Russian official refutes reports on signed contract for S-400 supplies to India

IZHEVSK, April 27 /TASS/. A contract for delivering the Triumph S-400 anti-aircraft missile systems to India is not yet concluded, Sergey Chemezov, director-general of the Rostec State Corporation (with which the Oboronexport arms trading firm is affiliated), told journalists on Wednesday.

"The contract has not yet been signed," Chemezov said.

Earlier on Wednesday, some Indian media outlets reported with reference to the Indian defense minister that the contract for delivery of Russian S-400 systems had already been signed.

Whatever the case, I think s400 award is close.

It will happen before Rafale.

The MOD is serious about buying long range SAM systems. This is seen as countering both cruise and ballistic missile threats from our hostile neighbour.

Our own BMD is still in R&D phase.

BREAKING: INDIA, RUSSIA SIGN S-400 AIR DEFENSE SYSTEM AGREEMENT
Russia and India have signed an agreement for the supply of five S-400 air defense systems.
"We've signed that agreement,” Indian Defense Minister Manohar Parrikar told reporters Wednesday.
When asked about the time line regarding the first deliveries, Parrikar said, "It's hard to say, but as soon as possible."
In December 2015, the Indian Defense Acquisition Council had cleared the purchase of five S-400 missile systems for an approximate $6 billion.
S-400 is an anti-aircraft system and comes with a mobile launcher and a threat detection radar/command center. The deal also included purchase of about 6,000 missiles from Russia.
India’s Reliance Defense in December last year had announced entering a manufacturing and maintenance partnership with Russian Almaz-Antey, manufacturer of the S-400 air defense missile system.
The agreement will focus on radars and automated control systems as areas of partnership for the air defense missile systems, S-400 as well as offset policies of the Indian Ministry of Defense, Reliance had said in a statement.

So, as I said many times there will be a wide TOT and "Make in India" programs on S-400.
Congratulations, guys.
You will be able to make as many S-400 systems and all the related equipment as you want with Russian assistance. Those 5 Regiments will be only a start.
My only hope is this time you will avoid all the flaws of HAL during MKI production process establishment...

Purchase of Russian S-400 Triumf Missile
The Defence Acquisition Council has in its meeting held on 17th December, 2015, accorded approval for purchase of S-400 LRSAM system (Triumf Missile System) along with associated equipment and missiles from Russia. A contract has been signed for supply of five Full Mission Simulators for SU-30 MKI aircraft with a Russian firm during 2015-16.

S-400 has better performance parameters compared to S-300 on account of (i) maximum and minimum target engagement range, (ii) minimum target engagement altitude, (iii) maximum speed of target engaged, (iv) number of targets engaged simultaneously, (v) maximum radar cross-section of targets engaged, and (vi) deployment time.

The five firing units of S-400 LRSAM system are planned for induction in Indian Air Force in 13th plan period (2017-2022).

This information was given by Defence Minister Shri Manohar Parrikar in a written reply to Shri N Gokula Krishnan in Rajya Sabha today.

Indian Air Force to Get Russian S-400 Triumf Missile System in 2017

According to Indian Defense Minister Manohar Parrikar, "The five firing units of the S-400 Long Range Surface to Air Missile system are planned for induction in Indian Air Force in the 13th plan period (2017-2022).

EW DELHI (Sputnik) — The Indian Air Force plans to introduce Russian S-400 Triumf Missile System to its military arsenal next year. The cost of the deal has not been divulged by India but according to other sources, India is likely to pay approximately USD 6 billion for five S400 units.

Expressing enthusiasm over the performance of the S-400 Triumf Missile System, Parrikar said in Parliament today that the S-400 has better performance parameters compared to the S-300 in many respects, such as maximum and minimum target engagement range, minimum target engagement altitude, and maximum speed of target engaged. Parrikar also said that the S-400 is better in terms of the number of targets and maximum radar cross-section of targets engaged simultaneously as compared to the S-300. It also takes less deployment time as compared to the S-300.
India's Defense Acquisition Council approved the purchase of the S-400 Triumf Missile Systems along with associated equipment and missiles from Russia. According to the Defense Minister, a separate contract has been signed for the supply of five Full Mission Simulators for SU-30 MKI aircraft with a Russian firm during 2015-16.

Air Marshal Anil Chopra (Retd.) tells Sputnik:

"The S-400 has many qualities. It has a very high range. Our 40-year-old existing air defense system has a range of only 20-25 kilometers. With S-300 and S-400 [systems], we can target enemy aircraft from a range of 250 kilometers. If we are to protect big cities like Delhi, Mumbai and Bangalore, this system will help us destroy enemy planes and missiles from quite a far range. Secondly, the S-400 is quite precise. The old system lacks precision. The S-400 has 95% precision hitting the target. The precision of our existing system is only about 80%."

The S-400 is the most advanced air defense system in the world and many countries are vying to purchase the units including China. However, Russia has made it clear to prospective buyers that it will only sell the system to foreign countries after its own military requirements are fulfilled.

India May Sign 6 Billion Deal For Five S-400 Air Defense System By End 2016.
On May 13 The Indian Council for Defence Procurement approved the agreement for the purchase of S-400 anti-aircraft missile systems from Russia.
"The signing of the contract could take place at the end of 2016, and we are talking about the purchase of the five regiments of the S-400 two-division composition and, and six thousand missiles totaling about $6 billion," - said a TASS news agency source, close to the Ministry of Defence of India.
According to the "Izvestia" military expert Dmitry Safonov, the Russian Defence Ministry first plans to supply 16 ZRK S-400 regiments to the Russian army, and only then proceed to export. "By the end of 2016, the Russian armed forces will get the final five S-400 regiments, and Moscow will start full-scale work to export this system", - said the expert.
Safonov stressed that China is the first in line for the supply of anti-aircraft missile systems. "Russia and China have warm and friendly relations and, by way of exception, the first set of S-400 machines will be sent to our partner as early as 2016", - the expert added.
The contract for the supply of six battalions (one battalion has eight ZRK S-400 launchers, plus support machines – ed.) of the advanced anti-aircraft missile systems to China is estimated at $3 billion.

Safonov said that one S-400 anti-aircraft missile systems regiment can have up to 300 machines and consist of two or three divisions depending on the location of the dislocation and the Ministry of Defence decisions. "They do not only start charge transport-combat units. The complex also includes radar systems, command vehicles, and many others", - the expert added.
The S-400 "Triumph" is an advanced multi-channel long range anti-aircraft missile complex. The system is designed to protect ground targets at a distance of up to 400 kilometers from the aircraft, potential enemy’s cruise and ballistic missiles. The complex was adopted by the Russian Federation in 2007.

With India and Russia close to an agreement on the sale of S-400 LRSAM systems by the end of this year , highly reliable sources close to idrw.org have confirmed that Russia plans to invite Indian Air Force observers to witness tactical field firing exercise at the Telemba range this September . Russia is also eager to showcase visiting Indian Air force officials combat test firing capabilities of its other air defence systems like Tor-M2 and Buk air defense system which already have been on offer to India for some time now . If 5 km/sec then 400 km range will be running out in 80 seconds?
Why to ask if you know the answer? :)
It may be longer depending on target maneuvers tracking.
