MOSCOW - Visiting Prime Minister Manmohan Singh and Russian President Dmitry Medvedev oversaw the signing of an agreement Dec. 16 to sell to India 42 Su-30 jets in kit form as the Kremlin scrambles to retain ties with its Soviet-era arms purchaser.

The two leaders sought to play up progress in bilateral ties, stressing they withstood the test of time.

"Our cooperation with India in the military technical sphere has reached an unprecedented level," Medvedev said in comments released by the Kremlin.

After the talks the two leaders oversaw the signing of an agreement to "render technical assistance in the organization of production of the SU-30plane," the Kremlin said in a statement without providing further details.

The Kremlin said ahead of the signing the two sides had planned to ink an agreement to supply India with 42 Su-30 jets in kit form that would be assembled in India.

New Delhi and Moscow have enjoyed close ties that date back to the 1950s but relations have recently come under strain as India becomes more demanding over pricing and quality and looks to other countries like Israel and the United States as potential military suppliers.

Singh said the two countries discussed nuclear cooperation and supplies of liquefied gas adding they also agreed the terms of a Russian loan to build two additional generating units at a nuclear power plant in the southern Indian state of Tamil Nadu.

NEW DELHI: The Cabinet Committee on Security earlier this month quietly cleared one of the biggest defence orders of recent times.

The almost Rs 15,000 crore order for an additional 42 Sukhoi-30 MKI fighters would add up the total number of these modern Russian fighters for Indian Air Force to 272.

When the entire Sukhoi-30 MKIs, including the 42, are delivered to IAF by around 2018, it would become the single largest type of fighters in service, marking a huge technological transition from the dominance of MIG-21 fighters today.

A senior official said the CCS cleared the new order in the first week of June.

By the time HAL begins manufacture of the 42 aircraft sometime in 2014, each of them would cost in the range of Rs 350 crore, according to present day projections.

The new order for Sukhoi-30 MKIs comes even as attention is fully on the tender floated by the Air Force for $10 billion worth 126 MMRCA (medium multi role combat aircraft). But by the time the MMRCA enters the service, it would be the Sukhoi-30 MKI that would actually be the dominant fighter of the Air Force. And the combined contract value of SU-30 MKIs would be more than double that of the MMRCA.

The Su-30 MKI was originally contracted in 1996, when the Russian military-industrial complex was in a shambles after the Soviet Union collapsed. Its design and capabilities, however, continues to impress globally.

The initial contract was for 50 fighters, at $1.46 billion. Over the years, the numbers kept increasing. In 2000, the government contracted the licenced production of 140 of these highly advanced fighters by the Hindustan Aeronautics Limited. Then another 40 were added to the contract.

The present order for 42 fighters was originally supposed to be 40, but two more were added to the order book to make up for the two crashed fighters. A senior official said that HAL is expected to complete all the SU-30 MKI orders by 2016-17 period.

HAL has been steadily stepping up its Sukhoi-30 MKI delivery schedules. While last year it delivered 23 of these fighters, this year it is expected to produce 28. HAL has already supplied 74 of these fighters.

i didnt get this part, if we have paid for TOT and started making these SU 30 MKI here in India then why Kits from Russia then ?? must be something new cooking with MKI species. If this is not the case CAG will hang MOD for this.

This 42 is in addition to the earlier 40 odd added isn't it? Report says additional 42 and MoD clearing this earlier this month.

IIRC,the A/C will undergo airframe strengthening and integration of newer weapons.So,the parent company has to carry out all the tests and certify them.
HAL will perform these modifications on the other 229MKI's in future.

I think its not additional it will remain at 272 total

Still, I don't get how they're making the price projections. The previous HAL Chairman Nalini Ranjan Mohanty, had asserted that assembly would cost India about $22.5 million a piece. That was in the beginning of 2002-03. I can't believe the price has more than tripled, in that time span.

Yus, I think it's pretty clear.

According to indian express, the deal is valued at over Rs. 20,000 crore for 42 planes, which comes to around $91m per plane. With some additionals, it may as well go upto $100m

It also says that these would be 'upgraded' Su-30 MKIs. I reckon it may include better radar. I wonder if these MKIs will be engineered to carry Brahmos..

The Newer Once comes with Super-30 upgrade..

The Older once will be updated to Super-30 upgrade..

Yeah, the upgraded version includes a new cockpit and radar, and UAC/Tikhomirov-NIIP modified airframes to give it some "stealth" characteristics and enable it to carry a heavier pay load. Plus SDB-HAL have been working on the interface for the Brahmos since 2009, and it is supposed to be now ready.

A 2007 protocol envisaged manufacture of a further 40 aircraft. Earlier, 50 Su-30 aircraft were purchased in phases prior to signing of IGA and deliveries started in the late 90s.

The latest version is expected to include a new cockpit, an upgraded radar and certain stealth features to avoid radar detection.

Significantly, the upgraded Sukhoi-30 MKIs will be able to carry a heavier weapons load, especially the airborne version of the Brahmos cruise missile.

One more will be added during production. Crashes that happen during production will be replaced. We may know or never know about it.

Not really. AESA alone costs a good $10-15Million over PESA. Bring ToT and industrial costs, the Super MKI will be better than the MRCA aircraft and still be cheaper.

We are paying for the R&D after all. Or at least it looks that way.

Don't think this may be happening. Good if it's true. Prasun Sen Gupta broke this news about smart skin and what not. So, there is no guarantee it is true.

I dont believe MKI's fire control radar will achieve 360 degree coverage.
