There was a brutal blockade imposed on Nepal in 2015 during the Madesi related crisis... After that that Nepal seriously thought about diversifying to include China as a partner. Modi govt realized this was a mistake.. and there is still a suspicion about India.

Rather, take PoK, declare the others "protectorates" and disarm them and start moving block by block with Ghar Wapsi campaign. (In PoK initially, then spreading out further)
The war is only half won with crushing the Pakistani military/militia. The main battle is removing all traces of the disease in our land. Rest assured, if the Army takes over PoK without any plans to fix the root of the problem, they'll have to either set up a couple of COPs for every village or so and maintain them or face terrorism on the scale of 90s again.

They are desperate to stop IAF at any cost, that's why they have increased Cap..remember India has changed policy on information war after 27th, IAF chief stated that we will not allow fake Pakistani propaganda anymore, we are releasing UAV footage of strikes which was unthinkable earlier. No, they are doing everything to avoid a war, CAPs are to dissuade/delay a potential IAF strike. They really do not have complete control over what the various groups do, but they have enough to keep it limited to small incidents/engagements along LC/hinterland and not hit at the scale of Uri or Pulwama.

Onus is on GoI to reduce the threshold further.

Yes. But there is nothing in the law that authorizes IA to take a lead in dealing with the crowd when Police Forces in the form of JKP and CAPFs are also deployed during a CASO/Encounter.
