All I know is that India is setting up it's own particle observatory at Mahendragiri which has world's largest detector magnets, four times bigger than Europe's CERN LHD.

If these are reputed journals. Then it's a fair enough method.

Ideally these journals must have high standards and regorious peer review framework. If that is the case then no. Of articles published also indicates qualitative progress
