I believe they were hostages. Though you're right that people help them to roam free and give them shelter, we need to change the mindset of these people. We need to show them that because of some people with selfish and violent mindset, who are puppets of pak and don't care about the life of a kid, there is violence in the valley. If they stop supporting the terrorist, there will be peace and prosperity.
