India, Pakistan to hold back channel talks in Dubai

Islamabad: Former foreign secretary Shahryar Khan and ex-diplomat SK Lambah, the point men for India- Pakistan back-channel diplomacy, will meet in Dubai on Thursday to ease tensions and firm up a planned meeting between the premiers of the two countries, a media report said.

The decision to initiate back-channel diplomacy to address tensions caused by ceasefire violations along the Line of Control was taken at a meeting of Pakistan's Defence Committee of the Cabinet on August 24.



The two seasoned envoys will meet away from the media's eyes in Dubai to work out details for the planned meeting of the Prime Ministers on the margins of the UN General Assembly in New York next month, The Nation daily reported.

Asked about the report, Foreign Ministry spokesman Aizaz Chaudhry said both countries were engaged in Track-II diplomacy.

"India's point-person Mr Lambah and Pakistan's point-person Khan have been in touch with each other, he told a weekly news briefing.

"As for the meeting (between the premiers), it has been the position of the Pakistan government that should an opportunity arise, we believe such a contact between the leadership would be a welcome opportunity to discuss all issues that require urgent discussion and to improve relations between the two countries," Chaudhry said.

According to the newspaper report, Khan was asked to come to Islamabad from London, where he was on a private visit, so that he could proceed for the Dubai meeting after being briefed by the government.

Prior to his departure for talks with Lambah, Khan met Prime Minister Nawaz Sharif, his top foreign policy aides and a Foreign Office team.

Isn't it evident why it's happening?

Or the primary motive of the meet is preparing the ground work for the meeting between PM Singh and PM Sharif?

Prime Minister Manmohan Singh's special envoy S K Lamba and his Pakistan counterpart Shahryar Khan met in Dubai on Thursday in back-channel diplomacy ahead of the proposed meeting between the two prime ministers in New York on the sidelines of the United Nations General Assembly meeting in the last week of September.

Sources familiar with the development said the focus of the meeting was at easing the tension between the two countries after the recent incidents along the Line of Control, which resulted in deaths of soldiers on both sides. They also discussed the proposed meeting between Singh and Nawaz Sharif.

Poll-bound government has raised the bar for talks with Pakistan, saying the neigbour has to take steps such as avoiding "unprovoked" actions along the LoC, speeding up the trial of the 26/11 Mumbai terror attack case, and reigning in the activities of terrorist using its territory to launch attack on India.

Barring any major incident in the coming days, the two prime ministers are likely to meet on September 29 in New york. However, it could be a short meeting.

A judicial panel from Pakistan, which will cross examine the witnesses in the 26/11 case is expected to visit Mumbai on September 4.

The ties between the two took a hit after five Indian soldiers were killed in an ambush in the Poonch sector in Jammu & Kashmir in the first week of August. Taking a tough stand, after the initial caution, India blamed Pakistan army for the killing.

Both sides since the summoned each other's envoys over the violation of a 2003 ceasefire agreement. And the back channels meeting is taking place in this context. As a policy, external affairs ministry doesn't offer comments on back channel meeting.

Even before the ashes of the soldiers beheaded and then those killed have turned cold, he directs talks.

Rather insensitive and indicative of total insult to those who stand vigil at the frontier, while he sleep comfortably at night or merrily, if true as alleged, makes a killing through misusing funds for the disabled!

Even as the special envoys talked about cease-fire violation and cross border terrorism ( over chai and biscuits) this is what happened on ground

His boss wants to walk down the hallway in Oslo and a page in history books. Others can go to hell.
