It would be a huge move, possibly one of the ballsiest in India's history as a country, but I strongly believe India should unilaterally scrap the treaty and offer Pakistan a 60-40 or 70-30 arrangement, with the majority flowing to India.

If/when God Forbid the next major Paki attack occurs, it would be an excellent opportunity to do this, along with sanctions and snapping diplomatic ties w/ Pak and declaring it a terror state. Nobody will even have any strong argument against it.

As morbid as it is to say, 26/11 was a golden opportunity to do all of these things, in addition to waging war. But of course as fate would have it, Congress was in Gvt and trying to frame Hindus and RSS.
Its a shame that we had no response after such a major attack.

Brengi water stream vanishes into sinkhole in Kashmir’s Anantnag | See PICS
A 20km-long stretch of Brengi water stream has dried up after being swallowed by a massive sinkhole in the Wandelgam Kokernag area of South Kashmir's Anantnag district, creating fear among locals as the dried water stream has left aquatic species dead. Meanwhile, the administration has enforced restrictions under section 144 CrPc and asked people not to venture near the sinkhole.

Umar Nazir, a local resident of the area said, "It may cause a collapse of land due to denudation and it is also a threat to our homes and lives. The outlet of water is still unknown. We are worried that our homes may collapse and villages may sink. The government must do something as soon as possible as we are living in fear."

Another local, Wajid Farooq, said, " Presently water is going inside the sinkhole due to which aquatic life is suffering a lot. We are requesting the officials to conduct the survey and check the density below the sink hole and around this area."

According to the reports, a large number of fishes, including Trout fishes have died while sink hole downstream part is completely dried up. Experts believe that it is a natural phenomenon developed due to the gradual dissolution of limestone rocks in the water body.

Meanwhile, the district administration has formed an expert committee to study the occurrence in detail and submit its report.

According to the Assistant executive engineer, Flood and Irrigation department, Mohammad Syed Mir said, "It is a natural phenomenon. We have taken some measures, like right now we have diverted the water. Also, a committe has been set up by the administration. We are waiting for that report".

“We will take a decision on a technical basis and further steps will be taken to treat this sinkhole once the expert committee submits its report”, he said.

Advisory issued, people advised not to venture near the sinkhole
The administration has enforced restrictions under section 144 CrPc and asked people not to venture near the sinkhole as nobody knows the outlet of the sinkhole.

Authorities on Wednesday issued an advisory for media people as well against moving close to the sinkhole at Wandevalgam area of Kokernag in Anantnag, underscoring that they pose a threat to themselves as well as the general public.

“Movement of media people and individuals was observed near sinkhole at Wandevalgam on February 11 by Sub Divisional Magistrate Kokernag despite restrictions in place, Tehsildar Kokernag said in an advisory issued today.

“This in turn attracts the general public near the sinkhole which increases the threat to life and makes crowd control difficult for the administration,” reads the advisory, adding, “Hence all media personnel are hereby advised and warned not to violate the restrictions imposed around the sinkhole.”

He said action under relevant sections of law shall be taken against anyone found violating the order.

if any one reads ISI's washington DC station chief's tweet, they would think GoI is unilaterally doing something, reality is GoI is responding to something pakis did in 2015.

the usual tricks, suppress the action, amplify the reaction.
=======
To understand why Islamabad would view w/concern any Indian pitch to modify the Indus Waters Treaty, recall that Pakistan is the lower riparian, making it the more vulnerable of the two. To address that vulnerability, the IWT allocates 80% of total Indus Basin river flows to Pak.

According to sources, in 2015, Pakistan asked that a Neutral Expert should be appointed to examine its technical objections to the Kishenganga and Ratle HEPs. But the following year, Pakistan unilaterally retracted this request, and proposed that a Court of Arbitration should adjudicate on its objections.

Can't unilaterally alter Indus treaty: Pakistan on India's notice
Can't unilaterally alter Indus treaty: Pakistan on India's notice

The first hearing in a dispute between Pakistan and India over the Indus Waters Treaty began at the Permanent Court of Arbitration in The Hague on Friday.
The first hearing in a dispute between Pakistan and India over the Indus Waters Treaty began at the Permanent Court of Arbitration in The Hague on Friday. The hearing began a few hours after sources here said India had issued notice to Pakistan for modification of the Indus Waters Treaty (IWT).
India has boycotted the Court of Arbitration (CoA) and in the notice to Pakistan, it has called for meetings to resolve the long-standing dispute within 90 days. However, Pakistan has opposed the notice with its Attorney General stating that news about New Delhi’s attempt at a unilateral modification of the IWT was misleading.
“Submission of a belated request for the resolution of disputes raised by Pakistan was a demonstration of India’s characteristic bad faith. The two countries have been arguing over hydroelectric projects on the shared Indus river and its tributaries for several years. The treaty cannot be unilaterally modified. This is an attempt to divert attention from the ongoing proceedings at the Permanent Court of Arbitration under the Indus Waters Treaty,” said his office in a statement. Both countries accuse each other of initiating parallel dispute redressal mechanisms. India says it was forced to issue a notice because Pakistan took unilateral action for examining its objections to India’s HEPs. In 2015, Pakistan first requested for appointment of a neutral expert to examine its technical objections to India’s Kishenganga and Ratle HEPs. In 2016, it unilaterally retracted this request and proposed that a CoA adjudicate on its objections, said sources here.
Pakistan, on the other hand, said any risk of conflicting outcomes that India apprehended could be arrested through coordination and cooperation between the two fora. Therefore, Pakistan is, engaging with both fora. “It must be noted that the IWT presents two recourses for the settlement of disputes. The first is the Court of Arbitration which addresses legal, technical, and systemic issues. The second recourse is a neutral expert that addresses only technical issues. Pakistan requested the establishment of the Court of Arbitration because of systemic questions requiring legal interpretation,” said the statement by its AG.
The dispute is over Indian plans to construct the 850 MW Ratle HEP on the Chenab river and 330 MW Kishenganga hydroelectric project on the Jhelum. Pakistan admits that it initiated the parallel proceeding by requesting the establishment of the ad hoc CoA after its efforts to hold talks with India via other forums, including government-level talks, “came to nought”. After six years, the World Bank created the CoA and appointed a neutral expert.

India can abrogate the treaty.
USA has done it earlier
For ex: https://www.armscontrol.org/act/2002-07/news/us-withdraws-abm-treaty-global-response-muted

No need to be good boy to impress others. Pakis anyway keep saying we are not following the treaties. Its good to show what happens when really don't !

If they refuse, can we just unilaterally withdraw from the treaty and then go our merry way?

The time to do it is now when Pakistan is in no position to mount any kind of attack.

Flow Of Ravi Water To Pakistan Fully Stopped: Report
1708850973802.png

NEW DELHI: The flow of water from Ravi river to Pakistan has been completely halted with the completion of the Shahpur Kandi barrage, as per media reports.
Shahpur Kandi barrage is situated on the border of Punjab and Jammu and Kashmir.
This means that the Jammu and Kashmir region will now benefit from the 1150 cusecs of water that was previously allocated to Pakistan. The water will be used for irrigation purposes, benefiting over 32,000 hectares of land in the Kathua and Samba districts.
The Shahpur Kandi barrage project, which is crucial for irrigation and hydropower generation, has faced numerous challenges over the past three decades. However, it is now nearing completion.
According to reports, the Indus Water Treaty signed between India and Pakistan in 1960, India has exclusive rights over the waters of the Ravi, Sutlej, and Beas rivers, while Pakistan has control over the Indus, Jhelum, and Chenab rivers. The completion of the Shahpur Kandi barrage allows India to make maximum use of the Ravi river, ensuring that the water previously flowing towards Pakistan from the old Lakhanpur dam will now be utilized in Jammu and Kashmir and Punjab.
The foundation stone for the Shahpur Kandi Barrage Project was laid by former Prime Minister PV Narasimha Rao in 1995. However, the project faced several disputes between the governments of Jammu and Kashmir and Punjab, leading to its suspension for over four and a half years.
India has already constructed several storage works, including the Bhakra Dam on the Sutlej, Pong and Pandoh Dam on the Beas, and Thein (Ranjitsagar) on the Ravi. These projects, along with others like the Beas-Sutlej link and the Indira Gandhi Nahar Project, have allowed India to utilize nearly its entire share (95%) of the waters from the eastern rivers. However, approximately 2 million acre-feet of water from the Ravi river is still flowing unutilized to Pakistan below Madhopur. With the completion of the Shahpur Kandi barrage, India can now harness the water resources from the Ravi river for its own benefit, contributing to agricultural and economic growth in Jammu and Kashmir and Punjab.
