If these two were arrested then I am sure there are many already doing this dirty business. One can sell this to our adversaries, who can use it to test quality of Uranium from particular mines in India. Very vital datas can be obtained that can be used to judge our nuclear weapons program. ISI in the past have tried to obtain sand from Pokhran test site which they failed.

"ISI wants to test the sand and analyze how the testing was done scientifically and technically." Can anyone explain this in layman terms?

Who is talking about what US or UK wants to know.. the reality is that all major cities and revenue centers for past 20 years have been controlled by non Taliban factions.. They have prospered the past 20 years. The Taliban are mainly Pashtun, who control rural areas in the east and south.. with some pockets in the north west. In March 2020, 14 million people inhabited Government controlled areas, 4 million under Taliban controlled areas and another 14 million in contested areas.. If Taliban decides to go after former Northern alliance, Afghan Army will probably dissolve on ethnic lines, and there will be a full blown civil war.. with various external actors supporting various factions.. It will be very difficult for the Taliban, to control all of Afghanistan, as many external actors like Iran, India or some central asian states do not want utter dominance of the Taliban in Afghanistan..
