The main point is that let's suppose that IA and IAF had good logic of using Apache, the problem here is the fact that there's no coordination among them. This deal could have been done together with better/proper negotiations and cost overrun could have been prevented but due to ego issues or whatever it lead to the additional cost, don't justify this with memes of economics.

yeah like any damn employee of HAL was ever held responsible for interchanging engines between new & old sukhois(which were sent for overhaul)

the mig-21s now in service were built by HAL under "license"... that's what HAL & OFB loves... assemble under licence
