NEW YORK: World Bank has suspended its role of arbitration to resolve the Indus Water Treaty issues between Pakistan and India over the matter of two dam projects being constructed by India to give them a chance to seek an alternate solution, ARY News reported on Tuesday.

A statement issued by the institution said that the decision has been made to give the two countries an opportunity to come up with an alternative solution to their problem in accordance with the Indus Water Treaty by January 2017.

The suspension will affect Pakistan’s request to the World Bank for appointing a chairman of the court of arbitration as well as India’s request for the appointment of a neutral expert.

President of World Bank Jim Yong Kim said that the decision has been taken to keep the treaty more feasible.

He expressed his optimism that Pakistan and India will reach to a decision over the issues by January 2017. He urged the two countries to resolve the issue by themselves.

Indus Water Treaty deals with the water distribution and sharing of the six rivers of the Indus basin including three eastern rivers Beas, Sutlej, Ravi and the three western rivers Jhelum, Chenab and Indus. The World Bank had brokered the agreement and have a role in dispute resolution.

India has violated the treaty twice by constructing two hydroelectric power plants named ‘Kishenganga’ and ‘Ratle’ on Neelum and Chenab rivers.

In September, a delegation led by Pakistan’s Attorney General Ashtar Ausaf Ali met senior officials of World Bank at its headquarters in the United States and urged them to intervene and stop Indian hydroelectric projects on the two rivers.

The committee has been formed nearly three months after Prime Minister Narendra Modi held a review meeting on the 56- year-old water distribution pact with Pakistan.


NEW DELHI: Government has formed an inter- ministerial task force, to be headed by Prime Minister Narendra Modi's Principal Secretary Nripendra Mishra, to look into all the strategic aspects of Indus Water Treaty (IWT) with Pakistan.

A formal notification to this effect was issued yesterday, a top government functionary said today, adding other members of the team include NSA Ajit Doval, Foreign Secretary S Jaishankar and Secretaries in ministries of Finance, Environment, Power and Water Resource.

Besides, Chief Secretaries of Jammu and Kashmir and Punjab, the states from where the six Indus system rivers flow, will be "invitees" in the task force.

"The task force is mandated with taking all important strategic and policy decisions. It is an all-powerful body which will take decisions regarding the treaty," he added.

The committee has been formed nearly three months after Prime Minister Narendra Modi held a review meeting on the 56- year-old water distribution pact with Pakistan in the aftermath of series of cross-border terror strikes including Uri attack.

In that meeting, it was also decided that India would exploit to the maximum water of Pakistan-controlled rivers including Jhelum.

Meanwhile, a source said the World Bank, which has paused two separate mechanisms, will send an expert to discuss with both India and Pakistan their versions on designs of Kishenganga and Ratle projects being constructed by India in Jammu and Kashmir.

Pakistan had in September approached World Bank, flagging concerns that the design of the Kishenganga project was not in line with the criteria laid down under IWT. It had then demanded the international lender to set up a Court of Arbitration to look into the matter.

Refuting the claims made by Pakistan, India had asserted that the project design is "well within parameters" of the treaty and urged the World Bank to appoint a neutral expert as the issue is a "technical matter" as suggested in the treaty.

Under the Indus Waters Treaty, signed between India and Pakistan in 1960 and to which the World Bank is also a party, the global body has a specified role in the process of resolution of differences and disputes.

If India is trying to withdraw from water treaty, she will leave Pakistan no option but war.
What will war bring to others? Huge purchase order!!
There is nothing better than a war between two countries on saving everyone else.

The war itself will create demand to military equipment!
The rebuilding after the war will create huge demand on civilian goods!

Hello

Stop posting old news, Indian haven't yet said it will withdraw from treaty; but will make use of our right fully. that is using the % of water as per treaty
India is already building infrastructure on chenab river, the waters of which belong to porkis as per the treaty.

Modi has also said that the circumstances have changed since the treaty was made and need to be reviewed. India is already in the process of revoking the treaty my friend.

They have decided they will not mediate, making it unlikely for any
recourse for pak.
But only till Jan'17 right? What happens if no mutual decision between the 2 countries is made? Will WB interfere again? Will porkis go to International court of arbitration?

There can be no arbitration if only one side is present. Looks like a lose lose situation for pak ?
