Negetive List must include :

* IAS to be banned from entry in MoD.
* IOFS - the lowest rung allied Services must be banned and management of Ordinance factory given to professionals.
* Corporatise and privatise Ordinance Facories.
* Disinvestment in all DPSUs
* DRDO must be detached from MoD and put under ministry of Science and Technology.

* Pensionary liability should be given to Ministry of Welfare
* Separate Capital acquisition from Non MoD indigenous sources,
* For anything to be called indigenous at least 80 percent of parts and assembles mut be indigenous volume-wise and cost wise.
The actual negative list that we need, but government is Bureaucracys bitch.

It doesn't matter how much denting and paintings u do on the car until and unless the Engine and Transmission are changed it ain't gonna win no race.

Some of us were super exited with the emergency purchases and thought that the flood gates are now open for them to earn some commissions ...

They under estimated the current governments [ I am no spokespersons for current government ] resolve for domestic development and production for armaments and ammunition ...

Very good decision indeed ... I would like to congratulate the government for this decision. It will help the nation in becoming self reliance ...

This decision must be supplemented by very strong accountability for all Defense research organizations. Government must think about my following suggestions.
  1. Do not allow changes to requirements {GSQRs] once they are agreed with research institutes.
  2. Better project management framework for all defense R & D initiatives.
  3. Modernization of OFBs is a must, they cannot simply provide high quality with 50 years old machines.
  4. Bring into Quality Assurance [QA] thinking in production. Think of 6 sigma tools and management.
  5. Ban all strikes at Ordinance Factories and units involved in weapons and ammunition productions... It is a service to nation not any other public sector institutes ...
  6. Bring in person with military service background to lead the OFBs.

Plot twist : The embargo on imports is planned to be progressively implemented by 2024.

What would be indigenous content in LCH and LCA by volume and cost? That is what matters. Putting those on the negative list may also imply that HAL will make mota mal on the import of parts and assembly.

Secondly. if GoI wants private industry to come up then no monopoly be given to OFB and DPSU. If BDL is is making missiles private industry should also be allowed to compete with BDL in quality and price.

Same should apply for artillery guns where selection must do done by competitive bidding between OFB, TATA, L&T and Kalyani. In doing so allowance also need to be made for MoD money in sustaining OFB production and development cost.

Even in WHAPS Mahindra, L&T and Even Kalyani and OFB must be allowed to develop their prototypes and compete with DRDO TATA model each other.

Third, On receipt of orders if those govt damads do not deliver in time there must be penalties on them which they should pay out of their profits or salaries.

Can not be done in a year or two ... It is a good beginning and realistically by 2030 if India achieves 80% - 85 % of defense requirement fulfilled through indigenous sources then good job done ...

Bharat Dynamics rallied 7.91 per cent to Rs 452.20. Astra Microwave Products added 8.57 per cent to Rs 117.85. Apollo Micro Systems rose 4.6 per cent, Reliance Naval hit its 5 per cent upper circuit limit, Bharat FOrge NSE 4.13 % added 4.66 per cent while BEML gained 4.37 per cent. Larsen & Toubro was up 3.43 per cent in early trade.

With licensed production at least you are indigenously developing the products creating supply chains which will help in maintenance and supporting local companies.
Take example of K-9 vajra which is build by L&T or su-30 in which 20+ million $ for each su-30 is build by local private sector i think at least some local involvement is better than nothing.
