‘An old friend better than two new friends,’ PM Modi tells President Putin

Panaji: India on Saturday announced that it will buy the S-400 Triumf air defence systems from Russia, worth over USD 5 billion, and collaborate in making four state of art frigates besides setting up a joint production facility for making Kamov helicopters.
The deals were announced following talks held between Prime Minister Narendra Modi and Russian President Vladimir Putin on the sidelines of the BRICS Summit being held here.
The development comes as Russia hopes to stave off tough competition from the Americans and the Europeans to continue being India's foremost defence supplier.
The most strategically important decision is the Inter Governmental Agreement for the purchase of S-400 'Triumf' long-range air defence missile system which has the capability to destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km.
India and Russia have been in talks for over a year for the purchase of at least five systems of S-400 that will be a game changer in the region. It is capable of firing three types of missiles, creating a layered defence, and simultaneously engaging 36 targets. By signing the deal, India became the second customer of the prized missile system after China which had struck a USD 3 billion contract last year.
Another important deal is for four Admiral Grigorovich-class (Project 11356) guided-missile stealth frigates. Under this deal, two vessels will come from Russian and while the other two will be built in India with Russian collaboration. No decision has been made on the selection of the Indian shipyard.
This is in furtherance to the six Talwar-class frigates that Russia built for the Indian Navy between 2003 and 2013.
The complex agreement for production of 200 Kamov 226T helicopters domestically under a nearly USD 1 billion deal to replace the country's aging Cheetah and Chetak choppers is yet another important defence deal between the countries.
A number of pacts on cooperation in energy, power, shipbuilding, space and smart cities were signed after the talks.
Foundation of unit 3 and 4 of Kudankulam nuclear plant was also laid by Narendra Modi and Vladimir Putin.
Here are the highlights:

Narendra Modi:
India and Russia are moving towards a bright future. In last 4 months, in Hydrocarbon sector, Indian companies have invested close to $ 5.5 billion in Russia’s Oil and Gas sector.
We both agree on zero tolerance towards terrorism and also on the situation in Afghanistan.
We deeply appreciate Russia’s understanding and support of our actions to fight cross-border terrorism that threatens our entire region.
Russia’s clear stand on the need to combat terrorism mirrors our own.
The success of this summit highlights our (India-Russia) strong convergence of views on pressing issues.
We continue to expand, diversify and deepen economic engagement. Businesses and Industry between our countries is connected more deeply today.
With an eye on the future we also agreed to setup a Science and Technology Commission.
We agreed to work on an annual military industrial conference that will allow stakeholders on both sides to institute & push collaboration.
Aware of Putin’s affection for India, he has enhanced India-Russia ties.
Ours is a truly privileged and unique relationship. An old friend is better than two new friends, says Modi on India-Russia ties.

Vladimir Putin
Companies of both countries are improving industrial cooperation, military and technical cooperation also improving.
Narendra Modi will also meet Chinese President Xi Jinping later today.
Eighth BRICS Summit and first-ever BRICS-BIMSTEC Outreach Summit is starting in Goa today.
While the five-member BRICS group comprises Brazil, Russia, India, China and South Africa, the seven-member BIMSTEC bloc has Bangladesh, India, Myanmar, Sri Lanka, Thailand, Bhutan and Nepal.

This is great. By the time S 400 comes in, we shall have AAD and PDV in service so as EXSAM and LRSAM based 250 KM SAM in service. Between 2020 to 2025, Indian air defense shall get a great boost. Inidan air space shall be unpenetrable by any aircraft and very difficult to be penetrated by missile.

What’s special about the S-400 Triumf, that even the US is wary of it?

The S-400 system can shoot down fifth-generation fighter jets, like America’s most advanced F-35s! The system has 8 launchers, a control center, a powerful radar and 16 missiles that are available for reload. The system is capable of firing three types of missiles, hence creating a layered defence for any country that owns it.

The S-400 system, which is referred to as the ‘Growler’ by NATO countries, is capable of tracking 300 targets and can shoot down around three dozen of them within a range of up to 400 kms! The tracking range of S-400 actually goes up to 600 kms!

The S-400 can hit targets at a whopping speed of 17,000 km an hour. This is faster than any aircraft in the world! The S-400 is the “daddy” of Iron Domes. America has developed the F-35 fighter jet as a ‘missile killer’. Lockheed Martin has reportedly claimed that the F-35 can ‘jam’ anything that is directed at it. But, with its speed, the S-400 would not be an easy system to shake off! Yep! Not a chance in hell!

And what have the Porks got? JF Blunders and antique blocks of F-16s, half of which are grounded, even before the S-400's MAZ-79100 Transporter-Erector-Launcher (TEL) vehicle ignition is switched on!

Check out this vid! The Pork's undies would have already got wet with this news!

Russians are crafty bastards- They sell the S400 system to Chinese in 2015 and a year later sell the same system to India and pocket a cool 10-12 billion dollars in the process.

Now the S400s will cancel each other out across our Northern Border, while Chinese crank out their rip offs and we work furiously to get our AAD and PDV up and running along with Akash and the alphabet soup of varied systems.

I get a feeling that GoI and Modi are playing a very long game here- he's letting all the parties show their hands and getting the rusty wheels of our system to finally start creaking. The game goes far far beyond the Bakis..

Is there a chance we will buy the David's Sling to complement S 400?Or may be more S 400s later? No way 5 are going to suffice.
This is the first tranche of S-400 to India.
5 battalions (2 batteries each), not 5 batteries.
The next branches will be done through Make in India program with majority of components produced in your home country, including 9M96 missiles.
However there is no info about the LR missiles in MII proposal.

Decoding India's S400 Deal.
.
India is reportedly paying 5.8 Billion $ for 5 Regiments of S400.
.
Each S400 Regiment have 3 Battalions.
.
Each S400 Battalion have 8 Launchers (16 in case of Russia)
.
Each launcher have 4 SAMs.
.
We are looking at (5 x 3 x 8 x 4) = 480 SAMs in Ready to Fire (RTF) Mode.
.
S400 have equal number of reloads with several undisclosed number of spare missiles, therefore, India is officially buying (480 x 2) = 960 SAMs of S400 with several undisclosed number of spare SAMs.

Russian S-400 Regiment has 4 battalions (since 2015). Each Battalion has 4 Batteries (4 TELs + 4 TLWs + 8 static packs (2 for each LTW) to hide them on reload positions.
So, Indian Battery is identical.

Russians sell their SAM systems by Regiments or by Battalions, not batteries.
I hope you will have 5 2-battalion regiments, but info is controversal on this.

Can anyone confirm if its 5 regiments or 5 battalions?
It's a battalion.
A single battalion of S-400 comes with set of 8 Missile lunchers(2 of those trucks in above pic with 4 cannisters on them), a command and control post, Resupply vehicle, and a Powerful Radar and Fire control System.

What makes this deal so special is that we will be integrating all our SAMs n BMDs indigenous and foreign with the S-400.
