why the disappointment?
this is just the first list, this list does not cover the spares and other items.

every year IA gives a list of items to FICCI they want indigenised, if vendors cannot provide reliable alternatives for a few items what can a customer do?
We can safely assume that the items listed are those in which we have achieved critical mass.My disappointment is really with the slow pace specially in UAV segment.

Taking cue from that evocation, the Ministry of Defence has prepared a list of 101 items for which there would be an embargo on the import beyond the timeline indicated against them. This is a big step towards self-reliance in defence. #AtmanirbharBharat

This decision will offer a great opportunity to the Indian defence industry to manufacture the items in the negative list by using their own design and development capabilities or adopting the technologies designed & developed by DRDO to meet the requirements of the Armed Forces.

The list is prepared by MoD after several rounds of consultations with all stakeholders, including the Armed Forces, public & private industry to assess current and future capabilities of the Indian industry for manufacturing various ammunition & equipment within India.


Almost 260 schemes of such items were contracted by the Tri-Services at an approximate cost of Rs 3.5 lakh crore between April 2015 and August 2020. It is estimated that contracts worth almost Rs 4 lakh crore will be placed upon the domestic industry within the next 6 to 7 years.


Of these, items worth almost Rs 1,30,000 crore each are anticipated for the Army and the Air Force while items worth almost Rs 1,40,000 crore are anticipated by the Navy over the same period. #AtmanirbharBharat


The list also includes, wheeled Armoured Fighting Vehicles (AFVs) with indicative import embargo date of December 2021, of which the Army is expected to contract almost 200 at an approximate cost of over Rs 5,000 crore. #AtmanirbharBharat


The embargo on imports is planned to be progressively implemented between 2020 to 2024. Our aim is to apprise the Indian defence industry about the anticipated requirements of the Armed Forces so that they are better prepared to realise the goal of indigenisation.

All necessary steps would be taken to ensure that timelines for production of equipment as per the Negative Import List are met, which will include a co-ordinated mechanism for hand holding of the industry by the Defence Services.


More such equipment for import embargo would be identified progressively by the DMA in consultation with all stakeholders. A due note of this will also be made in the DAP to ensure that no item in the negative list is processed for import in the future.



MoD has also bifurcated the capital procurement budget for 2020-21 between domestic and foreign capital procurement routes. A separate budget head has been created with an outlay of nearly Rs 52,000 crore for domestic capital procurement in the current financial year.

Hope that better sense will prevail. They have already shoved it down in Assam Rifles. To avoid single vendor situation for large tender, they need to have 1-2 domestic alternates under the DMR category.

Otherwise, propriety purchase for smaller numbers. Let's see where it goes.

I do to know how many sipper kills have RR in the valley achieved..?? Ido not think even our SF ca boast of some...

India Army though has achieved many kills on LC as also lost so many soldiers to snippers.

OFB snipper has no ammunition... ofb does not make snipper grade ammunition.. that speaks volume about sniping in Indian Forces...

The country imports lots of games and completion grade every year with exhorbitants prices . No one speaks about it but if Army imports 1000 rounds, they are up in arms " General Chor Hai"... "Foreign Mal",,, these guys are so anti forces..

yeah "Demography" in #AtmanirbharBharat. Beiruts and Vaticans will be commonplace then after that. Modi proving himself to be a bigger bootlicker of minorities than chamchos...... typical baniya. No wonder hardcore BJP leaders wanted to throw him out of the PM race. It's ridiculous......

Both, does UAV's really nead 5 to 10 years of testing. By now we should have been able to field atleast rudimentary male uav's. I have been hearing about uav with rotars for over a decade now, first were about converting the chetak helis in collaboration with Israel. Wasn't rustom 1 was supposed to be inducted too?

The amount and volume of the order related to negative list is really that which matters in economic terms and I must say it is quite substantive...

Good that Tanks , AFVs and Light Tanks etc are not in negative list or that would have been disasters... What defamation of Indian hero "Arjuna"... that is sacrilege men. I am extremely worried about that name.. as also Bhisma which DRDO think was a Russian thereby supporting AIT theory.... :doh:

New Delhi: The Ministry of Defence on Sunday announced a list of over 100 items that would be banned for import beyond the time indicated against them. Union Defence Minister Rajnath Singh asserted that this step would move India and its defence sector inch closer to become self-reliant.

In the event where screwdrivered domestic system costs 1.x times more than imported system, the imported alternative could be chosen citing price + quality differential.
We are essentially back to the good old circle jerking competition of ToT+JV under Antonya-Maino era.

Good luck to those in the battlefield. They can swat flies till 'indigenous' system is ordered.

"Sir, bearings have been held up at customs as they are imported from China. Will proceed as soon as we have the product released, meanwhile, please speak to secretary x and minister 'Y' urging for a speedy release". :pound:

It means Aircrafts in category of LCA and LCH can’t be imported anymore this list will keep getting bigger once the TEDBF/ORCA , AMCA , MWF , and HCH comes aircrafts like Rafales Su30mki and Apache will get banned to

Exactly if private industry is not given 50 % of this deals then trust me this entire negative list will be another big blow to forces only after 2025 DRDO will give half baked product and MoD will say take baba ji ka thullu . This deal should be competitive in every project private industry should be forced to get share of the order .

Looks like good decision but careful as this will make sarkari karamchari of defence industries more kamchor. So if this has be a success then we need to involve private players en-mass
Infact privatise defence industry completely

Assam Rifles has been in NE as alsoin J&K valley for doney's years..
Can you please tell me how any kills have snipper achieved over 100 years history?? Does Assam Rifles run any Snipper School or even an inter unit snipper competition.. ??

I do to know how many sipper kills have RR in the valley achieved..?? Ido not think even our SF ca boast of some...

India Army though has achieved many kills on LC as also lost so many soldiers to snippers.

OFB snipper has no ammunition... ofb does not make snipper grade ammunition.. that speaks volume about sniping in Indian Forces...

The country imports lots of games and completion grade every year with exhorbitants prices . No one speaks about it but if Army imports 1000 rounds, they are up in arms " General Chor Hai"... "Foreign Mal",,, these guys are so anti forces..
Sir, I didn't get where your rant is aimed at; to my post or criticism regarding Army's love for Foreign armaments?

1. I agree that not every foreign deal involves kickbacks and the armed forces receive unfair amount of criticism for that. As it appears, this negative list is another gimmick by politico-bureaucrats nexus by putting onus on Army to procure from domestic markets. More funnily, they have added ASTRA missile in the negative list as if we were importing it earlier. Classic headline hunting by MoD !!

2. May be it's time for armed forces to actively strike partnerships to promote domestic armament industry. Tailoring of GSQRs should also consider domestic capabilities and augmentation potential rather than going for downright rejection. Also, Single Vendor/Bid should be allowed in MII category tenders. Let bygone be bygones.

3. AR is under operational control of Indian Army commanded by Lt. Gen rank officer (as its DG). Now, if it has accepted the OFB sniper, surely it must have given some thought about using it as per its operational requirements or else shoved down to its throat by MHA to promote OFB and the army DG readily complied without any complaint. Utility of snipers in RR & AR is a different subject altogether. Here, I was talking about procurement that happened and the road ahead.

For now it’s 56000 crores dedicated to domestic industry.
