's Ministry of Defence (MoD) is set to begin contract negotiations for the purchase of 56 Airbus Defence and Space (DS) C295 medium transport aircraft (MTA) for the Indian Air Force (IAF) to replace the service's ageing fleet of Avro 748M transports.

Indian Air Chief Marshal B S Dhanoa was quoted by the Indo-Asian News Service on 24 March as saying that contract negotiations for the C 295s "are likely to commence shortly".

Industry officials estimate the MTA tender to be worth around INR119.29 (USD1.78 billion).

The MTA programme involves a joint venture (JV) between Airbus and Tata Advanced Systems Limited (TASL) that will import 16 C295s and build the remaining 40 locally.

In accordance with the 2013 MTA tender, 24 of these 40 aircraft are to be imported in kit form for local assembly and include a 30% indigenous content, the latter of which is set to double in the remaining 16 platforms.

User trials for the C295 were successfully completed in early 2016, and official sources told Jane's that they expect the Airbus-TASL deal to be inked during the 2017-18 financial year. Aircraft deliveries are expected to commence some 36 months later.

Industry sources told Jane's on condition of anonymity that the number of C295s purchased by India could increase to "well over 60" as the paramilitary Border Security Force and the Indian Coast Guard are also considering acquiring them.

The MoD's Defence Acquisition Council had approved the Airbus-TASL JV in May 2015, even though it had emerged as the sole contender after seven other original equipment manufacturers declined to respond to the MoD's bid.

The MoD also rejected demands by the state-owned Hindustan Aeronautics Limited to be appointed prime contractor for the C295 programme, as the IAF had expressed doubts over its efficiency and ability to complete projects within budget and on schedule.

Hope all these signed programs and contracts move beyond just the signature and starts pushing for speedy delivery one big doubt i have why is the most of the contracts we signed has this clause of delivery schedule starting after 36 months or 60 months ??? does it take 3 years to manufacture one aircraft or its the usual paper work and babudom bureaucracy which moves things at snail pace to make the payments .. With private players we can expect a strict delay clause of penalty if any we want to negotiate with HAL we cant even do that yeh toh apna hi hai story ..

perhaps because we demand custom made product , HAL -Govt want Indian system to replace foreign system in those aircraft , which need design changes and many technical complication , It's same with Rafale aircraft , none of these product are bought on emergency war demand , while we need them immediately , these kind of procurement happens when we replace things schedule basis ,hope that our bureaucrats knows best.

Indian Air Force moves ahead on private sector deal to manufacture transport aircraft

Despite a series of hurdles, including differences on a pricing benchmark, the Indian Air Force (IAF) is moving ahead on a major deal for manufacturing transport aircraft by the private sector.

There has been a flurry of meetings in the past few months and the stage is being set to take a final call on buying the C 295 transport aircraft to be manufactured by a Tata-Airbus combine. The deal has been in discussion since 2012 but gathered pace from March this year when commercial bids for the contract were opened. While the air force was initially taken aback by the offer price that is believed to have been double the projected cost of Rs 11,900 crore for 56 aircraft, sources said a draft contract is now being processed.

Since commercial bids were opened, bidders have been in discussions with the contract negotiating committee to resolve a number of issues from pricing to the indigenous content on the Indian made aircraft, offsets and performance based logistics. Given the of concerns that came up during negotiations and the fact that the contract was expanded from the original requirement of 56 aircraft to include a requirement of the coast guard for six a Multi Mission Maritime Aircraft (MMMA), a final call on signing the deal will need to be taken by the defence minister led Defence Acquisition Council (DAC). When contacted, Airbus refused to comment on the developments.

The contract is being processed under a single vendor scenario as the Tata-Airbus combine was the only bidder for the tender. As reported by ET, the ambitious project was in danger of being shelved in 2015 after concerns were raised on it being a non-competitive process.

An independent committee under the ministry was set up to review the project which greenlighted continuing with negotiations despite it being a single vendor case.

C295 payload is 6 tonne only where as An-132 which is derivative of an-32 had a payload of approx 9 tonne.
We can replace all the arvo and an-32 with single plane that approx of 160 odd planes.
An-132 will be good if we negotiate Full TOT and the manufacture in india.

AN 132 is financed by Saudi Arabia. Antonov is building a new assembly line for the requirement
