Intel agencies cannot prevent every single terror attack it's almost impossible, dossiers are very important to take down pakistan in international forums and justify our actions if we take any, it is the govt's duty to create policies that create high costs for pakistani misadventures and all actions need not be publicized(like the recent ones) as long as they achieve the needed objective. How exactly is submitting documents that prove pakistan is a terrorist state "Pyaar ki Baasha" of course it is not military action but it is a diplomatic offensive aimed at putting pakistan in the FATF blacklist that will kill their almost non existent economy.
These very timely actions prevented another grave attack from happening.
