How did GoI allowed them to visit Punjab? The IWT annual meeting was in Delhi and after concluding they have to leave as it's official visit of panel. We're not stopping regular diplomats visiting Golden Temple. If a panel is on official visit they have to leave after the meeting... Basic provision is to travel in the city they arrived till they head back not travel from X to Y city after meeting for personal religious beliefs. Even if it's informed earlier shouldn't be entertained. They can be allowed to visit personally but not through using these kind of treaties visit.
